TOWN of ESTES PARK Inter-Office Memorandum April 20,2004 TO: Public Safety Committee FROM: Lowell Richardson, Dave Mahany SUBJECT: 2004 Vehicle Purchase Background: The 2004 Police Department budget includes $21,000.00 for the replacement of vehicle G106 (1999 Crown Vic - 5 years old and 82,000 miles), this vehicle is within the Towns replacement policy of 4-41/2 years and 80,000 - 90,000 miles. We would like to replace it with a larger vehicle for the detectives and transfer the detectives present vehicle to police administration and transfer G71 from administration to a marker patrol vehicle (G71 is partly marked as a under cover vehicle it is a 1998 Crown Vic with 40,000 miles, it would serve a couple years in patrol at which time it would have mileage required to be traded). Cost/Budget: • Budget: $21,000 Police Explorer: Estes Park Auto Mall: $ 27,790.75 - 2004 Police Explorer 4x4 $ 3,000.00 - Trade-in $ 24,790.75 - Bid Total (with the 2% local bid advantage the Auto Mall would be low bidder @ 24,790 - 495 (2%) = 24,295.75) Phil Long Ford: $ 26,569.00 - 2004 Police Explorer 4x4 $ 2,000.00 - Trade-in $ 24,569.00 - Bid Total Garnsey & Wheeler Ford: $ 25,569.00 - 2004 Explorer (Does not meet specs - no police package, axle ratio, suspension package) NO - TRADE Allowed • Chief Richardson will explain were the over budget amount will be funded. Action: Staff recommends: Purchase a new 2004 Police Explorer from the Estes Park Auto Mall for a cost of $24,790.75, and transfer the existing Police vehicle within the Department as explained above. / Estes Park Police Department Proposal for Zone Policing Sergeant Eric V. Rose "The police are the public and the public are the police; the police being only members of the public who are paid to give full time attention to duties which are incumbent on every citizen in the interests of community welfare and existence" Sir Robert Peel, founder of modern policing, 1788-1850 1 . 4 Community policing is the philosophy o f developing a mutual effort between police and the community that identifies problems of crime and disorder and involves all elements o f the community in the search for solutions to these problems. It is established (and successful) with close and mutually beneficial ties between police and community members. Fundamentally, community policing defines what we do, problem oriented policing is a strategy by which officers can apply community oriented policing (or how we do it). Problem oriented policing process: • Identify the problem • Examine it • Decide on the solution • Monitor the solution and adjust accordingly A zone is essentially a community within a community. Zone policing is the application of assigning an officer to a designated area(s) for policing duties. Estes Park PD is currently divided into two areas, termed district one and district two. I f adopted, this proposal would create zones or sub districts in each existing district. District one would include zones 1&2 and district two, zones 3,4,5&6. Zone policing will remain consistent with the department's community policing philosophy, stated values and mission. Each officer is assigned to a designated responsibility zone within each district in the Town of Estes Park. In addition to law enforcement, assistance to victims of crime, public order maintenance and emergency response, the officer's primary concern for their zone is crime prevention. Zone policing will employ problem oriented policing strategies; officers will develop and maintain relationships with the citizens within their assigned zones, conduct community meetings to determine the citizens concerns and develop a community policing practice with zone residents, with emphasis on promoting safety and security for each person in the zone. Officers will monitor crime statistics in their zones to identify crime patterns and present a mutual solution to deter and prevent crime occurrence, keep records of meetings and problem solving solutions, present their designated zone's development (progress) to other officers via briefings, email, quarterly reports and utilize a detailed crime map for planning. ... Sergeants will assist officers with strategies, planning, meetings, implementation (of strategies) and monitoring progress of all zones. 0 fficers will be encouraged to use imagination and innovation with problem solving strategies. -Assigning the police responsibility for the maintenance of order, the prevention of crime, and the apprehension of criminals constitutes far too great a burden on far too few. Primary responsibility rests with families, the community, and its individual members.
