MEMORANDUM TO: Chief Racine FROM: Gail Matus·z"h~~ DATE: January 16, 1995 **************************************** Request for Authorization to Spend Police Commuications: Capital Item - Radio Upgrade $50,000 Vendor: Motorola Terms: 15% with initial order This is a multi-faceted upgrade which incorporates changes in the hardware and software used for base station operations of our radio and paging systems. It transfers basic operations from LED pushbutton controls to PC monitors which are mouse driven. Many changes which used to require a Program Engineer will now be able to be accomplished by our own personnel. This capability will allow us to make immediate changes to individual and group pages as they occur. The new upgrades will also allow us to incorporate updated officer safety features in the future. For example, if in trouble, the officer would be able to push a button located on his portable radio which will immediately transmit his location and an alert tone to the base station. Assistance can be dispatched without any voice contact by the officer needing assistance. The current cabinetry will also be replaced to incorporate the CAD equipment and call box and surveillance monitors as well as other equipment and devices which have been added to our Center over the past eight years. Planned concurrently with this project will be the installation of a UPS system which will alleviate the current overload on the Municipal Building's electrical system by providing a 30-60 minute back-up on our radio and computer equipment before switching to the Town's generator system. The new UPS system will also eliminate the power surges which have caused our systems to fail several times during the past year due to breaks in the power supply. Upon approval, this project is targetted for completion during the first quarter of 1995. /.7 , • r estes park victim assistance program memorandum Date: January 16, 1994 To: Public Safety Committee From: Lisbie Goelz Subject: Purchase of Victim Assistance Computer The purpose of this memo is to ask the Public Safety Committee to okay the purchase of a computer for the Victim Assistance Program. There is available from one of the two grants which funds this program the sum of $2,216 which can be used for this purpose. The receipt of this money is assured by the contract through which it was awarded to DAIP. However, because the money will come in monthly, I am asking the Town to pay for the computer up front, and then pay itself back. I have obtained three quotes for this computer. They are roughly comparable in specs and price, but I would like to go with Compatible Computer because 1) it is the lowest quote; 2) it is a local firm (Allenspark); 3) I have dealt with this firm frequently and very satisfactorily in the past and present; 4) there would be no shipping/set up costs; 5) the technical support would be very good. As you see from scanning the quotes, and in particular, the Compatible Computer quote, there is a difference of roughly $200 between the amount of the grant and the quote. I am sure that between now and the end of the year I will be able to obtain a donation in that amount so the Town will not be out any money (although the Town will own this computer system and it will be kept in the Victim Assistance office). Failing any such donation, I pledge to make up the amount myself. As this matter had already gone through Municipal Court, further action regarding the initial complaint would, in the opinion of the Town Attorney, constitute double jeopardy. Therefore, we cannot pursue the matter further unless there is a future incident. Our Animal Control Officer has been informed to monitor this situation closely and Susan Crabbs, with the Social Services Child Protection Team, has been advised that there is a potential danger to the children living at this address from the animals also housed there. White DATE: December 14, 1994 RE: Letter dated December 2, 1994 I have reviewed the letter dated December 2, 1994 from Doris R. Frumess to Mr. Steve Gillette with regard to a dog located at the Andrews residence at 278 Virginia Drive. Also, I have reviewed copies of the Municipal Court docket sheet and applicable Town ordinances. Based upon the above documents, I have the following opinion regarding options available to the Town. 1. On August 30, 1994, a Municipal Court violation was issued to Robert Mark Andrews for a violation of Section 7.12.090 of the Municipal Code. This ticket was issued as a result of an incident on August 29, 1994. On September 21, 1994, this matter was heard in Municipal Court with Mr. Andrews paying the cost of confinement of the dog plus $15.00 in Court costs. There was no finding at this time in Municipal Court that the dog was a "vicious dog" and being declared a public nuisance. Since this matter has already been heard in Municipal Court, there is no further opportunity to prosecute a violation of Section 7.12.090 of the Municipal Code with regard to declaring the dog a "vicious dog" based upon the incident of August 29, 1994. In the event there is any further incident or indication that the dog is a "vicious dog" under the terms of Section 7-12-090 of the Municipal Code, the Police Department on its own investigation or following a citizen's complaint can issue a ticket if there are sufficient facts to support the issuance of said ticket. At that time, the Municipal Court could review the- question of whether the dog is a "vicious dog" and make appropriate findings. Since the dog appears to be confined and not a hazard to the public at large, the Town and the Police Department do not have the authority to destroy the dog without allowing the owner an opportunity to contest the finding of the dog as a "vicious dog". t-4. 9 Page 2 2. If the Town is concerned about the immediate welfare of any resident of the premises where the dog is currently confined, it is my suggestion that the Town staff contact the Department of Social Services of Larimer County and ask them to investigate whether or not the keeping of the dog on the premises constitutes a hazardous condition for the occupants of the premises.
