To the Chief of Police, This is tq let you know that Officer Kufeld handled himself in a very professional matter the other day, when I called for a officer to come to my home. I reported to the Police Department about a go-kart that was running around on the city streets in the vic of Grand Estates Dr. Officer Kufeld came to my home and I showed him from our deck where the go-kart was at. He left and went to the home of the driver and had a nice talk with the mother of the driver and told her what the boy had been doing and where he had been riding the go-kart. He then came back to my home and told me what he had done and what was said to the mother. I feel this was a very good way to handle the situation. I very much appreciated him coming back and telling me how the matter was handled. You should be proud of this officer for the way he handled the situation and in a professional matter. Box 1287 Estes Park, CO 80517 Dear Chief Racine: This letter is to express our gratitude for the help your summer officers in town gave us last Tuesday, July 28 while several of our park rangers were responding to the MacGregor Ranch for a rescue. As you may be aware, a fifteen year-old boy fell in the Twin Owls area sustaining serious injury. It was necessary for our rescue team members to respond rapidly to the scene as the boy's medical condition was deteriorating rapidly. i Because traffic was very heavy in town that day, the Incident Commander for this rescue had our park dispatch call your dispatch to advise that several park vehicles were coming through town in emergency response mode. According to the drivers of those vehicles, the summer officers already had traffic stopped and pulled out of the way to help expedite the safe passage of the emergency vehicles through the already congested downtown area. The help your summer officers provided our rescue team members in traveling safely through town to reach the MacGregor Ranch is greatly appreciated. Their demonstrated concern for the safety of the general .public, our employees, and a safe and quick response to such an emergency scene is highly commendable. ESTES PARK VICTIM ASSISTANCE PROGRAM Report to the Public Safety Committee June 18, 1992 OVERVIEW: The Estes Park Victim Assistance Program assists victims of domestic violence as well as of other crimes and serious accidents in the Estes Park community. Advocates, who are on duty 24 hours a day, 365 days a year, provide crisis intervention, peer counseling and follow-up services (community referrals, assistance with the criminal justice system, victims' compensation information, etc.) both at the time of an incident as well as afterwards. Officers' time can then be expended on other matters which only they can handle. Outreach and assistance to victims of accidents was initiated last year and is utilized especially by the Estes' Park Medical Center. To date it has been comprised mainly of providing emergency transportation to accident victims who need to retrieve their cars or to go from the hospital to home or local motel. We have an excellent rapport with the Estes Park Medical Center in this regard. Advocates are also called to the police department to attend children until Social Services can respond. Police personnel are aware of our services to victims of other crimes and have said that when appropriate they would ask us to respond. To date, however, no advocates have been called to provide emotional support and/or information to victims of burglaries or similar crimes. This is done in many other cities, with Advocates responding to the scene after appropriate training, and I would hope our department could grow in that area in the future. NEW PROGRAMS: (STATUS) 1 My last report mentioned attempts to develop on-going programs dealing with dating violence/date rape/teen abuse at the middle and high school levels. The counselors seem interested, but time constraints are creating difficulties. As we know that domestic violence affects these children, whether it is their parents or themselves who engage in it, I want to pursue this issue. 1 Pro bono legal assistance for victims of domestic violence, offered by attorney Clark Spalsbury, continues to be available. 1 The support group for present and past victims of abuse, initiated last December, continues to meet weekly at the library with an average of five women present each session. Its goal is to educate women about domestic violence, to provide support to them, and to help them find other ways of relating to their partners in the future. The basic format for this group is the H.E.A.R.T. program (Help End Abuse Relationship Tendencies), developed at the University of Texas, based on well-known twelve- step self help programs, 1 . 