Open space in the Estes Valley is becoming an ever shrinking commodity. Over the last several years meetings have been held with the Colorado Division of Wildlife & the Estes Valley Improvement Association. These meetings addressed the problem of excessive wildlife & the damage they cause in the valley. I have attended the last two meetings. The results were negative because the people that complained had no solutions. They did not want the wildlife damage but they also did not want any hunting. The D.O.W. in the past has encourged private land owners to allow hunting on their property. The Town has a unique opportunity to earn kudos from the D.O.W. & the hunting population of the Estes Valley. While I agree that uncontrolled hunting is neither safe nor wanted, a controlled situation would be beneficial to the Town, National Park,the hunting public & the wildlife herds. The close proximity of this land to homes & the National Park would dictate, to me, that rifles, handguns & muzzle- loaders would be prohibited. Archery on the other hand could safely be carried out. The average archer is not proficent beyond 30-35 yards. Archery is truely hunting I at its best as extremely close range is required. I would recommend that the area be posted HUNTING BY PERMISSION ONLY, ARCHERY ONLY. I volunteer my personal time to implement a permit system that would be acceptable to the Town. I hope the Town pursues a progressive attitude on this subject. If this type of system fails the Town can implement the ban with a stroke of a pen. Please give this a chance to succeed. 1 /' 2-2 . Matzke~En»- SUBJECT: Proposed Rebate Program Electric Thermal Storage Heaters Since the introduction of our time of day energy rates at the beginning of the year, seventeen customers have purchased and installed or will soon complete installation of 138.6 kW of electric thermal storage heat. Each kW of demand that coincides with the Platte River seasonal peak costs the Light and Power Department $64.68 over the six month season. If we make the conservative assumption that each kw of thermal storage heat displaces one half that amount in existing electric baseboard heat, then each kW of thermal storage heat operating during the Platte River peak saves the Light and Power Department $32.34 each year. A rebate of $15 per kW of installed electric thermal storage heat would roughly split this savings with the customer during the first year. This rebate would approximate 10% of the purchase cost of the heater. The Light and Power Department included $6,000 in the 1994 budget for a rebate program in the energy efficiency line item. The Light and Power Department proposes that we begin with a limited rebate program of $15 per kW up to a total of $4,000 in 1994 offered on a first come, first served basis. This would be a one time only rebate for each heater installed and the customer would make application for the rebate after the heater is installed and operating. If all of the above seventeen customers applied for rebates under the proposed program, the total rebates paid out would be $2,079, or about one half of the proposed total for 1994.
