The special use permit allows for radio antenna placement on the BOR tower located on Prospect Mountain. EPPD implemented wireless network connectivity in January 2003 through the acquisition of a federal grant (Edward Byrne Memorial Grant) initially to provide police officers network access from their patrol vehicles via laptop computers. Subsequently, the ability for other town departments to have complete access and use of this wireless network at their convenience was incorporated within this project. The initial project required placement of an antenna on Prospect Mountain to provide 90%- 95% coverage as indicated by the engineering study performed in 2002. Difficulties acquiring approval from the BOR (due to Homeland Security standards) to place a wireless antenna on the BOR tower seemed unattainable. However, in 2005 the BOR agreed to allow the Town of Estes Park to amend the current special use permit "No. 9-LM-6044662" for the purpose of installing a wireless antenna on their tower at the Prospect Mountain site. The current permit, with an expiration date of December 31,2009, authorizes the installation and maintenance of a two-way radio system in the Bureau of Reclamation's communication building at Prospect Mountain and placement of an antenna on Reclamation's communication tower at Prospect Mountain. In the permit application, the Town indicated that the location of the Prospect Mountain communication tower provides the elevation needed to project the signal to complete their emergency communications system. The additional antennas will provide wireless connectivity to the field officers and emergency workers in the Estes Park area. Additionally, they would support the Town Emergency Services Computer Aided Dispatching Wireless Network. Reclamation has analyzed the ability to support this request, while maintaining the ability to operate the Prospect Mountain communication building and tower for the purpose of the C-BT Project. It has been determined that Reclamation will be able to accommodate the amendment. However, there are currently racks of equipment in the Prospect Mountain communications building that impede Reclamation's use of the site and shall be attended to before the antennas authorized by this amendment are installed. Recent studies. have been conducted that indicate the location of Prospect Mountain as the most suitable locale in providing a line of sight with clear transmissions of VHF and cell service. A wireless antenna placed at that location on Bureau's tower would better provide emergency services with a substantial benefit in connectivity to the wireless Automated Dispatch and reporting systems. The Bureau of Reclamations tower would assist in providing the elevation needed to project the line of sight signal needed to complete the system. An advocate supports victims through the immediate crisis, medical exams, law enforcement interviews and the court process. Advocates provide information on victim's rights, the cycle of violence, victim's compensation, protection orders and the legal process as well as make referrals to safehousing. The director coordinates the advocate program by recruiting, training, supervising, scheduling and evaluating victim advocates. A counselor is available to provide short-term (3-6 months) individual counseling and support groups to assist victims in recovering from the trauma of the incident. All services provided by Estes Valley Victim Advocates are confidential and free of charge. Many o f our clients would not receive services if they were required to pay due to their financial situations. History: Estes Valley Victim Advocates has been supporting the community of Estes Park and the surrounding Estes Valley area since 1988. In 1988, the Victim Assistance Program of the Estes Park Police Department was created as a volunteer component to tile police department. There was no actual director or coordinator. In 1989, responding to a growing need in the area of domestic violence, volunteers sought and obtained cooperation and assistance from a Loveland, Colorado non-profit agency, Alternatives for Battered Women, Inc. Volunteer advocates were recruited, interviewed and trained and a group of eight advocates began working in March 1989 under the aegis of Alternatives for Battered Women. A year later this group of advocates was strong enough to stand-alone and parted company from the Loveland agency, by then renamed, Alternatives to Violence. A volunteer director coordinated the program from her home. In 1994, the Town of Estes Park provided $5,000, office space, phones, advocate pagers and all materials needed to run an office. The program director sought grant money for her salary. The Victim Assistance program operated under the direction of the Estes Park Police f 3 Department, headed by a program director until 1997, when the program became incorporated. Today, an Executive Director is responsible for the day-to-day workings of the agency, fund raising and grant writing as well as coordination of all volunteer advocate activities including recruitment, training, supervision and scheduling. A 20 hour-per-week Counselor was hired in January, 2000 to work with victims and their children and a 20 hour-per-week office assistant was hired in March 2001 to support the Executive Director. Year in Review: Estes Valley Victim Advocates has had an exciting year. We have moved and adjusted our programs accordingly. We are now able to offer individual counseling and larger support groups in