We would like to have a section of Brodie Avenue closed for about an hour to- get the race safely started. The race will start on -Brodie Avenue and travel east to the entrance of the Park School District Administration property. We blocked off Brodie at the intersection of Brodie and Community Drive last year and also just east of the school district entrance. We used school buses to block traffic which was very effective. I hope that you will allow us to do so again this year. The date of the event is.Wednesday, May 13 - n We would close the road between 9:45 and 10:45 or until all grades have started the race and are safely on the school district property. Last year it took about a half hour. Please let us:know you decision as soon as possible so we can start planning our race. THEREFORE, IT IS AGREED THAT: 1. The recital paragraphs above are incorporated in this Agreement. All requests for assistance shall be made through the best available communications channel and authorized by the fire chief or agency equivalent or someone exercising their authority. 2. Upon proper request for mutual id, the responding party will dispatch any available resource requested and personnel to a designated staging area within the requesting party's jurisdiction. 3. No party to this Agreement for mutual aid is under any obligation to respond to a call from another of the parties when conditions exist which would prevent response because of priority responsibility in its own jurisdiction, and no party shall be required to deplete unreasonable its own resources, facilities and services in furnishing such mutual-aid. 4. Any dispatch of equipment and personnel pursuant to this Agreement is subject to the following conditions: a. Any request for mutual aid hereunder shall include a statement of the amount and type of personnel requested and shall specify the staging area to which the equipment and personnel shall respond. The amount and type of equipment and number of personnel to be furnished shall be determined by a representative of the responding agency. b. The FespAding agency should provide the requesting agency with all information available concerning resources being provided including numbers and type of equipment and personnel responding, estimated time of arrival to staging area and the name of the agency representative in charge of responding resources. l - c. The responding agency shall report to the assigned staging area and check in with the staging area manager or requesting agency representative in charge. The responding agency resources that are assigned shall be under the immediate command of the responding agency representative. Such responding agency representative shall be under the direct supervision of the requesting fire chief or the sheriff, or the person exercising the functions thereof. In multi-jurisdictional incidents where such direction and control may be assumed by an agency not party to this agreement, said direction and control can not be transferred without the approval of the requesting fire chief or the sheriff or the person exercising the functions thereof and the agency representative having immediate command of the responding resources. Terms and extent of said direction and control will be negotiated before mutual aid resources are assigned to any agency assuming command of the incident. 5. Claims for reimbursement shall be negotiated between the agencies involved in mutual aid. Nothing in this Agreement shall be construed to obligate any agency to reimburse another for mutual aid activities. In multi-jurisdictional incidents where an agency not party to this Agreement has assumed direction and control of mutual aid resources reimbursement may be negotiated between the agency assuming said direction and control and mutual aid resources 8 hours after the initial mutual aid request was initiated by the requesting agency. 6. ESTES PARK POLICE DEPARTMENT January 24, 1992 The following is a statistical comparison regarding juveniles detained at the Estes Park Police Department in the years 1990 and 1991. In 1990 there was a total of 47 juveniles detained and in 1991 the total was 56 juveniles detained. The list of offenses indicate the various reasons the juveniles were brought into the PD, but do not necessarily indicate that charges were filed against them. Some juveniles were detained on more than one offense. The summer officers were courteous and helpful to the pedestrians crossing at that point. We had a number of people comment to us about the service. Those who had tried to use that walkway in the past when there was no assistance seemed to be particularly pleased. I hope your planning for 1992 includes a similar program. I know there has been discussion of a pedestrian operated walk light, and from an ongoing economic standpoint it would probably make sense.
