As stated earlier the Light Parade & Judging is a special contest for Rally attendees to show off their motorcycles with their lights. The contest involves circling Bond Park clockwise in the early evening with a staging area in the municipal parking lot directly behind the Town building. (note - This is not a replacement of the Friday Parade thru town) Special requests are: 1. That there be no parking on the west side of MacGregor Ave. next to Bond Park so that there can be open public viewing of the motorcycles and also a place for the contestants to pull over and/or park during the judging. 2. Assistance in traffic control during the Light Parade Show. 3. Parking and staging area for the event in the municipal parking lot directly behind the Town building. In no way is there any request for barricading any street or access to the Fire Department or Police Department. Thus any need for use during an emergency will be open and stop the event for the duration needed. June 28, 1993 Dear Chief Racine It is with a mixture of excitement and sadness that I write this letter tending my intention to retire from the Estes Park Police Department. I am giving a 30 day notice of this intention which would make my last day of employment July 28, 1993. My family and I will be relocating to Minnesota to begin our new lives on a Hobby Farm just north west of Fergus Fall. We also have plans of starting our own business in Electronics. As I stated, it is with sadness that I am ending my career as a Police Officer. Having worked for the Town of Estes Park since April of 1979, I have been witness to many changes. One of the better changes for me was the opportunity to work closely and learn many things from you. While many of the things that I learned were police related, just as many were in self development 'and I credit you with this. I would like to talk about the particulars of my retirement with you at your convenience. Until then I wish to express my appreciation to you, and the Town of Estes Park, for allowing me the opportunity to serve you and the People of Estes Park. AN ORDINANCE AMENDING SECTION 9.18.040 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK AS IT PERTAINS TO BICYCLES WHEREAS, the Board of Trustees of the Town of Estes Park has determined that it is necessary to amend Section 9.18.040 of the Municipal Code of the Town of Estes Park. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO. Section 1. Section 9.18.040 is hereby amended as follows: 9.18.040 Reatrictions on Bicycles. It i5 unlawful for any person to operate a bicycle -upon any portion of Riverside Plaza and the portion of the Riverwalk from Barlow Plaza to its intersection with East Riverside Drive. A bicycle may be operated on any *other public street, alley, parking lot, riverwalk or designated bike path. Section 2. The adoption Of this Ordinance is hereby declared an emergency in order to immediately control the Uae of bicycles on public property, and WHEREAS, it is the opinion of the Board of Trustees that an emergency exists and this Ordinance shall take effect and be enforced immediately after its passage, adoption and signature of the Mayor. Estelle was capable, efficient, courteous and cheerful. I was impressed with her professionalism and am delighted to have had the opportunity to see firsthand the efficiency of our police dispatch. Box 1421 j Estes Park, CO 80517-1421 June 8, 1993 Dear Chief Racine: The ordinance that makes it illegal for bicyclists to ride through parking lots completely undermines the effort that the city is making to encourage local workers and local citizens to use alternate transportation to come into town and use parking that is farther away from town. The conditions in this town are far from ideal and quite unsafe for the bicyclist in the first place. Why alienate bicyclists further? Making it illegal to ride a bicycle throughout public parking lots punishes those who have done nothing wrong. Bicycles are subject to the same laws as cars, rarely are bicycles are given tickets for moving violations in parking lots. This new ordinance is unnecessary when there are already laws that cover bicycles in parking lots that are not enacted by the law enforcement personnel in Estes Park. My suggestion to the town Police is to enforce previously existing laws. My point is that people who are trying to help relieve parking and traffic congestion problems are being punished for the irresponsible actions of a few people. Persons who ride their bicycles to town take a significantly longer time to get through and around town to do their errands and get to work than those who drive. This ordinance will either deter people from riding bicycles to get to town or it will encourage civil disobedience. With the enactment of this ordinance, trips will take even longer because the bicycle rider will have to walk her or his bicycle through public parking lots, increasing the amount of time spent on doing errands or getting to work. The ordinance will encourage civil disobedience because many of us will not stand for