The information you provided allowed us to quickly isolate the problem and restore electric service to your area. Had you not called we no doubt would have spent additional time patrolling the lines before finding the damage and beginning repairs. Matzke7€~771 SUBJECT: Achievement Award Ron Beitz Ron has done an outstanding job in mapping our·system and keeping records of our idstalled equipment. Ron has attended AutoCAD classes at Front Range Community College on his own time and has become adept at computer drafting. He has developed several equipment standards on AutoCAD and continues to add to these. Ron has also coordinated our inspection program of pad mount equipment to comply with CIRSA requirements. This included inspection, securing, and safety labelling all pad mount equipment. I am recommending that Ron be presented with a $100 achievement award. He is responsible for testing of our equipment, record keeping, storage, and report preparation. Joe has made recommendations allowing us to minimize the cost of transformer replacements. Joe has been very conscientious throughout this program and as a result of his efforts, we plan to be complete before the end of 1993. Mike also took the initiative in pursuing the renovation of the Fall River Hydro Plant with a private developer. Mike continues to do an outstanding job with his routine responsibilities as well. I am recommending that Mike be presented with a $100 achievement award. MatzkeJ~277/u SUBJECT: High Voltage Insulation Tester Authorization to Purchase The Light and Power Department included $5,000 in the 1992 budget for purchase of a Meg-Ohm meter. This equipment would allow us to do pass-fail type testing of high voltage underground cable installations at voltages up to 5000 volts DC. This testing would be performed at the time of installation before placing the cable in service and during outage situations to isolate the problem as quickly as possible. The benefits of this equipment include improved employee safety by allowing us to identify faulted circuit conditions prior to energizing at line voltage and the potential for reduced outage time. After researching the pricing and capabilities of this equipment we determined that a high voltage tester (HiPot) would better meet our needs and could be purchased in the same price range. The HiPot tester can perform all of the functions listed above and allow us to test the quality of the installation by testing cable at voltages equal to or exceeding normal operating voltage. Periodic testing of existing cable can be performed to predict remaining life of the cable. The equipment is designed for field use and includes test leads and carrying case. The Light and Power Department recommends that the Hipotronics Test Set be purchased from Equal Electric at a cost of $4,500.
