White, Town Attorney Vickie O'Connor, Town Clerk Absent: None Mayor Dannels called the meeting to order at 7:30 P.M. and presented a Certificate of Appreciation to Mark Roskam, former Manager of the Holiday Inn. Mr. Roskam was instrumental in getting the Conference Center on-line, thus, the Center made its successful entry into the conference center industry. PUBLIC INPUT. There was no public comment. CONSENT CALENDAR: 1. Town Board minutes dated February 14, 1995. 2. Bills. 3. Committee Minutes: A. Public Safety, February 16, 1995. B. Public Works, February 23, 1995. C. Board of Adjustment, February 22, 1995 (acknowledgement only). D. Planning Commission, February 21, 1995 (acknowledgement only). 4. Amended Plat of Lots 22, 23 and a Portion of Lot 16, Sunny Acres Addition, Arnold, Jowayne and Roy Johnson/Applicant - Continue to March 14, 1995. With a minor amendment to the Board of Adjustment minutes dated February 22, 1995, it was moved and seconded (Gillette/Dekker) the consent calendar be approved, and it passed unanimously. ACTION ITEMS: 1. Vehicle Purchase. The Public Safety Committee recommended approval of the low bid in the amount of $10,683.00 submitted by Mike Naughton Ford for a Ford Taurus automobile. It was moved and seconded (Gillette/Pauley) the Mike Naughton bid be accepted, and it passed unanimously. Board of Trustees - February 28, 1995 - Page 2 2.A. 1 Easement Vacation for Lot 1. Vallev Vista Addition/Nick Stanitz - Approval of Ordinance #4-95. At their July 28, 1994 meeting, the Public Works Committee recommended approval of this utility easement for an abandoned 2" waterline extending east and west across this lot, pending receipt of a routing slip. Staff confirmed that the routing slip has been received. Attorney White read the Ordinance, and it was moved and seconded (Gillette/Doylen) the Ordinance be adopted, and it passed unanimously. Whereupon Mayor Dannels declared the Ordinance duly passed and adopted, ordered it numbered 4-95 and published according to law. A.2. Easement Vacation for a Portion of Lot 13. The Crags Subdivision/Bill Beerv - Approval of Ordinance #5-95. The Public Works Committee also recommended approval of a vacation easement for the aforementioned Lot 13. There are no utility lines existing within this easement that crosses the southeast portion of Lot 13, all utility agencies have endorsed the vacation in a routing slip, and approval will allow the property owner to construct a garage. Town Attorney White read the Ordinance, and it was moved and seconded (Gillette/Doylen) the Ordinance be adopted, and it passed unanimously. Whereupon Mayor Dannels declared the Ordinance duly passed and adopted, ordered it numbered 5-95 and published according to law. B. Residential Annexation Policy - Referral to Planning Commission. It was moved and seconded (Pauley/Doylen) the Residential Annexation Policy be referred to the Planning Commission, and it passed unanimously. C. Peak View Drive Speed Limit - Approval of Increase in Speed Limit. Based upon a warrant study, the Public Works Committee recommended approval of an increase in the speed limit from 25 MPH to 35 MPH. Director Linnane reviewed guidelines followed in the warrant study. It was moved and seconded (Gillette/Pauley) the speed limit be increased to 35 MPH, effective immediately, and it passed unanimously. D. Vehicle Purchase. It was moved and seconded (Gillette/Marshall) the low bid in the amount of $23,188.10 submitted by Rains Motor Co. for a 3/4-Ton Truck and Utility Body be accepted, and it passed unanimously. E. Equipment Purchase. Director Linnane reviewed the CAD/GIS equipment purchase, which includes a sole-source state bid from Gateway for the computer. The equipment will provide the means for the transition of as-built maps on computer. It was moved and seconded (Doylen/Marshall) the not-to- exceed price of $13,185.00 submitted by GTAC for software and Altek Digitizer and Gateway for the computer system be approved, and it passed unanimously. 3. Intent to Annex Grey Fox. Third and Fourth Additions - Resolutions #7-95 and #8-95. Town Attorney White read two Resolutions on the Town's Intent to Annex Grey Fox Third and Fourth Additions, and it was moved and seconded (Dekker/Pauley) Resolutions #7-95 and #8-95 be approved, and it passed unanimously. These additions will be referred to the Planning Commission. 4. Parade Permits: Duck Fest Parade/Rotarv Club. Mav 6 and Hippey Dippey Do Won Parade/Chamber of Commerce. June 3 - Approval (Continued from February 14. 