Matzke 722721- SUBJECT: 1993 National Electric Code Proposed Schedule for Adoption The 1993 National Electric Code has been published and is now available. Following is a proposed schedule for adoption by reference into the Estes Park Municipal Code, Chapter 14.20: 1/12/93 Introduction of ordinance to amend Chapter 14.20 of the Estes Park Municipal Code at a regular meeting of the Town Board of Trustees. Set a public hearing for 2/9/93 during a regular Town Board Meeting. 2/9/93 Public hearing to consider adoption of the ordinance amending Chapter 14.20 of the Estes Park Municipal Code. Notice of this public hearing must be published twice, once at least 15 days prior to 2/9/93 and once at least 8 days prior to 2/9/93. Following the public hearing, the Board may adopt the ordinance, if appropriate. In addition the Department recommends that the Estes Park Municipal Code, Chapter 14.20.080 be amended to include the following wording: EXCEPTION: These requirements may be waived for areas zoned Commercial Outlying (C-0) for freestanding Commercial Structures provided electrical service through one meter. This change in wording has been discussed with the Town's Building Official and the State Electrical Inspector. The Light and Power Department requests that the Town Attorney be authorized to prepare an ordinance adopting the 1993 National Electric Code and incorporating the above change. REM 1-1 1 I 14.20.040--14.20.080 journeyman electrician or helper who is working under the control and supervision of an electrician licensed by the state. (Ord. 13-89 §2, 1989: Ord. 6-86 §1, 1986: Ord. 3-83 §4, 1983: prior code §11.7). 14.20.040 Permit--Required. No electrical wiring shall be installed, altered or repaired, in connection with any building in the town, without first obtaining a permit from the Colorado State Electrical Board. (Ord. 6-86 §2, 1986: prior code §11.8). 14.20.050 Permit--Application--Issuance. Application for permit shall be made to the Colorado State Electrical Board. Such permit shall be posted on the site of the work and kept there until the work is completed. (Ord. 6-86 §3, 1986: prior code §11.8-1). 14.20.060 Certificate of approval required. It is unlawful for any person to make any electrical connection to any building until the State Electrical Inspector has issued a certificate approving the electrical wiring. (Ord. 6-86 §4, 1986: prior code §11.9). 14.20.070 Permit--Temporary. Where, from good and sufficient cause, it is necessary to have electricity on any installation before final certificate can be issued, the State Electrical Inspector may issue a temporary per- mit; provided, that all parts to which current is applied are in a safe and satisfactory condition. (Ord. 6-86 §5, 1986: prior code §11.9-1). 14.20.080 Electrical construction requirements. All new structures and existing structures that are altered, added to or repaired in excess of fifty percent, and which contain, in whole or in part, commercial uses, shall be entirely wired in rigid or steel tube conduits or approved metal raceways. If your electric bill has a rate code of 74 or 84 you are being billed on the Small Commercial rate. Customers with electric heat, using over 20,000 kWli annually must transfer to the Residential Demand rate. Customers using under 20,000 kWh annually may transfer to the Residential rate. Enclosed is a summary of all electric rates for the Town. It should be noted that the Residential Demand rate no longer has a minimum demand charge. Attached is a label which reflects previous annual kWh consumption for your account. Previous rate comparisons performed by the Light and Power Department indicate that accounts using over 20,000 kWh annually pay a lower annual cost of electric service on the Residential Demand rate. If your previous annual consumption was under 20,000 kWh you may want to contact our finance office about transferring to the Residential rate at this time or you can wait until January 1, 1993 when your account will automatically be transferred to the Residential rate. If you choose to transfer to the Residential rate and your residence has an existing demand controller, you may want to take advantage of our voluntary Residential rate demand control rebate program. (Details about this program are enclosed. ) If your residence already has a demand controller and the billing history reflects annual consumption over 15,000 k\111 you would probably benefit by transferring to the Residential Demand rate immediately. ' g 2 If your residence does not have a demand controller and your annual consumption is over 20,000 kWh, you have the following options: 1. You may consider installation of a demand controller and transferring to the Residential Demand rate. Customers using over 20,000 kWh annually will generally realize substantial savings on the residential rate. The Light and Power Department has a low interest financing program to assist in the cost of installing a demand controller. We can also prepare a rate comparison for your account to estimate cost savings on the demand rate. 2. If you wish to convert to gas heat, the Light and Power Department will provide loan assistance up to $1,000. After completion of installation, you may contact our finance office to transfer to the residential rate. 3. You can do nothing and your account will automatically transfer to the demand rate on January 1, 1993. You are under no obligation to install a demand controller, however your cost of electricity will be greatly reduced with proper use of a demand controller. Please contact Mike Mangelsen in our office if you require further information about the low interest financing program or would like a rate comparison for your account. Matzke, PE Director 2c-2 l'own of Estes Park Light and Power Department Voluntary Residential Rate Demand Control Rebate Program This program is available to customers receiving electric service under the Residential rate (rate code 71 or 81) who wish to control their demand on a voluntary basis. A demand meter will be installed at the homes of participating customers and the monthly maximum demands will be recorded by Light and Power Department meter readers during the winter months. The rebate program will be in effect for the months of December 1992 through February 1993. Participating customers will continued to be billed on the Residential rate and the rebate would appear as a credit on the bill. If the customer's demand does not exceed the demand shown on the following table for the appropriate level of monthly consumption, the customer would qualify for the rebate for that month. If the demand is exceeded, no rebate would apply.
