, Fl TOWN of ESTES PARK Inter-Office Memorandum DATE: January 8,2008 TO: The Utilities Committee FROM: Bob Goehring/Mike Mangelsen SUBJECT: Electrical Engineering Services with the City of Loveland Background: This item was brought to the Utility Committee in December, 2008, recommending ESC, Inc. as a consultant for our distribution system upgrades. Immediately following that committee meeting we visited with Bob Miller from the City of Loveland. He reported Loveland engineers could do the work for us under our existing Intergovernmental Agreement (IGA) on a time and materials basis. Using Loveland through this IGA should result in a substantial savings for engineering and construction management for this project. In 2006, The Town of Estes Park entered into this IGA with the City of Loveland to perform electrical engineering services. The services included electrical distribution design and modeling, field engineering for staking and layout and mapping provided by a GIS specialist. Service availability is based on the City of Loveland work load. Due to the economic downturn, Loveland engineers are experiencing a decreased workload and are now available to perform the electrical engineering services we require. Budget: Account: $300,000 502-6501-560.22-02 Action: Staff recommends proceeding with Loveland for engineering services through the existing IGA for distribution system improvements on a time and materials basis.
