This program has been in existence for many years. The purpose of the program is to award one-year grants directly to fire departments to enhance their abilities with respect to fire related issues. The Estes Park Volunteer Fire Department has received many grants from this program in past years including- 2002 wellness and fitness grant, 2003 wildland fire engine, and in 2004 a mobile live fire training trailer. The grant is a 95/5 matching grant for communities our size. In 2008 we applied for a grant to purchase and install a washer / extractor and drying cabinet for the firefighters' turnout gear. Attached is a portion ofthe grant application that explains the project and budged items. Budget: No budgetary impacts to the Town of Estes Park, the 5 % matching funds will be paid by the Estes Park Volunteer Fire Department organization Recommendation: None this is for informational purposes only Proiect Description Safety and Operations What we are requesting: We are requesting funding for the purchase of a Personal Protective Equipment (PPE) Cleaning System, which includes a washer/extractor, drying cabinet and minor modifications to our firestation for the installation of the equipment. Problem statement: Everyday our firefighters are subjected to the byproducts of combustion, bodily fluids and other contaminates, many of which have been proven to be carcinogens. We wear SCBA's and turnout gear to protect us from the hazardous environments we work in day in and day out. Unfortunately, some of the very items that we rely on for our protection also put us at risk. Our turnout gear absorbs many of the byproducts of combustion, bodily fluids and contaminants. After removing our SCBA's we continue to breath-in these contaminants and carcinogens which are being off gassed from our turnout gear and/or we're exposed to the bodily fluids on the gear. As volunteers, many of our firefighters carry their turnout gear in their vehicles, which then puts other people at risk, including their families, through inhaling, absorbing or exposure to these contaminates. While other volunteers leave their turnout gear hanging on a rack at the station, this practice then exposes everyone in the station and the general public visiting the station to these contaminates as well. Additionally, wearing dirty turnout gear reduces the effectiveness of its thermal protection and fire resistance. Certain types of contaminates can also reduce the life of the gear. The answer seems simple- clean our turnout gear on a regular basis to reduce our exposure to these contaminates, which also improves its life and effectiveness. However, cleaning turnout gear is not as simple as it may seem. NFPA 1%51, Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, states that orgmintions shall provide a means for having ensemble elements cleaned and decontaminated. Additionally, NFPA 1851 and all PPE manufacturers state the importance of cleaning your turnout gear and they give basic guidelines for cleaning and drying turnout gear. Currently, our department uses a residential washer and dryer for cleaning our turnout gear. Only one set of gear is able to be washed at a time and there is no way to monitor the water temperature to ensure that it does not exceed the NFPA and manufacturer' s requirement of 105°F. This type of washer also does not extract enough water from the gear which then requires an extremely long drying time, as the techniques available to us are for drying gear are either to air dry them out of the sunlight, or to tumble dry without heat. Because of this extremely long and inefficient way to clean our turnout gear, many of the volunteers simply do not make the time to clean their gear very often. We have also found that when many of the firefighters do clean their gear, they are not cleaning it properly, i.e. using the wrong water temp, add the wrong amount of detergent or are using heat to dry their gear. This improper or infrequent cleaning has resulted in shortening the life and the protective and reflective qualities of our turnout gear. Wearing wet turnout gear adds a whole new set of concerns and risks to firefighters including steam burns if the wet gear is worn in a fire environment. We are a small department and the cost for one set of turnout gear is approximately $1600, so we can ill afford improper care of our turnout gear. It is imperative to the safety of our firefighters, their families and the general public that our personnel have the opportunity to clean and dry their turnout gear routinely in a timely fashion. How these funds will used: This PPE cleaning system will allow us to clean three (3-4) complete sets of turnout gear at once. The washer/extractor will provide the proper water temperature, cleaning solution and water extraction to ensure our gear is cleaned and maintained properly, which in turn will increase its useful life span. The drying cabinet allows us to not only return our gear to service much faster, but also will dry the gear properly, thus ensuring the protective qualities, reflectivity and life of the gear as well. Our station would require some minor modification and installation requirements for the cleaning system for plumbing and electrical work. It is imperative that the firefighters be trained on the proper use of the equipment and procedures for cleaning their turnout gear. The vendor will supply the training for a small travel expense. Once our firefighters are trained in the use of the equipment and proper care of their PPE, this information can be passed on to new firefighters through our new firefighter orientation program. In an effort to balance the responsibilities for these issues with all of the fire officers a weekend "On-Call" program has been established. Including the fire chiefthere are currently ten (10) fire officers on the department. The officers will rotate weekends handling fire related issues from 6:00 PM on Fridays to 6:00 AM on Mondays.
