Section 9.10.030 of the Municipal Code requires a permit to be issued by the Board of Trustees. The Municipal code requires the application for permit to be filed with the Town Clerk and must be reviewed and approved by the Fire Chief or his or her agent. The applicants, the Town of Estes Park and Tri-State Fireworks, Inc., have supplied the required proof of liability insurance naming the Town of Estes Park, American Legion, Estes Valley Recreation and Park District and the Bureau of Reclamation as additionally insured. The Operators are licensed by the Colorado Department of Public Safety and the supplier has a valid explosives License/Permit issued by the Department of Treasury, ATF. This year's application has been reviewed and approved by the Fire Chief. The display will consist of 430- 3" shells, 205- 4" shells, 287- 5" shells, 225- 6" shells, 2- 3" repeater cakes. As in past years the mortars will be placed at the inlet of Lake Estes and angled to shoot over the lake. The Lake Estes Trail will be closed after the mortars are loaded and during the display to maintain the safe and required separation distances from the public. All of the mortars will be electronically fired. The Estes Park Volunteer Fire Department will have a fire engine and crew on scene during the display. Budget No budgetary impacts Action: Staff recommends approval of the Fireworks Permit to the Town of Estes Park and -Tri-State Fireworks of Brighton, CO for the 4th of July fireworks display. 1 Administration Memo TO: Public Safety Committee: Eisenlauer, Ericson & Homeier From: Jacquie Halburnt, Town Administrator Date: June 15, 2009 Subject: Charges for fire services recommendation BACKGROUND: At its last meeting, the public safety committee asked staff to revisit the charge for fire services to county residents based upon each piece of fire equipment and the personnel required to operate it. Staff has been working with Chairman Eisenlauer on a new formula for fire charges which includes a set rate per vehicle and includes the number of personnel needed to run the equipment (rates attached). Except for the command vehicle, we used the rate of $38 per hour per person for volunteers to cover the cost we spend on volunteers per year. We thought it made the most sense to discuss this one more time at the Public Safety Committee Meeting before taking it to the town board for recommendation. Some outstanding issues the committee should consider: should there be a minimum hourly rate and should the fee be retroactive. Staff believes there should be a minimum charge of at least $500 in order to create an incentive to pay the $130 subscription fee. Finance Officer McFarland's department put together a spreadsheet with a comparison of the current fire billings versus the new proposed formula by piece of equipment (attached). The fire department is usually the first agency on scene and acts as the initial attack crew. Wildland firefighting includes specialized training and a national certification commonly known as a "Red Card" which involves passing an arduous physical test is required on all wildland fire responses that go beyond initial attack. Additionally, the fire department recognizes that our area will see an increased risk from a wildfire caused by dead and dying trees as a result of the mountain pine beetle epidemic. Therefore, the fire department will be establishing a Wildland Firefighting Team similar to the Dive Rescue Team. This team will have an auxiliary status with the EPVFD and will be comprised of fire department members and other members of our community who are interested in wildland firefighting. It will be the responsibility of this team to train and respond with the EPVFD to suppress wildland fires and to assist in the reduction of risk from wildland fires in our area. It is expected that this team will have a maximum of fifteen members. Training and equipment will be supplied by the EPVFD and the team will be supervised by a new fire department lieutenant position. Budget Training and equipment will be supplied to the members by sharing the cost between the existing equipment, EPVFD and town fire department budgets, and grants.
