As part of the consequence for exceeding the lead action level we are required to submit a corrosion control plan to the Colorado Department of Public Health and Environment (CDPH&E) in May of 2009. This plan is to be developed using water analysis information and by exploring different treatment options to optimize corrosion control. The CDOH&E requires that any adjustment to the current chemical treatment process is determined and submitted by a registered professional engineer. We would like to use HDR Engineering services to review our current chemical treatment, determine the best available corrosion inhibitor, and subsequently recommend changes to the corrosion control program. HDR would then submit these changes in report form to the CDPH&E for review and approval. Water chemistry is a fairly complex issue and a certain amount of a system's history must be known before any changes to the chemical treatment can be recommended. HDR Engineering has been working with our water chemistry since the inception of the Water Treatment Facilities Evaluation, dated January, 2007, and is well acquainted with our current processes. Therefore, HDR Engineering was asked to return a Scope of Services to assist with the corrosion control program review including State required submissions. Budget: Account 503-6500-560-22-02 $108,500 Report Assistance for Corrosion Control Program $6,771 Recommended Action: ' Staff recommends entering into a contract with HDR Engineering at a cost of $6,771 to provide CDPH&E a report which includes compliance review and recommendations to optimize the Corrosion Control Program. Water Department Inter-Office Memorandum TOWN of ESTES PARI€_ TO: Utilities Committee From: Bob Goehring, Jeff Boles Date: 3/2/2009 Re: Annual Flushing Schedule, 2009 Estes Park Water Department crews will begin the annual water main flushing program on Tuesday, April 14*,and will continue flushing in various parts of the Town through Friday, th April 25 . No flushing operations will take place April 18-20, 2009. The flushing is intended to improve water quality and clarity by creating a higher than normal flow through the distribution system. This helps to rid the pipes of the iron oxide buildup resulting from corrosion of the older steel lines. The process may result in discoloration of the customer's water for a short period of time. The rusty looking water can leave iron stains in clothing and is not aesthetically pleasing, but it is safe to use. The best solution for water customers is to avoid using water, particularly hot water, when the crews are in your area. If rusty water is drawn into your home or business, the customer should run cold water for 15 to 20 minutes, or until the water clears. If the water does not clear in that time, the user should turn the water off for about 30 minutes and then try running the cold water again. The old filter building and main plant building have been removed and the ground has been filled and leveled. TOWN of ESTES PAR]q TO: Utilities Committee From: Bob Goehring/Jeff Boles Date: 3/3/2009 Re: Annual Household Hazmat Materials Round Up Background: On a Saturday in June, 2009 (date to be determined), the water department will again be participating with Larimer County Solid Waste to conduct the annual Household Hazardous Materials Round Up. This dual-agency event has been held at the Water Shop for the past 13 years - each time, community participation and the program's popularity increased over the previous year. Each community holding the event with Larimer County Solid Waste is required to confirm three months in advance, provide an approved location with facilities for workers and provide a minimum of five workers to assist with functions of the event such as directing traffic, obtaining signatures on certification sheets and off loading waste from vehicles.