a completely confidential manner as well as create new educational programs for children, teens and adults in our community. In 2005, Estes Valley Victim Advocates served 255 men, women and children with 1,402 total contacts. These clients were victims of domestic violence, sexual assault, stalking, assault, survivors of unattended death and suicides and other crimes and non crimes. Ten volunteer advocates and three staff members were available 24 hours a day, 7 days a week. ~ In 2005 our operating budget was just over $100,000. Estes Valley Victim Advocates was generously funded through the Town of Estes Park, Larimer County Victim Assistance and Law turn,d * Enforcement Board, Colorado Domestic Abuse Assistance Program and Federal Family Violence Prevention and Services Act, Victims of Crime Act, S.T.O.P. Violence Against Women Act, United Way of Larimer County and local community foundations (Rotary Club, Lion's Club and Estes Valley Community Foundation). 4 United 1 Way~ The community of Estes Valley was generous in 2005 despite responding generously to the devastation caused by the worst hurricane year on record as well as the tsunami at the tail end of 2004. We appreciate how our community continues to support us through private donations, fundraisers and an annual fundraising letter. Continuing Objectives: Local law enforcement, Estes Park Medical Center, Rocky Mountain National Park or other referral sources page victim advocates and advocates then provide services at the most appropriate safe location. After the services are provided to the victim and (s)he has been informed of victims' rights and victims' compensation, the victim advocate submits a written report for statistical information. If an arrest has been made, a report is sent to the District Attorney's Office to use in considering bail conditions. A Court Advocate will attend court with the victim if requested. There are three areas of advocate assessment: Safety. Options and Stability. These questions are on every advocate case sheet and advocates must answer these questions on every call: Is victim(s) physically safe? (Not in immediate danger.) Victim knows options and rights and knows what to do next? Is the situation stabilized? This includes emotional stability as well as their ability to take care of their own and their children's immediate needs. All victims are offered individual counseling and support groups. Assessments are completed by program participants in the form of victim assessment needs questionnaires. This year our program has been focusing on removing the blame from the victim and helping them see it is not their fault. After attending approximately six sessions of counseling, ten out of ten people answered that they strongly disagreed with the statement, "I feel like I am responsible for what happened to me." Another positive note was that 100% of our clients responded that they would definitely contact us if they were ever in need of our services again. The results of the survey were very positive and support c the course that our program is following. We collaborate with Crossroads Safehouse in 5 Fort Collins and Alternatives to Violence in Loveland to keep our measurement tools appropriate and current. This group is for victims who have been out of a violent relationship for over a year, have recovered from a sexual assault or victimization of any crime and have progressed to a certain point in their healing process. Unexpected Problems: Our counselor, who has been on staff for over two years and is also an attorney, gave notice in December. Fortunately she will remain with our team as an advocate as well as offer greatly needed pro-bono legal work for our clients. Although we will miss our counselor, every cloud has a silver lining ..... A new bilingual counselor has been hired and began working February 6,2006. In the past two years we have worked hard to outreach to Latino victims. Even though there is a large and growing Latino population in Estes Park, until this time we have not been able to maintain a separate Spanish Speaking Outreach Program or offer Spanish Speaking Advocates. We are happy to report that 2006 brought not only a bilingual counselor but a bilingual advocate as well. 6 Future Objectives: We will continue our 24 hour/7 days per week victim advocacy services with the objective of continuing to have highly trained volunteer advocates delivering quality care, information and referrals to victims as well as supportive services, i.e., individual counseling and support groups. Education to the community and in our schools on the issues of domestic violence, dating violence, sexual assault and date rape are a top priority. Due to an increasing need for safe shelter for battered women and their children in the Estes Valley we will open a shelter in 2006. The Estes Valley Victim Advocates' Board of Directors has voted to offer safehousing to victims of domestic violence and their children in an undisclosed location. The location is secured but we must raise funds to purchase the building. A capitol campaign will begin in May 2006 with a kick-off concert, "Gimme Shelter". Committees have been formed to look at security, ADA compliance, policies and procedures, programming and staffing. This will be an exciting year of planning and preparation and the opening of a shelter with the goal of increased safety for victims in the Estes Valley area. 7 There's always a way to find the time, and if the mission is right, the A. money will be there.
