TOWN of ESTES PARK U~1 Utilities and Public Works Departments INTER-OFFICE MEMORANDUM DATE: September 9,2008 TO: Utilities Committee FROM: Todd Steichen SUBJECT: Contract Award for the Marys Lake Bridge Utility Crossing to Cornerstone Construction Concepts, Inc. Background: Larimer County's Mary's Lake Bridge Replacement Project #268 was scheduled for 2007 but was postponed until 2008 due to ROW/Easement issues. Since utility companies are not allowed to attach to Larimer County's new bridge, an under-the-river crossing is required. This project is a critical component of the Marys Lake Distribution System upgrade. The Town of Estes Park will pay for the complete project cost; however, this is a joint utility relocation project with Qwest, Baja Broadband & Excel Energy. They have all verbally committed to reimburse the Town for their portions (see commitment letters below). The estimate for the Town of Estes Park's commitment will be approximately $100,000 (paid for by bond proceeds). The Light and Power Fund, page 324, contains $50,000 as an encumbrance for this project (the under-the-river crossing & burying of power lines, rolled over from 2007). Project plans and specifications were compiled and the job was advertised in local newspapers. In addition invitations to bid were sent to (9) contractors. Three contractors attended the pre-bid walkthrough. One bid was received. Bids: 1) Cornerstone Construction Concepts Inc. $114,509 2) A-1 Excavating No Bid 3) Duell Excavating No Bid 4) Cole Excavating No Bid 5) Selcon Utility No Bid 6) BT Construction No Bid 7) Hall Irwin Construction No Bid 8) Fairbanks Excavation - declined to bid No Bid 9) Kitchen & Co. - declined to bid No Bid In-House Costs: All materials are being supplied by the Town Light and Power Department (i.e. conduit, fiber duet, conductors, and cubicles) at an approximate cost of $60,000. The remainder $40,000 will
be used for labor and vehicle equipment costs. This, in addition to the contractor amount, brings the total expenditure to $174,509.00. Budget: Account: # 502-7001-580-35-58 Underground Conduits $50,000 (roll-over) Account:# 502-6501-560-22-02 Engineering $24,509 Bond Proceeds: $100,000 $174,509 Action: Staff recommends we contract with "Cornerstone Construction Concepts Inc" for $114,509 and the in-house costs for a total of $174,509.00 Commitment Letters (email strands): QUEST 10-4, I think it would be safe to say not to exceed $50,000.00 I do not anticipate Qwest's portion going over the $35,000.00 on the high end of the estimate. Blasting is the only unknown at this time and that along with the winning bid for the contract is why the estimate went up some. Thanks Todd. Her concern is that there is no "not to exceed" amount, as these are just estimates. Qwest has been caught before with $100,000 worth of extras on a $50,000 job. TOWN of ESTES PARK ~~ Utilities and Public Works Departments INTER-OFFICE MEMORANDUM DATE: September 9,2008 TO: Utilities Committee FROM: Mike Mangelsen SUBJECT: Small Residential Solar Rebate Program with the GEO Background: We would like to submit an interest form to the GEO-Governor's Energy Office for a potential partnership on a Small Residential Solar Energy Project. This is part of the Governor's "New Energy Economy" initiative and integrates with the recent passing of HB-1160 which requires utilities of 5,000 or more customers to provide net metering for small renewable projects. We are already working with the GEO on a Small Wind Pilot Program and would like to add Solar. The program is similar in structure as the wind program in that it's a 50/50 cash match incentive program with a total program cap of $50,000. The GEO will fund $25,000 and the Town of Estes Park will fund the remaining $25,000 for a $2/watt rebate up to a cap of $6,000 per participant. This would be limited to residential customers only and system requirements include a capacity of no more than 10 kW (as per HB-1160); and, the customer must participate in the Town of Estes Park Agreement for Interconnection and Parallel Operation of a Customer Generator System (the "net metering" agreement). This is being driven by concerns over global warming and climate change. 2009 Budget 502-6501-560.22-02 Engineering $25,000 (proposed) Action: Staff would like committee approval to submit an interest form to the State of Colorado Governor's Energy Office to partner with the GEO in a solar rebate program. If accepted into the program the Town of Estes Park would be obligated to contribute $25,000 in matching rebate funds to qualifying participants.
