PASS SUBJECr: POLICE AND BUSINESSES IN PARTNERSHIP DATE: MARCH 1, 2002 CC: Dear Sir; When we presented the PBIP program to the town board, they had asked that we do a six-month trial of the program and then reassess it with Public Safety. I have since pulled all of the reports that we have had for the past six-months. We presently have had five PBIP reports that have been made: 1) One has been for stolen credit cards that have been used in some of our local businesses. After the PBIP was sent out a business in the Canyon recognized the names of the suspects as well as their descriptions and realized that they had stayed at their hotel. We have not made any arrests reference this, but it did give us additional leads and shows that this type of program works. 2) One has been for stolen checks that have been passed in the Estes area. The checks were from Boulder County. Although no arrests have come from this, I did overhear two business owners passing along the information from one to another. I started to talk to them and found out that only one of the business owners belonged to the chamber, but has taken the information and made sure that other businesses were aware of it 3) Another one was sent out reference counterfeit money that was being passed in the Larimer County area. The PBIP gave the business owners the fraudulent serial numbers on the bills as well as a web site that would give them additional information on how to determine if a bill is counterfeit or not. 4) Another PBIP was sent out in regards to a burglary of approximately $1500.00 in quarters asking any of the businesses to report any large purchases with quarters. This was only part of the entire investigation and the officers have told me that they think that this is a great tool. 5) The final PBIP that was sent out was in reference to a money scarn that was being done. It was reference some mailings that are targeted to various business owners asking them to assist this person in getting $13,500,000.00 out ofan account in South Africa. The letter promises the person 25% of the total monies, but the person has to give them account information and personal information. Although the numbers of these reports is presently small, I do feel that once we hit our peak season it will pick up immensely as that is when most of our shoplifting occurs. Again, I thank you for the .t C . opportunity to put this program into play. In addition, I hope that you agree in just the five that have been sent out they have been a very positive investigative and public relations tool. I also noticed that a new law, similar to this program, has just been passed in regards to kidnappings. In this scenario, upon the officers determining that an actual kidnapping has occurred they contact CBI who immediately has it put on all of the major TV and radio stations.
