Town /N1nmey Kramer, and Recording Secretary Disney Estes Park Planning Commission members Comstock, Absent: Trustee Lancaster Mayor Koenig called the meeting 0uorder at5:45p.m. JOINT DISCUSSION WITH THE ESTESPARK PLANNING COMMISSION. The Board and Commission introduced themselves and discussed the pnooenm, timeline and priorities of the development code n*wrha following the adoption of the Estee Forward Comprehensive Plan. Further discussion included the disconnect between the current code and the comprehensive plan, Planning Commission limitations with the current oodo, community support for workforce houuing, thinking strategically about densities and impacts, allowing reasonable redevelopment options to current structures, delays for the request for proposals (RFP) of the code rewrite, potential scope changes which could occur as a result of the April 2024 General Election and the new Board's din*ction, holding more joint meetings as the code rewrite pmgresses, and community outreach. The Board directed staff tobring forward the RFPfor Board consideration. HRSTRATEGIC PLAN AND ORGANIZATIONAL CULTURE UPDATE. Director Williamson and Manager Lizotte presented an update of the Human Resources (HR) Strategic Plan and the Organizational Culture Survey and Action Plan. They highlighted the HR mission and renponaibi|itieu, the process and emu|ta of the culture survey, the Organizational Culture Action Plan nompononts, and background of the HR Strategic Plan with focus areas of: Training & Development; Ronmiting, Selection and Onbnarding; Retention, Engagement and Communication,- Compensation and Benefits; and Infrastructure. The Board discussed scoring differences inthe survey from 2020to 2022and requested future updates tothe Board onthe 2024Action Plan. TRUSTEE& ADMINISTRATOR COMMENTS & QUESTIONS. None. FUTURE STUDY SESSION AGENDA ITEMS. Town Administrator Maohak»k requested and it was determined to add an update on Parking Enforcement to items approved unsohadu|ed, and schedule the Semi -Annual Compliance Review with Board Governing Policies for February 27.2O24. There being no further business, Mayor Koenig adjourned the meeting at 6:45 p.m. bedyDisnoy. Recording Secretary
