Box 1200 Estes Park, CO 80517 Dear Chief Racine:_ The Estes Park Police Department is asked to provide two officers to coordinate traffic for the 14th Annual Frost Giant Footrace to be held Sunday, January 24, 1993 ... one officer to be responsible for coordinating traffic at the starting line in front of the Municipal Building on MacGregor Avenue, and one officer to coordinate traffic at the MacGregor Avenue and Highway 34 Bypass junction for both the 5K and 10K, and this same officer to coordinate traffic at Virginia Drive and Highway 34 Bypass for the 10K. The Estes Alpine Runners will provide race marshals at the Park Lane/Virginia Drive junction, Virginia Drive/Virginia Lane junction, Virginia Drive/Highway 34 Bypass junction, at the one-mile point, two marshals at the Big Horn Drive/MacGregor Avenue junction and two marshals at the entrance to MacGregor Ranch, as well as throughout the race route within MacGregor Ranch. Qualified medical personnel will also be stationed along the race routes. In the past, the 100 block of MacGregor Avenue between Elkhorn Avenue and Park Lane has been coned-off to allow runners and race officials space at the start/finish line. We request that this area be coned- off between 10:30 A.M. and 1:30 P.M., excluding the Fire Department. Rick Zuba, Estes Alpine Runners, is the race course contact person and coordinates with officers on race day. Racine DATE: January 18, 1993 RE: Permission to Open Bid This is a request to go out to bid for a new phone system. There is some urgency to this project as E-911 (Enhanced -911) is scheduled to go live in June of this year, and the old system is not compatible with the new technology. Greg Sievers is the Project Coordinator for this acquisition. He will be assisted with input from other key people having direct usage of our phones. There have recently been mEMy-ekohal....- problems in Estes Park. Because so many teens are bored in Estes Park, they often resort to alcohol. This town needs a place for bored teens to go as a first step in reducing these alcohol tragedies. Not only would a place for teens to go hang out be appreciated by local teens but by visiting teens as well. There are a lot of things for adults to do here, but there is nothing here geared towards teens. For example, many adults can go the local bars or to their Saturday night bowling games. As for visiting adults, they are easily amused by shopping, going on nature hikes, participating in tours, and just looking at the scenery. If they have teenagers, all the teens can do is just tag-a-long and be bored. A typical Friday or Saturday night for teens consists of cruising town, hanging around the bowling alley, and hanging out in the Taco Bell and McDonalds parking lot. It's not exactly what you'd call fun. If it's this boring for us, imagine what it's like for visiting teens. I've met many teens downtown visiting here and all they ever say is, "What's there to do here?" Of course all I can say is, "This is it, hanging around downtown." Estes Park would be a more enjoyable place to visit if teens had something to do. Because there is nothing for teens to do in this town, there are alcohol problems. Many teens know how a Friday or Saturday night can liven up quickly with some alcohol. For example, "Gertrude" and a couple of her friends were bored and decided to get some hard alcohol to entertain themselves. As a result, "Gertrude" had to get her stomach pumped and almost died. This incident not only shook everyone up, but it also caused them a lot of trouble. Another person who drank too much alcohol at a party is "Betsy." She had to go to the hospital also and get her stomach pumped. The most recent tragedy with alcohol was this summer. "Randy, " who was obviously bored, drank too much vodka at a local summer event. He was flown in a helicopter to a hospital and had a near fatal experience. All these tragedies are partially due to the lack of things to do in this town. To help stop these drinking incidents from occurring, a nice dance club would be appreciated by most teens. In the past, people have tried to put together dance clubs for teens. For example, there was "Peaches" a few years ago. A possible reason that "Peaches" did not survive was because it was so small and trashy looking. We need a bigger building that is nicely decorated. A building with a nice bar serving snacks and refreshments would be appreciated. I will most likely be gone by the time the town decides to build a place for teens to go; although, it would be good for the new teens ehtering middle school and high school. More and more kids are learning at a young age about drugs and alcohol. A place to go just might help these kids find something else to do, besides doing drugs and drinking alcohol. Box 3106 Estes Park, CO Dear Ms. Attwood, Your letter to Mayor Dannels has been referred to me as many of the problems you describe eventually result in police involvement. Being a parent as well as a police officer of some experience, I have some observations I would like to share with you. I have seen the progression of events following the establishment of two very well financed and organized teen clubs. Initially, response was good and teens attended. Before long the group that uses alcohol/drugs infiltrated the club making stronger supervision necessary. This increased supervision, either by parents or police soon made the club not a "cool" place to be and i peer pressure was exerted and attendance drops off and the club failed. In other words, in my experience, the establisment of teen clubs is not the answer. I do believe that periodic events, dances, etc., are a very good way to alleviate the boredom of some of our kids. Both service clubs and our Recreation district are working on these. I would suggest that you do whatever you can to support these efforts. Specifically, the alcohol problem is one of supply and demand. The supply end is accomplished through illegal buys, older piers and unfortunately sometimes parents supply alcohol for their teens. We try to police these activities and do make arrests whenever we have the evidence to do so. Each of the events you describe is one of a teen surrendering to peer pressure. Each of these children thought that by intaking large amounts of alcohol they would make themselves more acceptable to the group. Parents, police, educators are responsible for exposing the foolishness of this line of thinking. We need to support the educational efforts along these lines in the community by supporting P:A.C.K. and D.A.R.E. programs. Politically, we need to work on our legislators to raise the age of people allowed in places where alcohol is served and to strengthen present alcohol laws. In short, the provision of activities is much too limitied an approach. Only a wider effort of all of us to eliminate the demand will, I believe, be active. I know you wrote this letter out of concern and love for our young people. Please continue to be concerned (We Are!) and get involved in P.A.C.K. or some other group dedicated to the elimination of the alcohol problems among teens. Sincerely, ,&=725, 1 .n/\h - David J.