1995). Administrator Klaphake reported that staff has discussed insurance risks the Town can and cannot assume. One of the conclusions is that any use of streets will require a Certificate of Insurance, in which the Town is named as an additional Board of Trustees - February 28, 1995 - Page 3 insured. The above-referenced Parade sponsors have complied with the Certificate requirement and staff is recommending approval of both events. Staff will present a risk management policy in the near future. As staff confirmed receipt of both Certificates of Insurance, it was moved and seconded (Doylen/Pauley) the Duck Fest Parade and Hippey Dippey Do Wop Parade requests be approved, and it passed unanimously. 5. Estes Park Recreation Center. Tavern Liquor License. 555 S. St. Vrain Ave. - Request Approval to Modify Premises. It was moved and seconded (Dekker/Gillette) the Modification of Premises application to relocate the existing lounge area to an underutilized portion of the building and enlarge the restaurant, kitchen and snack bar area be approved, and it passed unanimously. 6. Town Administrator's Report: A. Finance Officer Vavra reviewed 1995 Property and , Casualty Coverages under CIRSA. A question and i answer period followed. 1 .1 B. Administrator Klaphake announced the resignation of Police Chief Dave Racine. The letter of resignation was submitted February 23, 1995 and will take effect ~ April 13, 1995. Staff noted that the Town did not seek the resignation, and Chief Racine is resigning for personal reasons. Staff noted that "it was a privilege working with him." Mayor Dannels reported on a meeting held with the ~ Public Safety Committee where a discussion was held on recommendations for an Acting Police Chief. Sgt. Randy Repola is being recommended to fill the position from April 13 until September. At that time, the Town will re-evaluate the situation, which could include a nationwide search. It was moved and seconded (Pauley/Gillette) Randy Repola be appointed Acting Police Chief effective April 13, 1995 until September, and it passed unanimously. Following completion of all agenda items, Mayor Dannels acknowledged two Boy Scouts in attendance and presented each with a Town pin. It was moved and seconded (Pauley/Gillette) the Town Board enter Executive Session to consult with the Town Attorney on property negotiations, and it passed unanimously. Whereupon Mayor Dannels adjourned the meeting at 8:25 P.M. to Executive Session. Mayor Town Clerk 1 BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Community Development Committee March 2, 1995 Committee: Chairman Doylen, Members Dekker and Marshall Attending: Chairman Doylen, Trustees Dekker and Marshall Also Attending: Assistant Town Administrator Widmer, Directors Stamey, Kilsdonk and Hinze, Advertising Manager Marsh, Deputy Clerk Kuehl Absent: None Chairman Doylen called the meeting to order at 8:00 a.m. COMMUNITY DEVELOPMENT Advertising Report: Manager Marsh reported the 1995 Mission Statement and Position Statement contained no changes. Following are the 1995 Goals and Objectives that contain minor word changes plus additional directives. Internet participation is included and provided by the Fort Collins Colorado Supernet, the 10th largest Internet connector in the country. GOALS · Maintain level of awareness in core national market areas. • Build on success of winter appeal in regional market. · Continue transition of higher income markets. · Determine effectiveness of marketing via the Internet. · Maintain fulfillment requests at or above 1994 level. · Maintain incoming 800 calls at or above 1994 level. · Maintain average gross CPI below $4.00. OBJECTIVES · Target advertising message to address trip types. · Build on equity of 1990-94 advertising program. · Maintain Midwest geographic coverage through media selection. • Increase presence in travel-focused publications. · Increase presence in active-lifestyle publications. • Maintain schedule of Open All Year ads. · Place the Visitors Guide on the Internet and test usage level. Director Marsh reviewed the 1995 budget, which shows an increase in media buys to 59% of the budget and a budget decrease of 23% in fulfillment services. The AC Book Committee sponsorship of $21,000 in postage costs is an example of private participation that allowed these budget changes. The budget follows: Budget Amount Percent of Total Media Services $ 304,938 59% Production Services 79,640 15% Projects/Research 8,650 2% Total Advertising Program $393,228 76% Fulfillment Services $ 119,512 23% Advertising Supplies 5,000 1% Total Budget $ 517,740 