As service demands change so must the organization to meet those needs. The department has reached its identity as a community based agency built on communiw partnerships and problem solving initiatives. Distributed throughout the organization are responsibilities for developing partnerships and implementing problem solving strategies. These responsibilities place demands on department members effecting accountability standards. The opportunity to restructure the organization and meet the broader service demands exists now. Basic policing services (responding to calls, investigation services, traffic management, special events, etc...) are the cornerstone of any police agency. This is true for the Estes Park Police Department as well. It is our ability to balance basic policing needs with our adopted agency policing philosophies that is the challenge. Most police agencies depict basic services within their organizational structure. Each managed by a Commander (sworn officer) or a position of similar rank. Under the command structure you will find community based policing tucked away as a subunit. Staff believes the Estes Park Police Department is positioned to manage community services differently. With the loss of a Support Services Manager and Support Services Supervisor the opportunity to initiate long term change is available. Moving communications and records under police operations (reporting to a sergeant) is the first step. Elimination of these two positions and creation of a new "Community Services" unit is the recommended approach. This unit would encompass; Restorative Justice, the Community Service Officers, the School Resource Officer, and the Police Auxiliary Unit. A unit dedicated to developing and maintaining community partnerships.
