STRATEGY Using an approach of reciprocity, prepare and present a plan to attract businesses which will utilize telecapitunications facilities, j usti fying their placement. ACTION STEPS 1 . Acquire complete, detailed knowledge of the current status of Estes Park telephone service: - Switch type - Lines equipped - Lines in use - Residence custaners - Business customers - Truilking capacity 2. Obtain details of the US West construction plans for 1994 for Estes Park. 3. Identify and contact the US West Economic Development Department to ! determine procedure, if any 4. Identify a contact at the State of Colorado Itonomic Developttlent Office 5. Identify at the Colorado Public Service Camnission the Staff person responsible for review of the US West constniction program 6. Contact and discuss possible alternative technologies with local cable company 7. Define and gain approval for Estes Park' s proposal for business diversification and developluent 8. Matzke-7225771 SUBJECT: Revised Grant of Easement and Right-of-Way Form Attached is a revised Grant of Easement and Right-of-Way form i prepared by Town Attorney White. Our existing standard easement : form was revised for the easement granted to the Town by Stephen L. and Charles E. Pickney, Jr. and approved at the December 14, 1993 Town Board meeting. The proposed form includes a warranty of lit1i_._ paragraph and includes tree trimming €-ong with the Fights granted. 73id new form does not refer to power transmission facilities as did the old form. Box A Estes Park, CO 80517 Account #12-34 Dear Mr. Customer: Effective January 1, 1994, the Town's Residential Rate for electric service will no longer be available to customers with electric space heat using over 20,000 kWh annually. Enclosed is a one year history of your electric account reflecting an annual consumption of 25,000 kWh. Rate comparisons performed by the Light and Power Department indicate that accounts using over 20,000 kWh annually pay a lower annual cost of electric service on the Residential Demand rate, with proper use of a demand controller. If your residence already has a demand controller and the billing history reflects annual consumption over 15,000 kWh you would benefit by transferring to the Residential Demand rate. If your residence uses electric space heat and your annual consumption is over 20,000 kWh, you have the following options: 1. You may consider installation of a demand controller and transferring to the Residential Demand rate. Customers using over 20,000 kWh annually will generally realize substantial savings on the Residential Demand rate. The Light and Power Department has a low interest financing program to assist in the cost of installing a demand controller. We can also prepare a rate comparison for your account to estimate cost savings on the demand rate. 2. You may consider installation of thermal storage electric space heaters and transferring to one of the proposed Time of Day Rates. The proposed Residential Energy Time of Day rate has no demand charge and does not involve a demand controller. Please contact our office for details. 3. If you wish to convert to gas heat, the Light and Power Department will provide loan assistance up to $1,000. Please contact our office for details. 3a-1 2 4. You can do nothing and your account will automatically transfer to the demand rate on January 1, 1994. You are under no obligation to install a demand controller, however your cost of electricity will be greatly reduced with proper use of a demand controller.