4 1 Groups for batterers still are not meeting in Estes Park, despite diligent efforts in this area. I will continue to communicate with Barry Feldman of Options (based in Ft. Collins) regarding this issue. TRAINING: In the past few months, four new advocates have received approximately 30 hours of training. All advocates meet monthly for scheduling and case discussion, and training is on-going at these meetings. The last two meetings dealt with sexual assault crisis intervention, and the training at the June meeting will concern AIDS. The new police officers have received an informal orientation to our program. COMMUNITY EDUCATION: The Director has spoken several times on KRKI, has provided educational material to the Trail, and continues to speak to various community groups on the subject of domestic violence._ Informational pamphlets produced by our Program have been widely distributed throughout Estes Park and are handed to every victim we make contact with. We have had. excellent feedback on these materials. COVA CONFERENCE: As reported to this committee in January, the 1992 Colorado Organizationof Victim Assistance will be held in Estes Park at the Conference Center on October 14, 15, and 16. Last year there were g) 400 attendees from programs like ours, shelters, and law enforcement ,13' ~ from all over the state. This year over 500 are expected. This is a ~~~j full-fledged conference with a well-known keynote speaker, five or six different "tracks" within the area of victim assistance, and up to ten individual workshops within each of those "tracks." I am a member of the committee which is planning this event, with the specific responsibility of chai rmanship of the Evaluations Subcommittee. I am also assisting the chairman of the Silent Auction committee. I would like to see our(621~Jkolunteer advocates be able to attend this conference, because I bi-eve strongly that volunteers should be given the chance to grow in their work, and that this is especially important in a field like ours, where they are truly paraprofessionals. The registration fee is $100, and of course, in this instance, there would be no transportation or lodging expenses. STAFFING: Throughout 1991 the Victim Assistance Program was staffed by the Director and six Advocates. In early 1992 we made some changes and now have seven paraprofessionals in the program. We also have several former Advocates who can fill in as required. STATISTICS FOR JANUARY/MAY. INCLUSIVE: Domestic Violence calls: 56 Average 11.2/month [Note that of this number, all were local residents except 1] Arrests: 15 Average 3/month 2 I. Direct Service Hours: 138.5 Average 27.7/month One reason for the increase in direct service hours is the addition of the Support Group which is facilitated by the director and an advocate, and which accounts for approximately 12 hours per month. STATISTICS FOR 1991: Domestic Violence Calls: 117 Average 9.75/month Victim Assistance Calls: 9 Arrests: 29 Average 2.4/month Direct Service Hours: 248 Average 20.6/month I am contacted by the Advocate after each victim contact and maintain weekly, monthly and yearly records for myself and for DAIP. FUNDING: Director's stipend: This was entirely funded by the VALE Board, through the Larimer County Domestic Abuse Intervention Project, which applies for funds on our behalf. DAIP's request for the Estes Park Director for the first half of 1992 was $4500; $3936 was allocated, a deficit of $1464. The Town administers the VALE grants, deducting from them all FICA, federal and state withholding. The Director's take-home pay for 1991 was $7837.51 covering approximately 25-30 hours per week. VALE is experiencing more requests for money and at the same time, has fewer funds to disburse due to the present economic situation. Judges are ordering more community service and jail time instead of fines and this directly affects our program. We would hope that as Estes Park grows, this community service arm of the Police Department would also grow and that funding would be provided by the Town, especially as VALE funding continues to shrink. Most I municipalities now provide some sort of victim services through their police departments. OTHER EXPENSES: In 1991 the Police Department contributed approximately $1000 to the Victim Assistance Program, covering office supplies, long distance telephone calls, mileage, training materials, copying, and conference attendance for the Director. This was augmented by $500 from the VALE grant, mentioned above. However, I am happy to report now that when other moves were made at the Police Department this spring, Chief Racine provided the Victim Assistance Program with office space i n the former Squad Room. Advocates pai nted and cl eaned thi s room, and carpeting was donated by Carl and Duane Sanders. Except for a desk and chair, all other furniture and equipment was donated. We are very pleased that we now have a comfortable, attractive place in which to interview and counsel victims of domestic violence. This office is also used by police personnel for interviews. SUMMARY: Now in its fourth year of operation, the Estes Park Victim Assistance Program is well-established. Liaison with the Police Department appears to be excellent and the program as a whole, as well as individual advocates, are often commended by officers for their efforts. Town residents, as well as tourists, appear to be aware of the program and more and more are utilizing its services. The Estes Park Medical Center personnel are also cognizant of our services, both for victims of domestic violence and for accident victims as well.
