Present: Also Pi esent: William C.Fqnkham.Mayor EhoBlankhurst Mayor Pro Tern Trustees Mark Elrod John Ericson Wendy Koenig Ron Norris John Phipps Frank Loncoster, Town Administrator Greg White, Town Attorney Jackie Williamson, Town Clerk Absent: None Mayor Fqnkham called the meeting to order a\7i0 p.m. and all desiring to do so, recited the Pledge of Allegiance. PUBLIC COMMENTS. Charley Dickey/Town citizen stated he will bring forward survey results onthe bike race to the next Town Board meeting. Mike F|ohs/SmoU Business Administration P|C) commented on the disaster recovery assistance available through the SBA. He informed the citizens they need to register with both FEMA and SBA for assistance related to damage to their homea, rental units &pooperty. and businesses. TOWN BOARD COMMENTS / LIAISON REPORTS. Trustee Norris informed the Board that Visit Estes Park has begun to revise their 2O14 budget asaresult ufthe impact nfthe flood; the district has begun working onarevised message and advertising the recovery pmgresn, recommended ribbon cuttings for businesses and restaurants as they reopen; and discussed u ribbon cutting for the reopening ofHighway 38. Trustee Koenig stated the Rooftop Rodeo has been nominated for midsize rodeo of the Trustee Ericson commented the Community Development/Community Somoeo Committee onSeptember 20.2O13has been cancelled. The Board thanked Town Administrator Lancaster, the management team and the employees for their professionalism and cooperation amongst the other entities during the recent flood emergency. The Board also recognized the efforts ofstaff towork with the other local entities tosolve emergencies during the event. TOWN ADMINISTRATOR REPORT. ° The Policy governance report will bedelayed until the next Board meeting. • The Town n000iwad the America in Bloom "Best in Country" for the Towm'o population. The Town received anumber ofother awards. 1. Town Clerk Williamson presented the application to transfer the current tavern license as the business has been sold to the new owners AppenzoU |nn Hotel &Suiten. All required paperwork and fees were submitted and o temporary was issued on July 18, 2013. Tom Hoohstodor/App|icant stated he takes underage drinking very seriously. He has token note of the pamant issues with liquor compliance checks. It was moved and seconded (Koenig/B|aokhung) to approve the transfer from Appenze|| Corp., dba The Appenze|| Inn, to Appenze||Inn Hotel & Suites, |nc'.dbaAppenaw||Inn, 11O0!--igThompson Avenue, Tavern Liquor License, and itpassed unanimously. 3. REPORTS AND DISCUSSION ITEMS: 1. 2 nmQUARTER FINANCIAL REPORT. Finance Officer McFarland stated sales tax ouUec0ad through July is 47% ahead of2012 for the same pehod of time. The overall sales tax collection is 8% ahead of the budgeted projects for 2013. Utility revenues are on target to meet budget projects and expenditures are well within budget parameters. The Town as well as other Colorado communities have had o great sales tax collection year, however. the flood may have a negative effect onthe remaining months. Staff has projected the revised revenues of$7 million from the original budget of$78 million. 2015 budgets would be revised to identify unnecessary expenditures. Budget meetings scheduled in October would be rescheduled to allow staff the time needed to prepare a revised budget for 2O14. Staff assumes the Board would most likely revise the 2014 budget aothe year progresses and recommended quarterly reviews. 4. ACTIONS ITEMS: 1. APPROVAL OF TRANSPORTATION ADVISORY COMMITTEE BYLAWS. Director Zum presented bylaws approved by the Transportation Advisory Committee at their July 17. 2013 meeting. It was moved and seconded oa,dcfTrustees —September 24,2013—Page 3 (Ericson/Norrin)to approve the bylaws for the Transportation Aivisory Comn/''ittee,and itpassed unanimously. 2. |NrERQOVEnNK8EwTAL G-EE�0E0TFOR K0UTUAL/H�VV0�HT�/E CR�' FORT ��T COLLUmS. Town Administrator Lancaster presented an Intergovernmental Agreement between the Town ofE�osPark and the City nf Fort Collins to provide support to the Town after the recent flood. The agreement would make equipmmnt, materials and staff available to the Town. A management intern would be provided for a month to work in Administration on projects. The agreement was signed by Town Administrator Lancaster. Reimbursement 0zthe Town byFEMAwould only occur for items within the Towm's juriadiotion, therefora, staff continues to work toward full reimbursement ofcosts expended bythe Town.
