Estes Park Police Department Memo To: Public Safety Committee Chair Wayne Newsom and Committee Members From: Lowell Richardson, Chief of Police CC: Randy Repola, Town Administrator Date: March 21, 2006 Re: Outsourcing Background Investigations Each year the Estes Park Police Department Investigations Unit conducts a minimum of two background investigations for police officers and civilian employees. These investigations include but are not limited to; employment reference checks, personal reference checks, neighborhood canvasses, criminal history checks, drivers license checks, financial/credit history checks, home interviews, integrity interviews, medical physical clearances (police officers only), and psychological testing (police officers only). All investigation findings are prepared in a written report with recommendations. These background investigations require thirty to forty hours of time per candidate taking the investigator away from their primary duties of criminal investigation. Staff researched the possibility of outsourcing background investigations without increasing cost by using space savings realized from position vacancies. A Denver based company, Summit Discovery Group, provides comprehensive background investigations for both sworn and non-sworn positions for police departments. The company is comprised of former police officers and retired police officers who are skilled in the area of police employment background investigations. Summit Discovery can provide a two to three week turnaround on all background investigations. Their current list of references are attached for review (please see attachment). To retain Summit Discovery for their services requires entering into an annual contract which has been reviewed by Town Attorney White. Immediate recording of evidence for presentation to prosecuting attorneys. 2. Assisting Supervisors and Commanders within the police department to reduce the number of invalid complaints made against officers. These two points reduce administrative costs and court time costs associated with providing police services. Other benefits include increased guilty pleas, reduced officer liabilities in pursuit cases, presents established probable cause, provides audio support up to 1,500 feet and allows officers to immediately record evidentiary items on crime scenes. Colorado state statute and town ordinance provide explicit requirements for the legal disposal of these items. Typically, these items are sold off through an auction process or by some other means and all proceeds go back into the town's general fund. In many instances, the disposal of these items exceed the one-year holding period required by town ordinance taking up valuable storage space and staff time to facilitate proper disposition of these items. Police Department staff has identified a method to more effectively dispose of property items and reduce the amount of staff time required to facilitate the process. A national company known as PropertyRoom.com (comprised of retired police officers) will pick-up the property, refurbish the property, sell the property, and split the proceeds 75% (for the town) 25% (for propertyroom.com). The town auctions these items as is, PropertyRoom.com repairs the items before sale increasing the value of the item. PropertyRoom.com requires entering into an annual contract for services. Town Attorney White who recommends minor modifications prior to signing the contract has reviewed this contract and has no concerns. Budaet There is no direct budget impact. However, use of ProperlyRoom.com eliminates staff time required to perform this function. Recommendations Staff recommends implementing use of PropertyRoom.com to dispose of items maintained in evidence and storage excluding; firearms, knives, drugs, cash, and fireworks. Additionally, staff recommends applying any proceeds from this process to offset costs associated with advertisement expenses for public notification before disposal of property can occur.
