MEMORANDUM TO: Randy Repola FROM: Linda Hinze, Special Events Department RE: September Public Safety Meeting DATE: September 3, 1997 I would appreciate having the following on your September Public Safety Meeting Agenda: 1. Blocking of Elkhorn Avenue from 1 pm Friday, December 12th through 6 pm Sunday, December 14th Detours, etc. 2. Fireworks display on Friday, December 12th at 5:30 pm. Display to be from the knoll property. EUPRA has already agreed to the use of the land. Chief Dorman has gone over the plan and location with myself and the pyrotechs and will be at the meeting to support our event. If the fireworks display is granted, we will need an officer to patrol the 34 Bypass from about 4 pm on to keep visitors off the property. There is a fence around the property and we will post NO Trespassing signs. (I speak with you about this later). File No. 816.16 August 25, 1997 To: Municipal Clerks - update of 1995 Model Traffic Code - increased fine for speeding in construction, repair or maintenance zones Enclosed are three copies of of the new section 613 of the 1995 Model Traffic Code for Colorado Municipalities. Please circulate copies to your police chief, city attorney, and municipal judge. This new section was approved by the Transportation Commission after the General Assembly passed a similar statute during the 1997 session. The purpose of this new section is increase the safety of workers and motorists in designated construction, repair or maintenance zones. The new pages have a sticky back that can be inserted in Code. In order to keep costs down additional pages can be photocopied then cut to size and inserted in the Code. The Commission and the Department encourage you to adopt this new section of the Model Traffic Code. Adoption of the new section will be the same as adopting other traffic ordinances that concern state highways. If you have any questions please call Hayne Hutchinson at (303) 757- 9268. Designation of highway maintenance, repair, or construction zones - signs - increase in penalties for speeding violations. (1) If maintenance, repair, or construction activities are occurring or will be occurring within four hours on a state highway or municipal street, the department of transportation or municipal authorities, within their respec- tive jurisdictions, may designate such portion of the highway as a highway maintenance, repair, or consuuction zone. Any person who commits a speeding violation in a maintenance, repair, or construction zone that is designated pursuant to the provisions of this section is subject to increased penalties and surcharges. (2) The department of transportation or municipal authorities, within their respective jurisdictions, shall designate by appropriate signs a maintenance, repair, or construction activity is taking place or will be taking place within four hours. Such sign shall notify the public that increased penalties for speeding violations are in effect in such zone. The department of transportation or local authorities shall erect or place a second sign after such zone indicating that the increased penalties for speeding violations are no longer in effect. A maintenance, repair, or donstruction zone begins at the location of the sign indicating that in- creased penalties are in effect and ends at the location of the sign indicat- ing that the increased penalties are no longer in effect. (3) Signs used for designating the beginning and end of a maintenance, construction, or repair zone shall conform to department of transportation requirements. The department of transportation or local authority may display such signs on any fixed, variable, or moveable stand. The depart- ment of transportation or local authority may place such a sign on a moving vehicle if required for certain activities, including, but not limited to, highway painting work. ORDINANCE NO. AN ORDINANCE AMENDING THE MODEL TRAFFIC CODE RELATING TO SPEEDING VIOLATIONS IN HIGHWAY CONSTRUCTION ZONES WHEREAS, the Board of Trustees of the Town of Estes Park, Colorado has determined that it is in the best interest of the Town to amend Section 613 of the Model Traffic Code for Colorado Municipalities 1995 Edition, hereinafter referred to as The Model Traffic Code, which has been adopted by the Town as more fully set forth in Section 10.04.010 of the Municipal Code. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: Section 1. That Section 613 of the Model Traffic Code for Colorado Municipalities, 1995 Edition is hereby amended to read as follows: 613.
