Of particular con- cern is the area where the Quik Stop parking lot adjoins this intersection. I've personally witnessed close calls on several occasions. We are concerned about the parking area in front of the "Quick Stop" grocery store on the bottom of High Drive. We feel that those parking spaces in front of the store should be eliminated before there is a serious accident there. We try to watch when making a right turn off Highway 36 at the stop light but people from out of town do not always watch that corner at the store. I have never been close to being involved in an accident there because I watch but have seen people who have had near misses. George Hix Estes Park, CO 80517 Town of Estes Park POB 1200 Es~es Park, CO 80517 Dear Sirs: Just a few minutes ago, as I was returning to my home on Columbine Road, off of High Drive, I had the perfect opportunity to observe first hand the problem that exists at the intersection of Highway 36 and High Drive directly in front of the Quick Stop Store. As I was coming onto High Drive, a small stationwagon was backing out of the parking space directly in front of the store. The driver saw me coming with my signal on indicating that I was about to make a right turn onto High Drive. He proceeded to back out of the parking space onto High Drive and ended up facing me directly in the incorrect lane, the lane that contained the oncoming traffic--mainly me! I came to a complete stop and had to wait until he could determine that he was in the wrong place at the wrong time at which time he cut across all the traffic against a red light and sped off into the night. I wish I could say that this was an isolated incident but I am sorry, I cannot. The situation I just described happens on a regular basis, usually several times a day. And it doesn't happen just to me. There are over 225 property owners in the High Drive Subdivision, all of whom must enter and exit through that particular intersection of High Drive and Highway 36 each and every time they want to leave the subdivision, whether they live here year round or on a seasonal basis. The problems of the parking in front of the Quick Stop store are exacerbated in the heavy tourist season and were for many years limited to the summer months. But now that the store is operated on a year-round basis, the problem is now one that exists all year. With parking in front of the Quick Stop store as it now exists, the problem is more than that of just an inconvenience to those of us who must use that intersection. Granted, there is a level of irritation and frustration that we feel when we must once again slow completely down or even come to a complete stop to accommodate the innocent tourist who is unmindfully backing his car directly into on-coming traffic. It is even more than the many close calls that one sees on a regular basis. The near-misses are too numerous to tell about. It is an issue of public safety at the very least and I personally would hate to see a serious accident happen before any action is taken to remedy the situation. I support action by the Public Safety Committee to eliminate the parking spaces in the front of the Quick Stop store and that curb and gutter be placed along that portion of High Drive in the effort to secure the safety and welfare of each and every person who travels that route. Public Safety Committee City of Estes Park PO Box 1200 Estes Park, CO 80517 ATTN: Mr. George Hix Dear Mr. Hix: Reference: Quick Stop Grocery at Beaver Point As a resident of the High Drive area, I am challenged daily in my efforts to avoid a bad accident as I travel past the Quick Stop Grocery. When will some action be taken to insure the safety of everyone who has to travel past this area? Allowing parking in that small area in front of the store makes for an unsafe situation not only for residents of this area but also for the customers of the store. Just this morning as I was driving east on High Drive and arrived at the traffic light, a car backed out of that parking area on the south side of the store and into the intersection of Highway 36 and High Drive into traffic and then proceeded west. I had the green light, but had to stop as this vehicle backed in front of me. Monday, August 23rd, as I was returning home and was on Mary's Lake Road and crossing the intersection to High Drive, a large van backed out directly in front of me, and I had to brake suddenly and then sit in the middle of the intersection while the driver of the van completed his maneuver. Earlier this month as I was coming from town and turning right onto High Drive, I encountered a large beverage truck parked with the cab in the westbound lane of High Drive. As I tried to proceed around the truck into the eastbound lane, another vehicle turned out in the eastbound lane from behind the truck. I could go on and on recounting experiences of near misses. We, too, have observed the parking and traffic problems at the Beaver Point intersection in front of the Quick Shop Grocery. We often approach the stop light from the south on Mary's Lake Road. When turning left on green onto the High Drive, we frequently see autos parked in front of the store back into the driving lane. This causes us to stop, occasionally honk to warn the other driver, and blocks the driving lanes of Moraine Avenue and the High Drive. So far we have fortunately avoided a property damage collision. Truckers, many operating 18-wheelers, will often unload supplies to the store by backing their rigs perpendicular to the High Drive, thereby blocking completely all driving lanes and creating a terrible traffic hazard. Drivers get impatient and blindly pull out around the trucks onto Moraine Avenue, which, of course, carries heavy traffic in the summer months. The situation can be eased by the simple expedient of banning all parking in front of the store and requiring customers to park on the west side, where there is ample space. Access back to the High Drive would be facilitated by entering just west of the former pewter shop building. Even large trucks could easily unload from the west side of the store building. The Quick Shop Grocery is a fine business in the High Drive area and we think residents want it to remain. Its public relations would be greatly enhanced if the parking problem were corrected as proposed by the High Drive POA. We trust that your administration will give attention to this problem. The potential for accidents is created by cars that are permitted to park in front of the deli and and that must back out into the line of traffic in order to resume travel on the highways. I live three blocks from the high-risk corner up Columbine Road off of High Drive. Like all of us that live in the High Drive Property Owners Association area, I must pass by the corner whenever I leave or return to my home. Therefore, I am particularly concerned about my family and neighbors who must pass by the corner. Not only is the back-up of cars into the line of traffic a problem. The corner itself is an associated problem, because it is unusually hazardous due to the lay-out of the roads, particularly High Drive. To many of us making the turn off of Route 36 onto High Drive, we believe that the turn can be made even if the traffic light at the intersection is on red. Thus we proceed cautiously around the corner, independent of the color of the light, all the while watching the traffic on Route 36 and Mary's Lake Road and not the cars that are backing out in front of us from the deli. A male suspect, who was currently on probation and wanted for larceny in Michigan, made his way on foot down to Estes Park. Our park dispatch relayed descriptive suspect information to your department personnel, and Officer Repola began an investigation in an attempt to locate the suspect. By approximately 1800 hours that day, one of your seasonal officers, Kim Cockran, spotted an individual who apparently matched the suspect description walking in the Elkhorn/Moraine Avenue area. Within five minutes of this sighting, the suspect was in custody and in route to your holding facility. The willingness of your staff to lend us a hand in this case is greatly appreciated. Both individuals involved in this incident pled guilty to multiple charges, and are currently serving sentences in the Federal Detention Center in Littleton. He is now in extensive therapy and is doing well. The early help he received from the Estes medical team was a big factor in his favor. RE: Citizen appreciation Chief-- I would likd to make it known to you the appreciation of Ofc. Matuzak's services the eve of Monday August 30th. After conducting his investigation of a incident the previous night involving the son of Mark Holler (385 Parkview) operating a unlicensed motorized off-rode vehicle on the city roadway, Ofc. Matuzak contacted me at my place of business at approx. 6:15pm and informed me of his findings which was greatly appreciated. Unfortunately and unexpectedly, approx 20 minutes later, a irrate Mark Holler entered the business and infront of a customer from Grand Island, NE. began to wage a litany of· threats towards me from across the counter. Choosing not to engage in a verbal altercation, I instead called Police Hdqts. and requested Ofc. Matusak to be dispatched to deal with the disturbance. Ofc. Matusak and an unknown Sgt. responded im- mediatedly and addressed the situation professionally and expediently while the surprized customer stood by~s a witness to the entire incident. Fortunately no additional tourist were exposed to this behavior. In closing, I which to reiterate my appreciation to Ofc.
