Matzket·€272ru SUBJECT: 1991 Electric Rate Study Proposed Changes Attached is a copy of the Electric Rate Study for the Town of Estes Park prepared by M.E. Kiburz and Associates. This study was initiated following the 17% increase in our winter peak demand to 20,405 kW. This high winter peak demand has resulted in an estimated increase of 10% or $200,000 in the department's 1991 -----~7~ purchase power cost. The main purpose of this rate study was to recommend rate changes that would provide an economic incentive for customers utilizing electric space heating to better control their electrical demands. When it became apparent that Platte River would need to raise the wholesale rate, a formula for passing through such increases was added to the Purchase Power Rider. The following proposed changes in the Town's base rates would apply to the residential rate classes: 1. Residential Service - Increase monthly customer charge to $3.00. Establish a two year deadline for electric heat customers using above 15,000 kWh annually to transfer to the Residential Demand Rate. 1 1, f ' ll, 1.4 1 )! Establish a one year deadline for existing residential customers using above 15,000 kWh annually to transfer to the Residential Demand Rate and for existing residential customers using under 15,000 kWh annually to transfer to the Residential Rate. 3. Residential Service-Demand Metered - Increase monthly customer charge to $3.00. Eliminate 60% minimum demand ratchet. Establish a seasonal demand charge of $5.00/kW for summer months and $7.00/kW for winter months. Lower energy charge to $0.03/kWh. 4. Eliminate Residential Heat Storage Rate and replace with a Residential Service-Time of Day Rate. Also proposed in the rate changes is a new General Service Large- Time of Day Rate which would be available to commercial customers with maximum demands exceeding 35 kW. The Purchase Power Rider calculation would result in an estimated $0.00235/kWh charge which would apply to all electric rate classes. The Light and Power Department recommends implementation of these changes and proposes the following schedule: 11/8/91 Publish notification of rate hearing and mail notification letter of rate hearing to all electric customers. (Hearing date 12/10/91) 11/12/91 Informational presentation of proposed electric rate changes at regular Town Board meeting. 12/10/91 Public hearing to present rate study and recommendation. Consider ordinance to adopt rate changes effective 1/1/92. 12/13/91 Publish new electric rate ordinance. 1/1/92 Rate changes become effective beginning with the first billing cycle following 1/1/92. First bills incorporating rate changes will be mailed in February. The Platte River Board of Directors has approved a 5.94% wholesale rate increase effective 1/1/92. By implementing our proposed rate changes, we can begin recovering the increased wholesale power costs through the Purchase Power Rider as soon as possible after the first of the year. AN ORDINANCE AMENDING SECTION 13.08.080 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO WHEREAS, the Board of Trustees has determined that it is necessary to amend Section 13.08.080 of the Municipal Code of the Town of Estes Park. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO. Section 1. Paragraph G, Power Factor of Section 13.08.080 is amended to read as follows: Consumer shall at all times maintain a power factor as near unity as practicable and never lower than ninety-five percent lagging. Luminous electric discharge tubes or other loads having inherent low power factor shall at all times be provided with effective power factor correction equipment such that the power factor resultant from such energy use will not be less than ninety-five percent. Where such power factor correction equip- ment is used, the consumer shall install disconnecting or con- trolling equipment as needed to prevent excessive voltage variations on department's system. Section 2. Paragraph K, Water Heaters. A new Paragraph K is added to Section 13.08.080 to read as follows: Water heaters shall be of a two-element storage type approved by the Town. Each element shall be noninductive and shall be connected through a separate thermostat. The capacity rating of the lower and upper units shall be twenty and thirty watts per gallon, respectively, to the nearest NEMA Standard. Water heaters of the quick-recovery type shall be forty gallons or larger and the capacity rating of each of the lower and upper elements shall not exceed five thousand watts. The upper thermostat and element shall be interconnected with the lower thermostat and element to allow operation of only one element at the same time. The lower, or base, element shall be placed so as to heat the entire tank, and the upper, or booster, element shall be placed so as to heat not more than the upper one-third of the tank. Section 3. Paragraph L, Electric Space-Heating Equipment. A new Paragraph L is added to Section 13.08.080 to read as follows: The Town shall be advised as to the impending installation of electric space-heating