She and her husband, the owners, want to close Wiest Drive behind Lonigan's on Wednesday,10/10 from 3-9pm (my guess) to hold a pig roast and donate the proceeds to vicitm's relief. Please discuss this with her and take it to Public Safety next week, if appropriate. The Mayor has no problem with it (and neither do I) as long as she has some agreement among her neighbors for the closure. The local merchants stay open and the kids go from shop to shop. It is a really neat tradition. But...we (the PD) will probably want to have an IC and run an incident command for the 4 hour period of approx. 1700-2100. It can go longer if the weather is nice. Usually the weather is stinky to partly stinky. Cherie 970-577-3850 1 4 I TOBACCO COMPLIANCE PROJECT TIMELINE ESTES PARK POLICE DEPARTMENT Week #1 September 24 - 28 Coordination of 2 phases of this obiective: Phase I Education & Training Phase II Compliance Check & Criminal Enforcement Phase I Contact Nancy Groves for assistance with: • Minor tobacco purchasers • Set date/s for compliance check Phase II Meeting with SEU Coordinator (Cpl. Rose) • Establish date/s for compliance check • Review of equipment • Review of procedure (utilizing state alcohol enforcement model) Week #2 & #3 October 1-12 Education/Training Phase • Set up training facility (room #203) • Send out letters from Police Department for Tobacco Training • Prepare Logistics of Trining: o Handouts/Materials o Training Aids (charts/overheads/etc.) o Snacks/Refreshments EnforcemenUCompliance Phase o Written plan by SEU Coordinator to be submitted for review o Plan to be disseminated and discussed for planning with SEU members Education Training o Actual Training Given (Approximately October 105 Week #4 October 15-19 Compliance Checks Begin with Enforcement Phase . . Tobacco Compliance Check Estes Park Police Department Tobacco is the single most preventable cause ofunnecessary death and disease in the United States and the Estes Park Community. In the US each year, tobacco use causes more that 430,000 deaths and costs $50-73 billion in medical expenses alone. In Larimer County, tobacco-related yearly healthcare costs total some $53 million; a cost to each taxpayer of about $300 per year. In 1998, Colorado and 46 other states won a settlement agreement with the tobacco companies that mandates compensation to the states for costs of tobacco related illnesses aniong their residents. The settlement provides a unique opportunity to obtain resources necessary for effective comprehensive tobacco prevention and reduction. The Colorado legislati,re has allocated that 15% of the settlement Junds is spent on tobacco control. This money will provide Jundingfor community-based education programs designed to reduce the initiation of tobacco use by children, promote cessation among youth and adults, and reduce exposure to second-hand smoke. Currently, Larimer County Department Health and Environment hasfunding to begin addressing tobacco issues in our county. Overview of Tobacco Prevention and Cessation Planning/ January 2001 The Estes Park Police Department has conducted Tobacco Compliance checks in the past is prepared to continue this practice. I would suggest that the following timeline be implemented by our officers: Step #1. Education ofthe general population and merchants through a municipal editorial placed in the local newspapers and through public service announcements on the local radio station. This will also include a statement that tobacco compliance checks will be conducted by the Estes Park Police Department in the near future. Step #2. Place anti-smoking and anti-tobacco use posters in the local schools and the any other appropriate facility such as the youth center. Step #3. Coordinate a training class for local tobacco vendors of any type including vending machines, stores and shops to be held in conjunction with the Larimer County Department ofHealth and Environment and the Estes Park Police Department. This training session could be held any time in the newly remodeled room #203 with advance planning. Step #4. Planning ofthe tobacco compliance checks will be conducted prior to the actual checks utilizing the Special Enforcement Unit (SEU) as this unit has the specialized training and equipment to conduct such checks. This plan will be reviewed and approved by the police department command staff. . 4 1 I Step #5. Coordinated tobacco compliance checks to be conducted at the local stores with the assistance of minors. These minors shall be utilized only after speaking with the parent/s or guardian/s of the minor and only after expressed written consent is obtained. This compliance check will be modeled utilizing the Colorado Liquor Compliance Check outline that is currently used by our department with great success. Step #6. If any merchant or sales person dispenses tobacco products to any minors, the police department shall issue the appropriate summons to the offender into the Estes Park Municipal Court for prosecution. Step #7. A full accounting and written overview ofthe compliance checks will be prepared for command staffreview once the checks are completed. September 13, 2001 HALLOWEEN STREET CLOSURE 2001 Staff Recommendation/Request: The Estes Park Police Department staff recommends and requests that Elkhorn Ave. be closed to street traffic on Wednesday October 31, 2001 from 5:00 pm until approximately 9:00 pm for Halloween. This request is being made for the safety of all Halloween participants, as this area is a high traffic area. Since the inception ofthe Halloween street closure, there have been no pedestrian/motor vehicle accidents or involvements. Street Closures: The intersections will be under the direct control ofuniformed police officers to include: ELKHORN @ E. RIVERSIDE ELKHORN @ MORAINE ELKHORN @ BIGHORN ELKHORN @ WEIST ELKHORN @ SPRUCE The police officers will divert westbound Elkhorn traffic onto E. Riverside, then onto Crags. Eastbound Moraine traffic will be diverted onto Rockwell, then onto E. Riverside. At Weist Drive, officer will direct traffic back to the Hwy. 34 bypass (Wonderview). Spruce Drive traffic will be diverted back to Wonderview also. Riverside as a barricade and a point of candy distribution for the firefighters. Two bids were returned on October 2, 2001 at 2pm. The results are as follows: 1. Ray Duggan Builders & Design: $79,579 2. Westover Construction $78,468 Staff recommends accepting the low bid from Westover Construction plus an added 10% for contingencies. (Remodel projects are notorious for hidden problems) Proposed Police Budget for Contract and construction: $78,468 Contingency $ 8,032 TOTAL $86,500 • Page 1
