Crystal Water Company - Preliminary discussion regarding the Town's ownership, LTD (1 4*3'€ C /7 4 4 ./ Carriage Hills Crystal Water Company Proposal: Per Melvin Dinner this verbal proposal will be followed by a written proposal. Crystal Water Co. has a committment from a Denver bank for a $110,000 loan to be repaid in four years. Latest rate increase will pay debt service. This loan is for: $68,000 Kitchen: distribution system 42,000 Treatment plant required by State Health Dept. $110,000 Crystal Water Co. proposes to transfer to the Town: 1. A. New plant site- 124,000 gallon tank B. Old plant site-~00,000 gallon tank C. The tap on Bureau of Reclamation penstock - a,pred'""'~- D. 8" line from tap to plant E. 8" line from new plant €0 500M storage tank and all distribution lines. 2. They keep real estate office and site, Cheley camp spring, and site on old Leonard ranch. 3. They keep 414 units of CBT water. Town works out legalities so they can keep water- work out annual charges. 4. Town assumes Kitchen contract and pay Crystal current costs. Town will receive new water rate that is designed to pay debt service on 11OM. 5. Town will assume State Health Dept. concerns and orders. 6. Town does whatever is required by PUC. 7. Kitchen contract for maintenance is $2,000/mo. Town assumes these costs with 3 months notice required to terminate contract. 8. Town assumes new rate schedule. 9. TOWN OF ESTES PARK / CRYSTAL WATER COMPANY RATE COMPARISON The Town of Estes Park water rates are based upon a monthy billing cycle whereas Crystal Water Company rates are based upon a quartely cycle. For comparative purposes I have projected the Town's rates over a 3 month period.
