Dekker /4',6/0~ SUBJECT: Rate Modification This schedule will be followed for the proposed rate modifica- tions to our Residential Service-Demand Metered tariff: March 3, 1988 - Submission of the proposed tariff modifica- tions to the Light and Power Committee. March 11, 1988 - Publication of notice regarding the House Bill 1283 hearing. April 26, 1988 - Public Hearing for consideration of the ordinance amendments by the Board of Trustees. June 6, 1988 - Implementation of the modifications, if adopted. Accordingly, copies of revised tariff sheets, a revised or- dinance, a public notice, and a notice to the customers is attached today for your inspection. All service will be supplied only d through a single meter. This service is available at single or three-phase at voltages available at the customer service location. MONTHLY RATE Customer Charge $7.25 Energy Charge per kWh .07044 MONTHLY MINIMUM BILL Net minimum meter charge per month $7.25 PAYMENT Bills for electric service are due and payable within ten .(10) days subsequent to mailing or delivery of the bill. The foregoing schedule shall be net where service is metered at secondary voltage of the Town's distribution system. Where service is metered under this schedule at primary voltage, the consumer shall receive a credit of two percent (2%) of the monthly bill. MONTHLY RATE Customer Charge $2.05 Demand Charge per kW of billing demand. 5.15 ~ Energy Charge per kWh .03225 DETERMINATION OF BILLING DEMAND The billing demand shall be determined by suitable meter measurement of the highest fifteen-minute integrated demand occurring during the monthly billing period, but shall not be less than the Monthly Minimum Billing Demand. MONTHLY MINIMUM BILLING DEMAND 60% of the highest demand established in the past twelve- (12) month period ending with the current month. MONTHLY MINIMUM BILL The Monthly Minimum Bill shall be the Customer Charge plus 5.15 times the Monthly Minimum Billing Demand. PAYMENT The above rates are net. Bills for electric service are due and payable within ten (10) days subsequent to mailing or delivery of the bill. AN ORDINANCE AMENDING CHAPTER 13.12 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO, RELATING TO LIGHT AND POWER RATE SCHEDULES CONTAINING CONDITIONS OF SERVICE AND CHARGES FOR ELECTRIC POWER AND ENERGY BY THE LIGHT AND POWER DEPARTMENT OF THE TOWN OF ESTES PARK, COLORADO. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: Section 1. Chapters 13.12.030 B and G, and 13.12.050 B and F of the Municipal Code of the Town of Estes Park, Colorado are amended to read as follows: 13.12.030 Rate 2--Residential service--Demand metered. *** B. Availability. This schedule is available to residential consumers having electric heat as a primary or auxiliary energy source for space heating in individually metered single-family dwellings or individually metered apartments. This schedule is also available for those residential consumers who do not have electric heat as a primary or auxiliary energy source for space heating, but whose annual energy consumption is over fifteen thousand Kilowatt hours. This schedule is not available for resale service. *** G. Conditions of Service. Service provided under this rate schedule shall be subject to all light and power department general and specific rules and regulations and extension policies, and such rules and regulations as set forth in appropriate tariff sheets on file. If an account requests service under this rate schedule, it shall be required to remain on this schedule for not less than twelve months. The Town shall be advised as to the impending installation of electric space-heating equipment in advance in order to determine if extensions of or additions to the Town's facilities will be required and to allow arrangements therefor, and to determine the available voltage at the consumer's installation. Water heaters shall be of a two-element storage type approved by the Town. Each element shall be noninductive and shall be connected through a separate thermostat.· The capacity rating of the lower and upper units shall be twenty and thirty watts per gallon, respectively, to the nearest NEMA Standard. Water heaters of the quick-recovery type shall be forty gallons or larger and the capacity rating of each of the lower and upper elements shall not exceed five thousand watts. The upper thermostat and element shall be interconnected with the lower thermostat and element to allow operation of only one element at the same time. The lower, or base, element shall be placed so as to heat the entire tank, and the upper, or booster, element shall be placed so as to heat not more than the upper one-third of the tank. Each space heating element over one thousand six hundred fifty watts shall be individually controlled by a thermostat. No single space heating element shall have a rated capacity greater than five kilowatts. No thermostat shall control more than five kilowatts. *** 13.12.050 Rate 4--General service small. *** B. This schedule is available for business lighting and small power loads of --thirty-five kilowatts maximum demands or less and to residential consumers requiring service commencing after August 1, 1981, having electric heat as a primary or auxiliary energy source for space heating in individually metered single-family private dwellings or individually metered apartments. Section 3. The Board of Trustees hereby authorizes the Town Administrator and other officials of the Town to take such action as may be necessary to implement the rate classification modifications contained in this Ordinance. Section 4. All actions heretofore taken by the Town, the Light and Power Department and its agents, with reference to the modification of electric rate classifications as herein adopted, are hereby ratified, approved and confirmed. Section 5. Section 6. This Ordinance shall take effect and be in force as of the first electric billing period commencing on or after June 6, 1988, and after its final passage, adoption and the signature of the Mayor. The modifications, if adopted, Will allow residential electric heat customers greater flexibility in choosing the rate category under which they receive service. Previously, by order of the Public Utilities Commission, all residential electric heat customers who connected to the Town's electric system after August 1, 1981 were required to take service under the Residen- tial Service-Demand Metered rate. Because most electric utility operations of municipalities have been deregulated, the Town is considering allowing residential electric heat customers to accept service under the General Service Small category. By taking service under the General Service Small rate, customers Will not receive a separate demand charge on their bills. Certain customers, such as seasonal users or those without load control devices, may realize a savings by taking service under the General Service Small rate classification. Other customers, who can control their load, may find their Residential Service- Demand metered classification is still more beneficial. The tariffs applicable to these service classifications are available for public inspection at the Light and Power Depart- ment, Municipal Building, Estes Park, Colorado (phone: 586- 5331). Because publication of the modifications in their entirety would be impractical, the public is invited to review the proposed changes during normal business hours. The Estes Park Board of Trustees will consider this proposal at 7:30 P.M. on April 26, 1988 at the Municipal Building, Estes Park, Colorado. Any electric customer of the Town of Estes Park may appear, either personally or through counsel, at this hearing and provide testimony or comment regarding the proposed modifica- tions to the rate classifications. Dekker /( A.-,E~ SUBJECT: Service Building Site Annexation The proposed site for the Light and Power Department service building is located outside the town limits. There do not appear to be many differences in the town's and county's building requirements, but further investigation may prove there would be some benefits if the property were annexed. To avoid delay in the future, it would be good to have authoriz- ation now to proceed with annexing if it is determined it would be advantageous for our project. RLD:cj P, O.
