When we purchased the house if was equipped for UHF Translator service, but we decided to install cable because of thp sunerior picture quality and the additional channels on the basic service. The service was great for the first five years, '.itn the exception of multiple ghosting on channel 9 that has t¢'r.7 there since I can remember. In the past year the service has deteriorated starting over a year ago with a herringbone pattern and weak signal on channel six (the PBS station which we watch the most). In the past nine mentns an electrical power line interference (horizontal white dots and occasional audible noise) has become increasingly more betnersome on the lower VHF channels with 2 and 5 the worst. I have reported these problems numerous times, and your people ttink I'm a real crank. The channel six problem has been blamed on the broadcaster, the weather (wet or dry) and need for a new hpid end antenna site. Last summer when channel six became so bad we could no longer :C, ed lettering on the picture I hooked up the old UHF antenna zo the VCR and could watch 6 on Translator. Later, as the noise got worse on channel two, I switched it to translator, etc. I nave also submitted a petition, at Steve's suggestion, to put F\N on channel 10, but no feedback. In the meantime I decided r i add Tier 2 in order to get CNN. When I called the office to 3 7 ri r ge installation I was told that I must come into the office #rd Day in advance for installation and take the black box home with me, and then they would send an installer out. I suggested +.1+ if they wouldn't bill me, I would be willing to pay the i·'ctaller when he arrived with the black box and save me a trip. :his was not acceptable and I let my frustration of the past ir get the best of me. I told the girl to get someone out here 4-f fix the problems I have had in the basic service that I am paying for. 920 n:yt. morning the repairman arrived, set his testset en an rpholstpred chair, gave mp a lecture on how to be nice to the offiP° ri:1, and further ackrowledeged the problems with the TV re:-rtirn. Ee told me th9t this was the best reception I could pypnot ard that if I didn't like it he could disconnect it for M+. With that he left. I Know of several subscribers that have disconnected because of poor tervice lately. Is this our only choice? I can receive Crility pictures on the Denver channels on the UHF Translator, ard I have locked into 2 satelite receiver to provide Satcom 3 ar 1. FLN for a cost of $600 whic I can pay off in three years witn tip savings from disconnecting cable service ($17 per/mo. +or basic and Tier 2). Is this my only alternative? A yeir ago you got a 33% rate increase to upgrade service and now another bringing the total to 44% as service deteriorates. ''dill 1. We recommend that your legal counsel review the proposals for legal adequacy and that you consult your business advisors regarding the adequacy of the proposals relating to such matters. This yield is established after considering the current market yields for a variety i of A-rated issues. One-Year Treasury Bills A one-year Treasury bill is an obligation of the United States Government to pay the bearer a fixed sum one year from the date of issue. These debt issues are sold at a discount, and the return to the investor is the difference between the purchase price and the face or par value. The yield shown is the bid side of the market. 1 Salomon Brothers Inc "A" Tax-Exempt Electric Revenue Index This is the estimated new issue yield for the longest maturity bond (35-40 years) of a tax- exempt A-rated electric revenue bond issue of average size (about $125 million) and structure. This yield is established after considering the current market yields for a variety of A-rated issues. Bond Buyer 30-Day Tax-Exempt Commercial Paper Index This index is The Bond Buyer's 30-day tax-exempt commercial paper rate. The rate reflects a survey of Al/Pl-rated papers priced daily at par. I. e¢*9-2,12&3 Market Review The volume of new tax-exempt securities issued during February totaled $3.4 billion. While this represents a substantial increase over the $2.3 billion issued in January 1986, supply is still considerably below early 1985 levels. Retail demand was mixed, with many investors still ~ concerned about the uncertainties surrounding the tax-reform issue. Nearly 50% of February's supply represented refundings or refinancings of outstanding high- coupon debt. Several large issuers of electric power revenue bonds accounted for the bulk of this activity. In total, 73% of February's issuance was comprised of revenue bonds, and 27% was , general obligation debt. . f The municipal market continued to rally during February, although it underperformed the --2 treasury market. Yield declines were particularly dramatic in the long sector of the market, . resulting in a further flattening of the yield curve.
