. Estes park volunteer fire dept. 05/01/96 Public Safety The Estes Park Volunteer Fire Dept. is requesting a 6" or larger water line with a hydrant at our training site. The reasons for this request are as follows: we have a Propane Tree that we use for live fires. Each time we light the Propane Tree it requires approximately 1000-2000 gallons of water for proper protection. For our Training Tower we sprinkled all three floors and put a stand pipe along the Training Tower so we can do hands-on for the opening and closing of the sprinkler heads. We are in the process of constructing a 20.000 gallon cistern for Pumper Operations. It was necessary for us to construct this tank to remain in compliance with NFPA Standards. Our engines need to be certified on an annual basis. The process will be much easier with the water tank at our training site. than moving the equipment down to the lake. It will take approximately 50,000 gallons of water to certify each engine. With the tank, we will recirculate the water between the the tank and the engine. Also, we will be able to certify more firefighters on Pumper Operations with the hydrant and cistern at the Training Grounds. The reason for a 6" or larger line to the hydrant is such that we will be able to fill the 20,000 gallon cistern in 15 minutes or less. With a smaller line to the hydrant, it would take us 45 minutes to 1 hour to fill the cistem. We willleave the water in the tank during the summer and drain it in the winter. At some later date, we will pave a section of the Training Site to do car fires on the pad. This will also require water. The installation of this hydrant will save much time and labor. It will allow us to have plenty of water on site for the different fire scenes plus enable us to fill the 20,000 gallon cistern without the Fire Department pulling hose from the Elm Street hydrant. The fill rate for us pulling hose to the training site would be approximately 1 hour. The Fire Department would appreciate your consideration of this matter. I I MEMORANDUM DATE: March 26, 1996 TO: Fire Department FROM: Deborah Parrack SUBJECT: 1996 Audit Response We have received the response back from CIRSA. There are a few items that need to be addressed from your department. 1. Designating a fire department safety officer: It is not listed in the Constitution & By Laws who is designated as your safety officer. 2. Providing rescue training from confined spaces and trenches: We did not see any schedule as to when rescue training will be performed. A copy of the training sheets need to be forwarded to CIRSA. 3. Inspecting and maintaining fire apparatus: It is listed on the attached undated letter, but it might be good to include in your Standard Operating Procedures under the TRUCKS paragraph 6 section. If you use a checklist a copy needs to be forwarded to CIRSA. 4. Providing protective clothing per NFPA guidelines: It is listed on the attached undated letter, but it might be good to include in your Standard Operating Procedures under the PROTECTIVE EQUIPMENT section. We would like to submit to CIRSA any of the above that can be completed by May 4th. The items that are updated by this date will forward to CIRSA upon their completion even if it is later in the year. Thank you for all of your help. Estes Park Volunteer Flre Department requires all firefighters to certify : Fire Fighter I by the end of their first year of service. This certification is through the Division of Fire Safety, State of Colorado. All merrbers are requind to certify cn all trucks on an annual basis. We have 4 State Certified Driver/Operators by the State of Colorado. Therefore, we meet or exceed N.F.P.A. 1002. The Department requires all persons to wear seat belts, and no one is allcmed to ride without the same, and only in approved seats. Olm existing equipment meets requirements and as it is replaced, enclosed cabs and rider conpartments will be required. All maintainence is done by the Town Fleet Management. Weekly inspections are dane on all trucks and records are available for inspection. All personnel are issued full protective equipment and are required to wear the same in any emergency. Equipment: Bunker coat and pants, boots, helmet, Nomex hoc>ds and gloves. Meets or exceeds N.F.P.A. Standards. Clothing is inspected twice a year, and repaired or replaced as needed. All SCBA's are inspected by Western- Fire yearly, and repaired or replaced. PASS are used at all fires, as well as safety lines. We meet or exceed N.F.P.A. Standards.

P 0 Box 1287 Estes Park CO 80517 Dear Chief Repola: On May 12, 1996, Trooper Dan Hubach was -involved in a pursuit with a vehicle that was speeding westbound on Colorado 34 and then went west on Drake Road. During the course of the pursuit, your officers were able to come down out of Estes Park and set up a pursuit termination point with their Stop Sticks, just west of Glenhaven. Because of the e-fficient manner in which your officers set up this pursuit termination, and through the effective use of their equipment, this pursuit was terminated without any injuries or damage.
