MEMORANDUM To: Honorable Mayor Dekker and Board of Trustees From: Lieutenant Michael J. van Deutekom I)ate: February 28,2000 Subject: Purchase of Intoxilizer EN Background: The Estes Park Police Department requires the use of an Intoxilizer 5000 for enforcement of alcohol related driving offenses. The current Intoxilizer 5000 has been experiencing more frequent problems requiring the instrument to be sent away for maintenance and repairs leaving the department without an intoxilizer. The Department ofHealth recommends replacing the older models with the Intoxilizer 5000 EN. This instrument is more sophisticated and will aid officers with their alcohol driving offense investigations. Budget: The police department currently has $5,000.00 budgeted for the replacement of the Intoxilizer 5000. The cost to replace the current Intoxilizer 5000 is $5,600.00. The Department of Health, which regulates the Intoxilizers in the State of Colorado, has required that we also obtain an additional alcohol simulator at a cost of $600.00. This will bring the total to $6,200.00. No sales tax or shipping or handling costs will apply. Under budget item 101-2100-421.33-98, "OTHER EQUIPMENT", the department has $6,880.00 budgeted for the replacement of the intoxilizer and the purchase of an additional radar unit. We have an adequate number of radar units at this time for the patrol cars. Recommendation: Staffrecommends the purchase ofthe Intoxilizer 5000 EN be made at a total cost of $6,200.00. This evaluation was broken down into six categories: access and egress; identification; potential hazards; utilities; spacing; and available hydrant supply. The following recommendations are made from the results of that evaluation: 1. ACCESS AND EGRESS: A. Improvement is needed on some of the roads. Roads should maintain a minimum width and turning radius per appendix D of the Estes Valley Development Code. This would ensure adequate access for fire apparatus. All roads should be "all weather roads", upper circle road is in poor condition and will not accommodate fire apparatus safely at this time. B. Increase parking areas large enough to accommodate the vehicles parked in them. Some vehicles were parked partially in the roadway impeding access. C. Develop street access for the two mobile homes that can only be accessed now by an unmarked walking path. Otherwise these homes should be moved to a different location with street access. D. Mark the west side of the connecting road of the upper and lower sections as a fire lane. Some vehicles have been parking there limiting access. 2. IDENTIFICATION: A. Re-number all mobile homes to a reasonable sense of order. B. Consider naming and marking streets. C. Post identification numbers or addresses on all mobile homes. Numbers should be uniform in size, type and color, the numerals should also be reflective and posted on the street side. Some mobile homes including the residential building, were either not numbered, or were hard to read or find. D. Ensure that the numbered street address is visible on both sides of signs. The current street address is only visible on one side of the entrance sign. 3. POTENTIAL HAZARDS: A. Remove abandoned vehicles as soon as possible. This will lower the fire load and improve access to some areas. B. Remove unwanted items from around some of the mobile homes. This will lower the fire load, lower the chance of fire spread through exposures, improve access to the homes and make it easier for egress or escape should a fire start. C. Cut tall grass, weeds and bushes to maintain a defensible space around the homes from a wildfire. Remove ladder fuels and dead overhanging branches. 1 FIRE PREVENTION EVALUATION FOR FALL RIVER VILLAGE 511 WEST ELKHORN AVENUE 4. UTILITIES: A. Have electric and gas disconnects checked and repaired where needed. B. Identify and mark disconnects as to which mobile home they serve. C. Repair electrical connections on some of the mobile homes where weathered, cracked or broken. These present a potential fire hazard and should be repaired as soon as possible. D. Check heat tape installations, improper installation of heat tape is a major cause of mobile home fires. 5. SPACING: A. The spacing was generally fair with the exception of the upper section. The upper section spacing was too close in some areas, presenting a significant exposure hazard. 6. AVAILABLE HYDRANT SUPPLY: A. The upper section was well covered by the existing hydrants. B. The lower and mid sections are not adequately protected at this time.
