Estes Park Police Department Memo To: Chairman Wayne Newsom and Public Safety Committee Board Members From: Lowell Richardson, Chief of Police CC: Richard Widmer, Town Administrator Date: September 15, 2004 Re: Homeland Security Grant Project (Video Camera System) Background In August 2003 the Police Department staff presented a report to committee regarding a pending application for Homeland Security Grant Funds. This grant would provide the department the ability to purchase several closed security television (CCTV) cameras monitoring critical infrastructures for Town and Federal facilities. The vendor for this project has been selected through a competitive process. BudqeUCost This is a no match grant. The Total Cost for this project is: $74,300 ·> $69,700 for CCTV system * $4,600 Wiring and Connectivity Recommendation Staff recommends expenditure of funds to begin installation of the CCTV monitoring system. Project completion date is estimated to occur within ninety days from the date of approval for disbursement of funds. 1 Estes Park Police Department Memo To: Chairman Wayne Newsom and Public Safety Board Members From: Lowell Richardson, Chief of Police Date: September 20,2004 Re: Street Closure Request Background: The Police Department is again promoting the Downtown Halloween Program and youth safety by requesting the closure of Elkhorn Avenue to vehicular traffic from Spruce Drive to East Riverside Drive during the hours of 5:00 p.m. until approximately 9:00 p.m. on Friday, October 31, 2004. Budget There are no budget implications associated with this request. MEMORANDUM To: Public Safety Committee From: Fire Chief Scott Dorman I)ate: September 20,2004 Subject: Parking limitations on Fawn Lane Background: Earlier this summer a resident of Fawn Lane contacted the Fire Department with regard to a parking issue on their street. The resident lives at the end of a narrowing public city street that at times, is used by some neighbors and/or visitors for on-street parking. Their concern is that when cars are parked on the street, emergency vehicles would be hindered and would not able to respond to their property. After the initial phone call from the resident, the fire department was dispatched to respond to one of the neighboring properties for a structure fire. It became very evident during the response that even one car parked on this narrow section of road did not allow enough room for fire apparatus to pass by. This creates a definite public safety issue to all ofthe properties in the area due to the possibility of a hindered access. The road narrows from19 feet to 17 feet wide with fences on both sides of the roadway, thus leaving no area to go around a parked vehicle. This 17-foot wide section runs from the south side of the driveway for 820 Fawn Lane south to the cul-de-sac. Additionally, a fire hydrant is located within this 17-foot section at the northeast edge of the cul-de-sac, resulting in further clearance requirements. Fire apparatus requires approximately 12-feet of horizontal clearance, and a passenger vehicle requires between 7-8 feet ofhorizontal clearance, resulting in a 19-20-foot wide road for proper access clearance if a vehicle is parked on one side of the roadway. Attached are the Road Design and Construction Standards per Appendix D ofthe Estes Valley Development Code and a map ofthe area of concern. Budget: Labor and material costs to install "No Parking" signs Recommendation: It is staff' s recommendation that this 17-foot wide section ofFawn Lane be established as a no parking area and that "No Parking" signs be posted on both sides of Fawn Lane; running from the south side of the driveway entrance for 820 Fawn Lane south to the north edge of the cul-de-sac. Appx D, Road Design and Construction Standards 1 General APPENDIX D. ROAD DESIGN AND CONSTRUCTION STANDARDS 6. . 1. GENERAL All subdivisions and developments shall be designed and improvements made by the developer consistent with the requirements of this document. The Larimer County Road Standards Manual is also incorporated herein. At the pre-application conference, Staff shall advise Applicant of the applicable road standard requirements. A. Standards of Construction. Standards of construction not otherwise specified hereunder shall be according to the Standard Specifications for Road and Bridge Construction of the Colorado Department of Highways (latest edition with amendments in effect at that time), and Larimer County Road Standards. Quality control testing shall meet the minimums as described in Section IX, General Technical Construction Standards. B. Typical Cross-Sections. Design and construction shall conform to the typical cross- sections appended hereto. C. Terrain Classification. Terrain shall be classified "mountainous" when the average cross- slope at streets being developed exceeds fifteen percent (15%). D. Modifications and Waivers. The Town of Estes Park Engineer or Larimer County Engineer, or designee, shall have authority to grant modifications and/or waive standards set forth in Appendix D in conjunction with a site specific development plan. Modifications and/or waivers shall be presented to the Engineer in writing prior to application submittal. Approval of requested modifications and/or waivers shall require that the Engineer finds approval of such modification and/or waiver: 1. Advances the goals and purposes of this Code; and 2. Either results in less visual impact, more effective environmental or open space preservation, relieves practical difficulties in developing a site, or results in the use of superior engineering standards than those required by this Code. Minimum street asphalt thickness shall be three (3) inches. When warranted by existing soil conditions or proposed traffic loadings, the Town may require thickness of the streets to be designed based on a report prepared by a registered professional engineer. B. Lane Separations. In order to reduce cut and fill on steep slopes, travel lanes may be separated. The lane width, shoulder widths and curb and gutter requirements must be met. C. Private Streets and Driveways. Private streets and driveways shall be designed and constructed consistent with these design standards.
