r 4 Proposal Full Time Staff Person at Dannel's Fire Station The following proposal is to obtain a full time staff person at the Estes Park Fire Station to be erected this year. Below are duties that will describe what is to be expected of this employee and some justifications for this position shown by the benefits the community will receive. Proposed: To have a full time position created to oversee daily tasks and administrative duties required for compliance with National Fire Protection Association (NFPA)and Insurance Services Office (ISO), and improved community relations. Justifications: NFPA requires records to be maintained on a daily basis, e.g. run reports, inspections of facilities, and fire equipment and vehicles used. Currently these records are kept by several o f the fire personnel and is not always readily available as required. A full time staff person would be required to fulfill these requirements and maintain complete records. ( NOTE: In 1992 the Town Of Estes Park adopted the NFPA Standards as rules and regulations to govern the Estes Park Volunteer Fire Department.) ISO establishes the insurance rating a Fire Dept. has and provides this rating to Insurance Companies for the setting of rates in that area. ISO requires very accurate records and testing o f equipment. This includes but is not limited to records of response time, type of equipment, maintenance, hydrants, maps and structural preplans. A staff person could perform regular inspections o f the equipment and hydrants in our response area. The person would maintain accurate and updated maps. The person would perform inspections of local businesses, schools and residences as required. A complete Hazardous Materials file would also be kept. Preplans of major structures will be created and kept up to date. With a full time person in the Fire Department one major goal would be our ISO rating which is currently a 6. With objectives set forth above a realistic goal of at least a 4 should be obtainable. A rating of 4 or less should result in Insurance Rate savings from 25% - 33% to businesses and residences in the area. Also with preplans and regular inspections liability would be reduced through preparedness. Public relations in the Town of Estes Park will increase as well as the surrounding areaJhrough .... the increased presence ofthe Fire Department. This presence will be reflected through community programs and inspections. This positive image and the improved ISO rating and lower insurance will increase our public image and the image of the Town of Estes Park Government. Duties ofthe fire administrator will include but not be limited to the following: • Be a member in good standing of the Estes Park Volunteer Fire Department • Greet visitors to the Fire Station and answer questions about the Department or the community. • Answer Telephone calls. • Provide emergency assistance and be certified in first aid and CPR. • Answer fire related questions in a timely and informed fashion. • Attend meetings with the Town Board and Planning Committees. • Provide Fire Prevention and Safety Programs to the Schools, Pre-Schools, Senior Center and other groups as requested. • Maintain Personnel and Training records for the department. • Perform routine inspections on equipment and apparatus as required by NFPA and ISO. • Inspect equipment after each fire response. • Maintain an accurate inventory of all equipment and supplies on an ongoing basis. • Maintain accurate and concise reports of all calls responded to by Estes Park Fire Dept..
, • Provide statistical data to requesting agencies for compliance to regulations ofNFPA, ISO and the Town of Estes Park. • Respond to the Fire Station on major incidents to provide technical data and support. • Reside within a 15 minute response time of the Fire Station • Have radio communication skills to radio technical data to units responding to or on scene of incidents. • Have a working knowledge of resources available through Mutual Aid and the private sector. • Work a flexable schedule allowing the attendence to meeting and providing programs. The person must have communication skills both over the phone and in person. The person should have the ability to answer questions and provide assistance to the public with regards to the community as well as the Fire Dept.. The person will need to be able to handle emergency calls for assistance and be able to render first aid and CPR. The person should have a working knowledge of the Estes Park Fire Department including it's rules and regulations. The person also needs to know regulations of the ISO and NFPA. The person will act as the liaison of the Fire Dept. to the Town Board and various committees. The person will need a Commercial Drivers License in order to perform required maintenance and testing of apparatus. These tests are required on a weekly and monthly basis in addition to those performed by the town shops now. In addition to the above duties and requirements the person should have an understanding of the Town o f Estes Park's governmental structure and functions. This should include purchasing procedures, vehicle maintenance procedures and municipal ordinances regarding fire regulations. OUALIFICATIONS: Knowledge of: • Department Rules and Regulations • Town of Estes Park Government • Larimer County Codes • State of Colorado Regulations • NFPA Standards • ISO Regulations • General Knowledge of Estes Park Area • PC-Based database development and management, word processing, and fire service software Ability to: • Communicate effectively, both orally and in writing. • Establish and maintain effective working relationships with Department and Town staff, community members, public officials, funding sources, and community based organizations. • Develop, implement, and evaluate programs. • Perform complex problem solving operations. • Draft and propose fire and building codes for adoption into Town legislation. Experience and training: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Experience: • Five years experience with the Estes Park Volunteer Fire Department. • Two years of truck driving experience

Re: Fulltime Fire Department Position and Letter of Reference This is a letter of support for Mark Chrastil to fill the proposed fulltime position for the Fire Department to handle on-going miscellaneous duties and services. With the Fire Department soon to be located away from other Municipal Services, it would be a definite advantage to have the station manned during a portion of the day. There are a number of people including vendors, insurance representatives and interested citizens and tourists who consistently need to speak to someone from the Fire Department or who would simply like to see the facilities. I'm sure the number of contacts will only increase when the new fire facility is completed this Fall. Currently, it is necessary to contact Fire personnel at their places of employment to determine if anyone is available to respond to these requests. There are numerous maintenance and housekeeping tasks to keep our Fire apparatus and vehicles in a constant state of readiness for emergencies. Mark Chrastil has spent hundreds of volunteer hours to ensure the Fire Department's equipment is well maintained and cared for. He is a dedicated, loyal and dependable Fire Department volunteer. He has devoted many hours to fund raising efforts and has served as an officer of the Fire Department for many years. He has spent many hours developing programs and inputting automated training and fire information records for the Department. In addition to routine duties, a fulltime position would allow our Fire Department to develop a program for enforcement of fire building codes and fire safety standards and inspections for our residents and businesses. A paid position would also allow our Fire Department to conduct more Fire Education and Safety programs in our schools and community without having to work around current employment schedules. In conclusion, the proposed position would provide both currently needed and expanded services in our community and I believe Mark Chrastil is an excellent candidate. LETTER OF REFERENCE I understand that there is a proposal on the table to institute a full-time position for a Fire Administrator for the Estes Park Volunteer Fire Department. I would support this proposal wholeheartedly, especially in light of the Fire Department move to take place in the very near future. The Fire Department move is to a location away from the routine presence of police personnel and other Town employees and it would be a good security measure to have an employee on site. In addition to this concern, there are a myriad of tasks that need to be performed routinely on the fire equipment, as well as a substantial amount of paperwork that needs to be maintained. As far as the person for the job, there would be no question that Mark Chrastil would be the obvious choice. In the several years that I have known Mark, I have found that his dedication to the Fire Department and the Town of Estes Park are unsurpassed within the Fire Department ranks. It is Mark that can be found at the Department on a snowy night fitting the tire chains to the fire equipment, on another evening completing paperwork, or on yet another evening checking out equipment in anticipation of the "next run". Mark is always at the lead when it comes to fund raisers, a fire response or arranging training. Mark Chrastil goes the extra steps to maintain top relationship with our agency-the Police Department and to share appropriate training.
