Background: the Public Works Department is designing Prospect Avenue By-pass for road reconstruction (Stanley Avenue west to Ouray Drive = 2500'). PW hopes to proceed with their project in 2010. L&P would like to bury all of our related overhead utilities wires prior to the road project. Cornerstone Engineering developed the plans and specifications, and bid packages were provided to five local excavating contractors. Staff requests mayoral signature on the Construction Agreement following Town Board. /9 Ti TOWN of ESTES PARK ESTES PARK Public Works Department COLORADO INTER-OFFICE MEMORANDUM DATE: October 8, 2009 TO: Utilities Committee FROM: Dave Mahany SUBJECT: Budgeted Hydraulic Underground Wire Puller Trailer Purchase (Light & Power Budget 502-6501-560-26-43 / p. 140) Background: The 2009 Light and Power Department Budget includes $85,000 (502-6501-560-26-43/page 140) for the purchase of an Underground Wire Fuller. This puller would be used to install power cable through underground conduit. The current overhead puller the department is using for underground is not designed to pull the larger underground cable the needed distances thus causing a need for added junction cabinets. The current overhead puller will be keep to pull overhead lines. • Alternative Fuel Option: "No Option Available" for this type of equipment. Ft. Morgan CO. for $97,500 from the Light & Power Budget account above and be included on the Consent Agenda at the October 13,2009 Town Board Meeting. Water Department Memo TO: Utilities Committee From: Jeff Boles, Water Superintendent Date: October 8,2009 Subject: Mary's Lake WTP Expansion Update Moltz Construction completed their punch list items and is off site, they will come back to the site should any problems arise. The electricians, SCADA system integrator and micro screen representatives will be on site for the last of the commissioning and the water production start up to observe the full load system tests and to make changes as needed. The membrane testing and repairs are complete. The ZW1000 (first stage) membranes were in very good shape and only a couple of broken fibers were found. There was a considerable amount of fiber breakage on the ZW500 (second stage) membranes. According to the specifications it appears that a total of 8 modules will be removed and replaced with new ones. GE/Zenon is reviewing the breakage amount and potential causes and will be discussing module replacement with HDR. OArator training is scheduled to take place in October and GE/Zenon is to confirm the dates that the trainer will be available. A new commissioning schedule was sent out from GE/Zenon that extends the time estimates for sequence and control loop testing to 39 days which places the water production date at December 3rd. Once the loop testing starts the FSR's can determine how much time and how many modifications will be needed in the programming codes then they will be able update the water production date.
