Rose Date: June 7, 2001 RE: Teen Alcohol Enforcement May 18 Friday: Five juveniles and one eighteen-year-old person entered a residence on Castle Mountain Rd. without authorization and consumed alcohol. The owner was out of town for the weekend and unaware that the residence was being used for this purpose. Six persons charged with possession/consumption of ethyl alcohol. May 19 Saturday: Two additional juveniles involved at same location. Two Juveniles charged with possession/consumption of ethyl alcohol. One adult charged with one Felony count of contributing to minors. May 19 Saturday: Nine juveniles and four eighteen-year-old persons attended a party at a motel on Fall River Rd. The owner was unaware that the juveniles were consuming alcohol. Seven persons charged with possession/consumption of ethyl alcohol. May 19 Saturday: Two juveniles and two eighteen year old persons attended a party at a residence on South St. Vrain, the responsible person for this residence is eighteen years of age. Four persons charged with possession/consumption of ethyl alcohol. Totals 19 - Possession/ consumption of ethyl alcohol by an under age persons-second class Petty offense. $100.00 fine, community service juveniles also suffer loss of driver's license. 1- Contributing to minors- ranges from Class 2 misdemeanor to a class four felony. Up to one year in jail and a $1000.00 fine.
r. 0 Public Safety Committee Meeting June 7, 2001 Re: Community Service Officers Background: The summer officer program in recent past summers has not been up the standards that are expected by our agency and our town government. This year Deputy Chief Filsinger and Lt. van Deutekom have totally revamped the program to ensure that our visitors, merchants and residents receive a high quality service from our department. It was felt that several changes needed to be implemented including the following: • The use and recruitment ofCriminal Justice college majors. • Increase the hourly wage to help attract more qualified candidates. • A more professional image ofthe Community Service Officer with increased training and changes to the uniform. • An increase in duty assignments including minor accident investigation, enforcement of skateboarding, bicycle infractions, the taking of "cold" criminal acts (shoplifting, criminal mischief). - Training: The Community Service Officers are currently in a two-week in-house training curriculum that includes: • Report writing • Motor vehicle accident investigation • Parking Enforcement • Fingerprinting • Officer Safety • Use ofForce • Organization, Accountability & Authority • Code of Conduct • Pepper Spray • Pressure Point Control Tactics (PPCT) • Traffic Control • Radio Procedures • Internal Affairs • Municipal Ordinances • Crime Scenes • CPR/First Aid Certifications • Introduction to Police Bicycles
Department Program Philosophy: Traditionally the summer officers have been assigned to intersections all day with the specific duty ofpedestrian and traffic control. The CSO program is modeled after other Front Range police CSO programs. We have identified other areas that the CSO can augment police services and they will be utilized as time allows. CSO's will be required to visit with downtown merchants every day for the purpose of familiarization with the merchants, 'their needs and concerns. They will also be assigned to a foot patrol duty once every two hours. While on foot patrol, they will be actively engaging the public for an increased level of service. CSO's are encouraged to be approachable, and an active, visible part of our community.
MEMORANDUM To: Honorable Mayor Baudek and Board of Trustees From: Fire Chief Scott Dorman Date: June 5,2001 Subject: Radio Purchase Background: The Fire Department has been upgrading its portable radio's. The current State Bid price for a new HT 1000 Motorola portable radio is $871. Recently a few other surrounding agencies changed to 800mhz. This made available a large number of used HT 1000 radios. Budget: The Fire Department has budgeted $2700 for radio purchases for this year. Bid from Wireless Advanced Communications: Used HT 1000 with charger $540 each Recommendation: The Fire Department recommends purchasing five used HT 1000 radios from Advanced Wireless Communications for $540 each for a total amount of $2700
