Lowell Richardson, Chief of Police CC: Randy Repola, Town Administrator Date: July 24,2006 Re: Automated Citation System Background Department initiatives to automate report writing and records management achieved development of a paperless system for criminal and information reports. This represents twenty percent of the paper reporting systems within the department Remaining paper reports are accident reports, citations, evidence reporls, burglary target cards, tow reports, and field interview cards. The aforementioned reports comprise the most commonly used by officers. Therefore, staff identified these reporting mechanisms as viable paperless automation strategies. Early in 2006 the department applied for an $80,000.00 federal grant (40% match) for a wireless/automated citation package, we did not get the grant Staff reconsidered the package submitted via the grant with the intent to implement a system within the grant match amount ($32,000.00). The main components of the wireless/automated package are: 4 Integrated software with department records management system 4 Auto-population of data 4 Mag-swipe reader from the patrol car/or handheld unit 4 Thermal printing ftvm the patrol car/or handheld unit 4 Computer voice response for clearances and warrant checks Efficiencies of the automated citation package: 4 Reduce issuance time up to 65% (dependant on officer) 4 Reduces record input time by 100% 4 Provides automation opportunities for court system (if they choose) / Reduces dispatcher time on radio 1 The Combined Regional Information Systems Project (CRISP) that manages the Larimer County Records Management System (which we are a member of) Tiburon software researched and selected Advanced Public Safety as the vendor they would allow to integrate with the current RMS. Estes Park Police Department Memo TO: Chairman Newsom and Public Safety Committee Members From: Lowell Richardson, Chief of Police CC: Randy Repola, Town Administrator Date: July 25,2006 Re: Vehicle Acquisition (Federal 1033 Program) Background Historically, the Estes Park Police Department relies on the Larimer County Sheriffs Department assistance when managing special enforcement activities, such as barricaded subjects and high-risk warrant executions. Since 2003, the department managed six barricaded subject calls, two high-risk warrant executions, three special enforcement activities, and one missing person case (see attachment). These situations required staff to revaluate agency response and use of resources since calls of this type are fluid in nature typically reaching resolution before Larimer County S.WA.T. responds (their response time is 3 hours minimum). Considering the need to resolve these situations in a timely manner the department initiated special training of selected personnel to meet these needs. This team is known as the Emergency Response Team. A command post is established to negotiate, plan, strategize, and safely resolve these situations. The command post operates from a supervisor's patrol car. This process (from a patrol car) rarely allows for the safe execution of managing such a critical incident. A command vehicle properly equipped would allow for safer operations and effective planning. The Federal 1033 program allows civilian law enforcement access to military and federal surplus equipment of all kind and at no cost. The equipment is used or new. Department staff recently received information that a multi-purpose vehicle, a one-ton box truck is available for acquisition see attached photo). This vehicle has an empty shell allowing the department to equip for our needs. Visibility Problems Dry Gulch @ Hwy 34 Initiative conducted by: Officer Basil Marciniak Zone Officers: Officer Marciniak Officer Allen Initiative Location: Dry Gulch @ Hwy 34 Initiative Contact: No reporting party information Complaint I was advised that there was a complaint of visibility problems at the intersection of Dry Gulch Road and Big Thompson Avenue (Hwy 34). The complaint is that if you are stopped at the stop line on Dry Gulch Road you cannot see the west bound traffic on Hwy 34 when you are looking east. Initial Contact I contacted Cody Walker, the owner of Sombrero Stables, and advised him of the complaint. Cody advised me that he also had been contacted by a citizen who stated she could not see west bound traffic on Hwy 34 when she was stopped on Dry Gulch Road, facing east. Cody stated that he has had his horse trailers on the northeast corner of the intersection in the past and that it could cause visibility problems. Cody advised me that in the future he is going to do all that he can to keep the vehicles and trailers on that corner to a minimum so that visibility is not decreased. Research for 2006 At this time I have not been able to find any motor vehicle accidents that have occurred at the intersection of Dry Gulch Road and Hwy 34. A premise history was pulled and it was found that the only vehicle related issues at that location were traffic stops. Approximately 21 traffic stops have been performed at that location, showing traffic enforcement at that location. Observations I observed the intersection at length and found that when I am stopped on the stop line on Dry Gulch Road there do not appear to be any visibility issues. However, I could see potential for visibility problems if vehicles, especially larger trucks and trailers, begin parking on the south side of Sombrero Stables. I also took measurements of the intersection and found that the stop line on Dry Gulch Road sits back approximately 22 feet from the fog line of Hwy 34. It appears that if the stop line was moved closer to the Hwy 34 fog line, visibility would be greatly increased, if parked vehicles were present or not. Cody Walker will also be assisting in this issue by limiting the parking of larger vehicles and trailers on the northeast corner of the intersection. Measurements and pictures were taken and are attached. Continued Assessment I have not yet observed the visibility issues due to vehicles parked on the northeast corner of the intersection. I will continue to focus on that area and attempt to observe the intersection when there are vehicles that could be causing visibility issues.
