Matzke~72/771 SUBJECT: 1993 Electric Rate Update Study Authorization to Negotiate Contract At the February 4, 1993 meeting, the Board of Directors of the Platte River Power Authority approved a new wholesale rate effective 4/1/93. This rate includes a season coincident peak billing demand charge which will result in a reduction of Estes Park's purchased power costs by an estimated $300,000, based on historical purchases. This reduction in cost will be passed on to our customers through the purchase power rider, which is estimated to be $0.00141 per kWh less than our 1/1/92 rates and $0.00375 per kWh less than our current rates. The new rate places equal cost on summer and winter peaks. This change will significantly affect our cost of providing service for the summer and winter seasons. The Light and Power Department believes that the 1991 Electric Rate Study should be updated to ensure that our retail rates accurately reflect our cost of providing service. Some areas that should be addressed include: (1) Residential Demand Rate-Seasonal demand charges. (2) Residential Time of Day Rate-Seasonal demand charges and possible expansion Of off-peak period to included weekends, holidays and mid day. Possible elimination of off-peak demand charge. (3) Large Commercial-Evaluate winter ratchet period. Consider seasonal demand charges. (4) Large Commercial Time of Day Rate-Evaluate winter ratchet period and consider seasonal demand charges. Also evaluate off-peak period. In addition to these issues we may want to develop a rate for 4 security lighting. We occasionally receive requests for this type of service. The Light and Power Department included $5,000 in the 1993 for a rate study update. The Light and Power Department requests authorization to contact Max Kiburz, who did an excellent job on our 1991 Electric Rate Study, and negotiate a contract to perform this update. 1-1 REM

Matzke 72'2921 SUBJECT: Retail Impact of Platte River Wholesale Rate Change On February 4, 1993 the Platte River Board approved a new wholesale rate effective April 1, 1993. The demand charge is reduced from $11.01 per kW to $10.78 and billing demand will now be based on a 100% ratchet of each city's peak coincident with Platte River's peak for the summer and winter season. The energy rate remains at $0.014 per kWh. This rate change would have reduced our purchase power costs between $235,000 and $350,000 annually had the rate been in effect during the period 1990 to 1992. The reduction in 1992 would have been $296,211 or 5.28% of Light and Power Department electric sales. The rate change will be passed on to our retail customers beginning with the first billing period after April 1, 1993. The change will be included with bills mailed in May. The purchase power rider will be calculated at that time based on the dollar amount of the rate change (compared with Platte River rates in effect January 1, 1991) for the most recent twelve month period divided by the department's kWh sales for the same period. If we calculated the purchased power rider based on the twelve months ending December 1992, it would reduce our energy charge in all rate classes by $0.00141 per kWh. The following chart summarizes this change for a "typical" customer in each rate class: 1-2
