BACKGROUND: The annual July 4 Coolest Car Show is the Estes Park Museum Friends and Foundation's major fundraiser. Begun in 1999, it now nets $8000 or more each year. Most of the revenue comes from walk-in traffic. The show was originally located in the Estes Park Power Plant parking lot. After 9/11/2001 that lot became unavailable due to new security regulations. From 2002-2004 the show was held at the Visitor Center/Parks Department area off of Hwy. 34. In 2005 and 2006, the cars were displayed in Bond Park and on MacGregor Avenue from Park Avenue north to the Hwy. 36 By-pass. In 2006 the weather was rainy before and on the day of the car show. The resulting muddy conditions, coupled with narrow tires on some cars, resulted in damage to Bond Park landscaping. At the July 6, 2006 CDC meeting, trustees questioned the use of Bond Park for car events in the future because of the damage. Administrator Repola explained that future Bond Park usage would be subject to review. At the November 2,2006 CDC meeting, Fairgrounds Manager Wright presented a street closure request from the Estes Park Museum Friends and Foundation for July 4,2007 to include MacGregor Avenue from the bus pullout on Elkhorn Avenue to Park Lane. The Committee recommended approval of the street closure as presented. At that-time, the-event organizers were requested to use the street parking area, rather than Bond Park, for those vehicles with narrow tires. At the April 5,2007 CDC meeting, CVB Dir. Pickering reviewed the policy regarding use of Bond Park for public events. At that time concern was again expressed by trustees regarding the Coolest Car Show. Subsequently, the Town Administrator directed Supt. Mahany and Director Kilsdonk to discuss three alternative venues for the show with the event organizers. The alternatives included closure of MacGregor Avenue and Park Lane; use of the Library lot; and use of the south CVB lot. On May 1, Mahany and Kilsdonk met with the event organizers to discuss alternative locations. To work for the car show, the site must meet several criteria. Because it is a ticketed event, the show needs to be held in a controlled (fenced) area. The site needs a stable surface. It needs to be in a place with good public exposure, which people can walk to and passersby can see. The representatives felt that the south CVB lot was too small for the number of vehicles they expect. At that time, they requested closure of MacGregor Avenue and Park Lane for the show. However, their current first choice for the event venue is the Town Hall/Library parking lot. BUDGET/COST: N/A RECOMMENDATION: Staff recommends closing a portion of the Town Hall/Library lot for the Coolest Car Show on July 4 from 7 am to 4 pm. This area would include everything on the east side of the lot beginning at the main Library entrance, running from MacGregor Avenue on the south, to the river to the north and US Bank to the east. It would include closing the roadway in that section. It would not include any portion of the lot west of the Library door. Estes Park Police Department Memo To: Chairman Wayne Newsom and Public Safety Committee Board Members From: Lowell Richardson, Chief of Police CC: Randy Repola, Town Administrator Date: May 22,2007 Re: Court Fines Judge Gary Brown (Town of Estes Park Municipal Judge) enlisted the services of Officers Ray Meyer and Monty Allen to update the current court fine schedule. The officers through a comparative process with nine other communities identified a recommended fine schedule for traffic and Municipal Ordinance violations. The majority of changes occurring within the fine schedule are traffic offenses. Based on these changes Judge Brown requested the updated fine schedule be presented before the Public Safety Committee prior to him signing the court order. In conference with Town Attorney White (concerning the court fine schedule) he advises the Municipal Court has the authority to adopt a fine schedule under a Municipal Court Order. Therefore, police department staff on behalf of the Municipal Court is advising the Public Safety Committee of those recommended changes. Please find attached the fine schedule that presents previous fines vs. recommended fines. School Resource Officer Program Fact Sheet Introduction There are three main duties that a School Resource Officer fulfills each day: law enforcement officer, teacher, and counselor. The primary duty of law enforcement is the most comfortable and most prevalent. The other roles require additional training and adaptation. Above all stated duties, the SRO provides an on-going positive image of law enforcement to Estes Park youth. This allows for trust building, openness, and cooperation among students, parents, staff, and police.