100% If the budget increase had not been approved, the cut in the advertising schedule would equal a decrease of exposure to 1.1 million subscribers. The 1995 advertising schedule includes Front Range newspapers and 13 magazines (Country Home, Country Living, Earth Magazine, Gourmet Magazine, Home & Away, Men's Journal, BRADFOR/PU/LISHINGCO RECORD OF PROCEEDINGS Community Development Committee, March 6, 1995 - Page 2 Michigan Living, Midwest Living, Midwest Motorist, National Geographic Traveler, Outside Magazine, Texas Monthly, and Travel Holiday). Director Marsh added: the Betterment Fund sponsored 2- 3x10 Open All Year ads at $4,500 each; Vail will sponsor a Scottish festival during the same time period as the Estes Park Scottish Highland Festival; and the Christmas shopping ads in November and December will appear in the Denver dailies, representing a change from the Front Range dailies. Marsh also reported that instate collateral, totaling 170,000 pieces, will be distributed from Colorado Springs to Sterling, directed toward both travelers and newcomers. Sally Anderson, Market Reach, reported the 1995 Media Information Program includes calendar mailings, event releases, media information kits, and travel/writer contacts. Anderson acknowledged partnerships with the Town, the Conference Center, AC Book Committee, Chamber of Commerce, the Cultural Arts Council, and Special Events that lead to the success of the advertising program. Anderson distributed an article on Estes Park printed in First Magazine which occurred due to active involvement of the entire community, and reported she is supplying The Denver Business Journal with monthly articles. Sister City: A letter and profile of Himi City, Japan were received, inquiring into the Town's desire to establish a Sister City in Japan. The Town had previously expressed interest in this program. Cultural and travel exchanges are two major objectives. The Committee recommends Director Stamey forward a letter and video to Japan and provide a follow-up report to the Committee. MUSEUM Director Kilsdonk reported the Museum generated $5,500 in admission fees in 1994. The following admission prices for 1995 are being recommended by the Museum Advisory Board: 1995 1994 General Admission $ 2.50 $ 2.00 Children ' $ 1.00 $ 1.00 Maximum Per Family $10.00 $ 5.00 Senior Discount $ 2.00 None Reasons for the fee increase include: generate additional funds and draw attention to improved exhibits; respond to requests for senior discounts; encourage membership; and generate more realistic family group fees. Kilsdonk reported that many Colorado museums do not charge a fee, but those who do, charge amounts similar to the proposed fees. The Committee recommends approval of the Museum admission fees as presented. The World War II Homefront Exhibit, "Boots, Bullets, and Bonds", opens March 4 with a free public reception from 2-4 p.m. A round table discussion of wom'en' s experiences at the homefront during World War II is scheduled for March 23, 7-9 p.m. Programs held during February included a corn husk doll making booth during the "February 18 Imagine This!" event; and hosting of the Estes Park Historical Automobile and Touring Society scavenger hunt. Director Kilsdonk reported that Estes Park has been tentatively selected as the site for the 1997 Colorado-Wyoming Association of Museums conference, pending a possible merge of this conference with the American Association for State and Local History conference scheduled for Denver. The Morning Glory Bike Ride is scheduled for 7:00 a.m., May 7, starting at Bond Park, and continuing to Highway 34, Deer Ridge Junction, Highway 36, Moraine Avenue, Elkhorn Avenue, and ending at Bond Park. Matzke 7€.Z9*u SUBJECT: Two Person Bucket Truck Replacement Authorization to Purchase The Light and Power Department was authorized in January 1995 to solicit bids for replacement of our 1983 bucket truck. The existing vehicle has a Chevrolet cab and chassis with approximately 82,000 miles of service. This vehicle replacement was funded for $145,000 in the 1995 budget. Attached is a memorandum from Fleet Manager, Gary Shanafelt describing some of the research that went into designing the bid specifications and summarizing the bids received. Both bidders quoted a 1995 International model 4900 4X2 from the state bid contract. The low net bid was $85,201 from Altec Industries which included $20,000 trade-in on our existing bucket truck. The Light and Power Department recommends that the truck be purchased from Altec Industries, the low net bidder.
