BUDGET/COST: 4 Police Personnel for 2 days at 22 hrs. each, seasonal traffic officers will be utilized where possible. RECOMMENDATION: Staff recommends closure of Manford Ave. east of Community Dr. and Community Dr. from Hwy 36 to Manford Ave. Closures to be in effect from 0830 hrs., Friday, 091099, through Sunday, 091299, 1800 hrs. Code No. 495 TOWN OF ESTES PARK, COLORADO FIRE CHIEF DESCRIFHON OF WORK General Statement of Du6es: Performs administrative work planning, coordinating and directing the activities of the Fire Depa~tnent. Supervision Received: Works under general guidance and direction of the Chief of Public Safety. Supervision Exercised: Exercises supervision of all department personnel either directly or through subordinate personnel. ESSENTIAL FUNCTIONS OF THE JOB: The following are essential functions of the job. Any one position may not include all of the duties listed. 1. Job Duties: (assits in): A. Everyday management func6ons of planning, coordinating, budgeting, staffing, and organizing the activities of the department. B. Routine coordination of plans and acti\ides with othe> department supervisors. C. Aids the Town Administrator, Chief of Public Safety, Mayor, and other elected officials in communicating the needs and actii'ities of the fire department. D. Works with outside and peripheral groups in the planning of events and activities which have public safety involvement. E. Plans, organizes and directs activities of the Fire Department. F. Oversees the operation and maintenance of the fire station, equipment and Town-owned fire vehicles. G. Responsible for the scheduling and recording of training of all Volunteer Fire Fighters to maintain a high level of professionalism. H. Responsible for maintaining membership and attending meetings in professional organizadons to keep the Fire Department and Chief of Public Safety informed of matters relating to the fire service. Job Duties: (continued): I. Provides direction and guidance in the formulation of policies and procedures for the Department. Also ensures compliance with said policies/procedures. Recommends adjustments to policies/procedures to meet new situations or to improve existing operamons. J. Coordinates the operation of different units within the Department. K. Supervises and participates in the Ening of Department members in Fire Deparnnent methods, policies, procedures and duties. L. Coordinates the activities of the Department uith those of other offices and officials in the Town. Cooperates with state, federal, county and other local jurisdictions as necessary. M. Prepares or directs the preparation of reports and maintains all Department records and files. Reviews activities and reports of the Department. N. Responsible for the command of fire or disaster scenes either directly or via subordinate officers. 0. Mainm.ins effective working relationships and good public relations with the public, citizenry and media. P. Appoints and provides oversight and guidance to various Department Committees including, but not limited to, the Hearing Committee and Membership Committee. E Q. Receives, investigates and disposes of complaints. 2. Additional Examples of Work: Following is a description of additional work to be performed by personnel in this position, which am not essential functions of the job: A. May be called upon to represent town in public meetings or gatherings or to participate in panel discussions or fact finding sessions in fire department related areas. MINIMUM QUALIFICATIONS Required Knowledge, Skill. and Ability: 1. Current and thorough knowledge of fire and rescue services and management practices. 2. Thorough knowledge of rules, regulations, procedures common to Fire Department operations. 3. Considerable knowledge ofpractices and procedures of administradon. 4. Ability to plan, organize and coordinate department activities. 5. Above average ability to communicate in the English language in wridng and verbally. 6. Ability to achieve departmental goals through the delegation of authority and responsibility to subordinates. 7. Ability to maintain effective wor;ing relationships with elected and appointed officials, subordinates and the general public. 8. Ability to work with and motivate volunteer firefighters. Special Requirements: 1. Must be able to meet the Division of Fire Safety, State of Colorado requirements of continuing education to acquire and maintain Fire Officer level 2 cerEfication within a reasonable amount of tinie following appointment. 2. Must establish and maintain residence within the service area of Estes Park Volunteer Fire Department. 3. Must have Current Colorado Drivers License 30 days from date of hire. 4. All those of Fire Fighter 2. 5. Must maintain professional standards of management practices. 6. Must be a member in good standing of the .Estes Park Volunteer Fie~Department, Incorporated. -22 Educadon: Associates degree in Fire Science, Supervision or Management. Experience: Ten years of progressive fire service experience with four of those years having been at the level of Lieutenant or above. OR Any equivalent combination of education and experience. - CORRESPONDENCE SUMMARY July 1999 When EPPD received a record request from James R. Mitchell, who lives in Wheaton, IL, he also added, " .... Very impressed with Officer Raymond R.Leaycraft. Although a small situation, his professionalism and attention to detail was refreshing." Received a letter from Gregg Farmer of the Estes Valley Recreation and Park District. He had been having an ongoing problem for years with someone dumping old bread, bagels and assorted other baked goods at the lakeshore of Stanley Park. He stated in his letter, "On June 8, 1999, I contacted Mary Thacker concerning this problem. .... I wanted to write a note Of thanks for the very timely and efficient assistance of some of the Town staff. In panicular, please thank ......... and Mary 771acker. " By June 13, 1999, the party had been spoken to by Town staff and there have been no further dumpings. Received a thank you letter from the chairwoman of the Scandinavian Midsummer Festival thanking EPPD for their assitance in "providing parking spaces along MacGregor Ave. and thanks for watching over Bond Park on Friday night of the festival when vendors had already put up their tents and left the park. Thanks also for allowing people not to be ticketed for over three hours Of parking if they had a Midsummer paper in their window. ....you are interested in all aspects Of the business Of the town." WHITE Attorney At Law July 19, 1999 TOWN ADMINISTRATOR WIDMER TOWN OF ESTES PARK PO BOX 1200 ESTES PARK, CO 80517 I)ear Rich: You have requested that I review the material presented to the Town Board on July 13, 1999, from the Fraternal Order of Police. In researching this matter, I have conversed with Mr. David Broadwell, Staff Attorney for Colorado Municipal League, Tami Tanoue, General Counsel for CIRSA, and Dan Wilson, City Attorney for Grand Junction. The City of Grand Junction is presently involved in an election to amend the Grand Junction city charter to require arbitration concerning police matters including salary, shifts, and other working conditions. Based upon my conversations with the above individuals and a brief review of Colorado case and statutory law, it is my opinion that the Town of Estes Park is under no legal requirement to collectively bargain with any group of employees whether that group is organized or not. The National Labor Relation Act of 1935 is the federal legislation which requires collective bargaining with employee groups. However, this federal legislation exempts from the provisions of the Act, public employees. Also, the State of Colorado has not passed any legislation which requires collective bargaining by municipalities with any employee group.
