March 15, 1988 MAR 2 1 1988 "EnHU~ma02%/R The Town of Estes Park Board of Trustees Estes Park, CO 80517 Re: The Proposed New Light and Power Workshop Gentlemen: We would like to express our concerns about the location of the proposed new light and power building. We realize that the light and power needs a new building, and we have always been very happy with their department. As a property owner in the immediate vicinity of a project this large, we have never been notified of your plans. When the nearby Kentucky Fried Chicken was remodeled, we were given full plans, right down to the color of paint. If property owners in the area had been notified of your plans, they could have ex- pressed their concerns earlier. We have to think of and be concerned for our many customers as well as any future owners of Tiny Town and their guests. Will bringing an industrial zone (which has been kept out of sight until now) down to the highway hurt not only our business but also our property values? Would this open the door for more industrial development in our area? There is already excessive truck traffic and noise from the existing industrial area and many of our old customers are commenting unfavorably about it now. The long range trend should be to reduce, not increase the industrial traffic, or in time you may eliminate the cottages and motels from this area because it would no longer be a pleasant place to stay. One also has to wonder how the over fifty thousand tourists from all over the world who are buying gas, supplies, being enter- tained, fed, and housed in the Beaver Point area in an ordinary tourist season, will react to an industrial building so close to the main highway. With the recent closing of the dump, that area is now much more scenic, and people mention the fact that they like it much better, and hope it will stay that way. It is just now beginning to look more like what they would expect to find in a beautiful mountain area. 2 Consideration should also be given to the fact that the proposed area for the light and power workshop is a well known game corri- dor for deer and elk. Has a study been done on this subject and if so, what provisions have been made? There has always been a bad water drainage problem in this area because of the water that comes under the highway from the hill- side. For years, Tiny Town Mini Golf, Tiny Town Cottages, Kentucky Fried Chicken, Peyton's Place, Trout Haven and others have all had trouble with excessive water runoff during hard rains. Each time something new is built across the highway the water drainage problem gets worse. A building and parking lot of the size you propose would cause even greater drainage. If any of the above businesses are flooded out, and temporarily closed, would the city be willing to pay for damages? For years the people in the vicinity of the dump had to put up with hardships that other citizens never had to deal with. Resi- dents in this area were led to believe that when the dump was closed down, there would be a park or picnic area instead, which would be a just reward. This would also be much more in keeping with what you are doing downtown to create a nice atmosphere for the entire community. There are a couple of areas that are closer to your existing shop that would be better suited to an industrial building and have more room for future expansion. As residents of this area we wish that you would take another hard look at the other sites before you build a building of this magnitude along the main highway to the National Park. The extra money you will have to spend on the proposed site, i.e., burm, extensive landscaping, water control, moss rock on the building, etc., would not be nearly as necessary if the building was in a location not visible from areas frequented by tourists. The money saved there could possibly be put to obtaining a better location, which could be usable for many years. We would like to invite the mayor, city council, town planners, and anyone concerned to come out on our property and visualize how the building would look to a tourist who comes to this area for the scenic mountain vistas. We would also like to put for- ward an appeal and a challenge to the Town of Estes Park. If you would consider not building the light and power workshop in the proposed area, then I would personally volunteer to organize the neighbors in this area to build, with our own money, equipment, and labor, a natural picnic area for which this land is clearly better suited.