being patronized and treated like children who are not capable of being law abiding citizens. I hope others will continue to ride bicycles through the parking lots and streets of this town as I will do to protest this silly ordinance. This ordinance seems to be aimed either at the few irresponsible citizens or at trying to make those who do not drive cars very well (and should not be driving at all) feel more comfortable. There is a definite double standard at work in this town. We are encouraged to leave our cars far from town so that the tourists can have the close parking spaces. Yet we are provided with few decent alternatives. Now, even bicycle riding is being made less feasible. The Trolley was one of the alternatives we were presented with. It did not start out early enough for many of us to get to work and did not go late enough for others of us to get home nor did it come anywhere near many of our homes. We have a few walking paths. Some of us live far enough from town that walking is not an alternative. Who wants to spend two hours a day commuting? For me and many others, bicycle riding is the perlect alternative. We can get to and from town at any time of the day or night, we can stop at the stores around town without being completely inconvenienced, we can ride our bicycles more places than we can walk and we can ride our bicycles faster than we can walk. This town needs to encourage bicycling to create a solution to our traffic and especially parking problems. All the Mayor and Trustees are doing is alienating those who are trying to make a difference in those problems. Filsinger Assisting Ill Parties On June 9, 1993 at approximately 1753 hours, Lt. Filsinger was sent to Lt. Emerine's residence on a report that young members of Emerine's household were "sick with the flu" and needed assistance. Lt. Emerine and his wife were out of town at the time. When Lt. Filsinger arrived, he immediately recognized the symp- toms as possible carbon monoxide poisoning. He transported the three subjects to Estes Park Medical Center, and called for the fire department to respond to check the residence for leaking gas. Because of his quick thinking, the family did not suffer a severe poisoning and they were released from the hospital shortly after being taken there. Lt. Filsinger then arranged for the family to stay in a local lodge until their home is made safe again. He also bought food and diapers for the baby. I want to convey to you my esteem for Lt. Filsinger's actions in this matter. I am not certain I would have recognized the symp- toms as anything more than "the flu". I'm sure you will agree that Lt. Filsinger possibly prevented three deaths. This turned out to be a long ordeal which involved many agencies. I wish to take this time to express my gratitude for the assistance rendered by members of your department. The cooperation of your officers was a true benefit to the operation. In particular, Officer Corey Pass rendered valuable assistance by imparting his knowledge about the area (as he has hiked there many times), establishing and maintaining direct contact with the victim in a very confined area, and his willingness to remain at the scene after his shift had ended. He recognized the importance of maintaining rapport with the victim and was a great comfort to the young man. Other assisting officers were Sgt. Gary Fox and Det. Bob Cazan. Though I did not have direct contact with them, or others who may have contributed to the operation, I know they remained at the scene for some time and assisted in many ways. The teamwork and cooperative nature of your agency is to be commended. I thank you again for their assistance. ' June 23, 1993 Officer Corey Pass Estes Park Police Department Estes Park, CO 80517 Dear Officer Pass On Saturday June 19, 1993, at 2314 hours, Dispatch advised Estes Units that the Ambulance is in route to the Otherside Restaurant on a report of a male subject having problems breathing. You took the initiative to respond to assist the Ambulance. While in route ., v W IT All learned the subject had stopped breathing and was nonresponsive. You arrived on scene five to six minutes before the Ambulance and started to perform CPR on the subject. It was later said by a Doctor in the Emergency room that CPR was performed correctlv and in a timely manor which consequently saved the victims life. I feel you are to be commended for your quick thinking and response to a very stressful situation. Your training as a CPR Instructor became a critical factor in saving a life. After the end of his shift, Officer Schumaker volunteered to hike up the mountain in the dark to attempt to locate the two boys. Along with Lt. Filsinger, they hiked up the dark mountain and 2 hours and 17 minutes later, the two lost boys were located. I would like to commend Officer Schumaker for his willingness to go the extra mile. Both the driver and the passenger sustained serious injuries. Officer Culloo adminis- tered first aid to the driver and then assisted the ambulance crew while they stabilized both patients.
