I TOWN oF ESTES PARIQ Memo UTILITIES - LIGHT & POWER TO: Utilities Committee From: Bob Goehring, Utilities Director Date: December 10, 2009 RE: Defer Renewable Energy Rate Increase to 2011 Background: Estes Park Light & Power (EPL&P) began purchasing renewable energy from Platte River Power Authority in the late 1990s. Currently, EPL&P is purchasing 2.461 million kilowatt hours of renewable energy from Platte River at 0.012 cents per kWh. An additional .001 is added to the retail price to cover administration costs. Beginning in 2010, Platte River is raising the cost of renewable energy to .019 cents per kilowatt hour. Currently, the amount of renewable energy purchased by Residential, Commercial and Municipal customers is: kWh Percentage Current Next year's Difference of Total price .013 cost .019 Residential/Commercial 769,200 31% $9,999.60 $14,614.80 $4,615.20 Light & Power/Municipal g98,200 41% $12,976.6 $18,965.80 $5,989.20 Building & Unsubscribed I Water 693,600 28% $9,016.80 $13,178.40 $4,161.60 Totals 2,461,000 100% $31,993 $46,759 $14,763.00 Rate increases to our customers require us to conduct mass mailings describing the ' proposed new rates to all 10,500 customefs, publish a legal notice twice (more than 30 * days but less than 60 days apart), and hold a public hearing after the last notice is published. If approved, the rates are adopted by ordinance at a regular scheduled Town Board meeting. The cost for this procedure has been quoted to be: Printing: $1,224.15; Postage, $2,688; and, Publishing, $100, for a total of $4,012.15. We can charge the Water Department for the increase and Light & Power will automatically absorb the increase. This leaves a net income loss (residential and commercial customers) of $4,615.20. TOWN OF ESTES PARI© Memo UTILITIES - LIGHT & POWER Recommendation: I recommend the deferment of the renewable energy rate increase to 2011, to be approved on the Consent Agenda at the January 12, 2010 Town Board meeting. All rate increases must go through the process described above and we expect our rate studies and financial plans to recommend further increases for 2011, 2012 and 2013; the renewable energy rate increase can be included in this process and be initiated in 2011. , 0 , 4 4 Page 2 , TOWN oF ESTES PARIQ Memo UTILITIES - LIGHT & POWER TO: Utilities Committee From: Reuben Bergsten, Utilities Engineer Date: December 10,2009 RE: Small Wind Incentive Program (SWIP) Discontinuance for 2010 Background: In 2008 Estes Park matched 50/50 funds with the Governor's Energy Office (GEO), establishing a total of $50k for the 2009 SWIP. The incentive is $2/Watt up to $5,000. A total of 6 applications have been received to date. The applicants mentioned above will not be affected. 1. Wind data collected in Estes Park has cast doubt on the performance of small scale wind turbines in Estes Park. Fourteen months of wind data, collected in Stanley Park, shows Estes Park can only expect a load factor of 10.2% to 15.6%. TOWN OF ESTES PARIQ_ Memo UTILITIES - LIGHT & POWER 2. We are cautiously pessimistic regarding durability of small scale wind turbines in Estes Park. A Forest Service vertical axis turbine in Nederland failed January 31, 2009, just weeks after commissioning. To date, the manufacturer has not replaced the unit. The three different styles of wind turbines being installed will provide the Town with a good range of experience to better understand durability, performance and maintenance issues under Estes Park's wind conditions. 3. After one year, -47% of SWIP funds have not been used. When compared to other energy efficiency programs, SWIP participation is disappointing. Budget: 502-6501-560.26-25 Energy Efficiency SWIP $25,000 Recommendation: I recommend discontinuing SWIP in 2010 to the Town Board, to be included on the Consent Agenda at the January 12, 2010, Town Board meeting. 0 0 4 0 Page 2 9. . . TOWN OF ESTES PARL Report UTILITIES - WATER TO: Utilities Committee From: Jeff Boles, Water Superintendent Date: December 10,2009 RE: Marys Lake Water Treatment Plant Expansion Update Facility disinfection and bacteriological testing has been completed. The water plant commissioning continues with the GE/Zenon FSR's, electrical contractor and the SCADA system integrator all on site this week We anticipate intermittent water production starting December 4th. Additional alarm system testing related to plant treatment and operations will be performed during the following week. I would like to invite the Utilities Committee and Town Board Members to tour the plant after the January Committee Meeting. We are in the process of planning a public open house that is tentatively scheduled for February 2010. , 0 0 Page 1