equipment in advance in order to determine if extensions of or additions to the Town's facilities 4 will be required and to allow arrangements therefore, and to determine the available voltage at the consumer's installation. Each space-heating element over one thousand six hundred fifty watts shall be individually controlled by a thermostat. No single space heating element shall have a rated capacity greater than five kilowatts. No thermostat shall control more than five kilowatts. Section 4. This Ordinance shall take effect as of January 1, 1992. Section 5. The adoption of this Ordinance is hereby declared an emergency due to the fact that it is necessary to immediately implement these amendments in order for the effective date of these amendments to be January 1, 1992 and; WHEREAS, it is the opinion of the Board of Trustees that an emergency exists and this Ordinance shall take effect immediately after its passage, adoption and signature of the Mayor. AVAILABILITY This schedule is available to residential consumers for all domestic uses in individually metered single-family private dwellings or individually metered apartments except new electric space heating consumers. Effective January 1, 1994, existing consumers in this schedule having electric heat as a primary or auxiliary energy source for space heating with annual consumptions greater than 15,000 kWh will be transferred to the Residential Demand rate. This rate is not available for resale service. MONTHLY RATE Customer Charge $3.00 Energy Charge per kWh $ .06501 MONTHLY MINIMUM BILL The Monthly Minimum Bill shall be the Customer Charge. PAYMENT The above rates are net. Bills for electric service are due and payable within ten (10) days subsequent to mailing or delivery of the bill. CONDITIONS OF SERVICE Service provided under this rate schedule shall be subject to all Light and Power Department general and specific Rules and Regulations and extension policies and such rules and regulations as set forth in appropriate tariff sheets on file. PURCHASED POWER RIDER This schedule is subject to the conditions set forth on the Purchased Power Rider. 6 ELECTRIC RATES RESIDENTIAL SERVICE - DEMAND METERED APPLICABILITY Applicable in Estes Park service territory. AVAILABILITY This schedule is available to residential consumers having electric heat as a primary or auxiliary energy source for space heating in individually metered single-family private dwellings or individually metered apartments. This schedule is also available for those residential consumers who do not have electric heat as a primary or auxiliary energy source for space heating, but whose annual energy consumption is over 15,000 kWh. This schedule is not available for resale service. MONTHLY RATES Customer Charge $3.00 Demand Charge per kW of billing demand: Winter Season Oct. 1- March 31 $7.00 Summer Season April 1 - Sept. 30 $5.00 Energy Charge per kWh $.03 DETERMINATION OF BILLING DEMAND The billing demand shall be determined by suitable meter measurement of the highest 15-minute integrated demand occurring during the monthly billing period. AVAILABILITY This schedule is available for business lighting and small power loads of 35 kW maximum demands or less. All service will be supplied only through a single meter. This service is available at single or three phase at the established voltage of either the Town's primary or secondary distribution system. Effective January 1, 1993, residential consumers in this schedule utilizing electric space heating with annual consumption exceeding 15,000 kWh will be transferred to the Residential Service - Demand Metered rate. Effective January 1, 1993, residential consumers in this schedule utilizing electric space heating with annual consumption less than 15,000 kWh will be transferred to the Residential Service rate. This schedule is not available to new residential consumers. This schedule is not available for resale service. All service will be supplied only through a single meter. This service is available at single or three phase at the established voltage of either the Town's primary or secondary distribution system. This schedule is not available for resale service. MON™LY RATE Demand Charge per kW $9.65 Energy Charge per kWh $ .02875 DETERMINATION OF BILLING DEMAND The billing demand shall be determined by suitable meter measurement of the highest 15-minute integrated demand occurring during the monthly billing period, but shall not be less than the Monthly Minimum Billing Demand. MONTHLY MINIMUM BILLING DEMAND 60% of the highest demand established during the immediately preceding months of November through March. MONTHLY MINIMUM BILL $9.65 times the Monthly Minimum Billing Demand or $55.00, whichever is greater, plus the monthly energy charge. PAYMENT The above rates are net. Bills for electric service are due and payable within ten (10) days subsequent to mailing or delivery of the bill. CONDmONS OF SERVICE Service provided under this rate schedule shall be subject to all Light and Power Department general and specific Rules and Regulations and extension policies and such rules and regulations as set forth in appropriate tariff sheets on file. The consumers shall be required to properly balance their loads. If the power factor during the time the billing demand is established falls below 95 % lagging, adjustment may be made by increasing the measured demand for each month by 1 % for each 1 % or major fraction thereof by which the power factor during the billing period is less than 95 % lagging. The foregoing schedule shall be net where service is metered at the secondary voltage of the Town's distribution system. Where service is metered under this schedule at primary voltage, the consumer shall receive a credit of two percent (2%) of the monthly bill for service. Where service is taken at the Town's established primary voltage and the consumer furnishes the transformers and substations converting to secondary voltage, the consunier shall receive a credit of four percent (4%) of the monthly bill. PURPOSE This schedule is to pass on the estimated cost change resulting from changes in the Platte River Power Authority base electric rates which are applicable to service to the Town of Estes Park. METHOD OF DETERMINING THE RIDER Formula for determining the Purchased Power Rider: Purchased Power Rider = (New PRPA Rate Cost - Current PRPA Cost) kWh Sales Current PRPA Cost = The most recent 12 months cost of power purchased from PRPA by the Town of Estes Park estimated using the rates in effect January 1, 1991. kWh Sales = The electric kWh sales to the Town's customers for the same 12 month period as the current PRPA cost. New PRPA Cost = The calculated cost of power assuming the power purchased for the same 12-month period as used for the current PRPA costs and the proposed PRPA rates. The purchased power rider shall be calculated to the nearest one-hundredth of a mill ($0.00001) per kWh. The electric rate schedules with demand rates may have the purchased power rider spread between the energy and the demand rates. Matzkeo -3 /r L SUBJECT: Low Interest Loan Program Demand Controllers and Alternate Heat Sources To complement the proposed rate changes which would require some residential customers with electric heat to transfer to the Residential Service-Demand Metered Rate, the Light and Power Department is recommending that we offer a low interest loan program. This program would be available to existing residential customers on the Town's system with electric heat that were connected prior to 1/1/92 and who are being required to transfer to the_,msid©ntial demand-rate:-f~he program would provide financing for installation ofa ,-, /deihartd controllers or conversion from electric space heat to an alternate heat source such---°26 \02*raL-gas_rlroRane.Retoiiroutsfiningieprogramwill not exceed $100,000. As payments are made each month and the outstanding balance drops below $100,000, new loans may be approved. No new loans will be approved under this program after 1/31/94. To assist customers and contractors in obtaining demand controllers, this equipment may be purchased in the Department's offices. Customers will have to place orders approximately 10 days in advance to assure availability. No controllers will be stocked by the Department. 15 1.-9--m Program Specifics • The loan amount will not exceed 90% of the total installed cost of the approved project up to a maximum loan amount of $1,000. No loan will be made for less than $250. • The interest rate will be determined at the time the loan is approved according to the Town's cost of money and will be fixed for the duration of the loan period. • The maximum payment period will be determined by the following schedule. There will be no prepayment penalty. Loan Amount Monthly Payments under $500 18 $500 to $700 24 $700 to $ 1,000 36 • Monthly payments will be billed on the customer's electric bill. Electric service may discontinued for non-payment of the loan in accordance with the Department's service discontinuance procedures. • Customer must make application and receive approval from the Department prior to start of any work on the proposed project. I f the installation is to be performed by the customer, all necessary permits and inspections will still be required. • All work financed by the loan must be performed on the customer's property. • The completed project must be inspected to meet the Town's requirements by the Department's representative prior to release of any loan funds. • Customer must present an original invoice to the Department for processing of the loan. Loan amount will not be increased above the pre-approved level. Loan funds will be issued in the name of the customer. • If applicant sells the residence during the loan payback period, the outstanding amount shall be immediately due and payable. • If applicant is not the owner, the owner must co-sign the loan application. Additional Requirements for Alternate Heat Source Loans • After completion of the project, no more than 1500 watts of permanently installed electric heat may remain in the residence.
