November 1, 1991 TO: 'Fire-y Friends' of The Volunteer Fire Department of Estes Park FROM: 'Fire-y Friends' of The Volunteer Fire Department of Estes Park If the Volunteer Fire Department does not acquire an aerial fire truck in the next four months, service to residents and businesses will not be assured and insurance rates will go up and up, again. We now have a rating of "6". That rating is probably going to be a "9" without the needed equipment. We do not want to be an Oakland California! Why are we in this situation? Repair of the 1947 LaFrance -- not feasible; Retrofit existing 1983 Spartan General Pumper with an aerial application-- approximate cost $115,000--would call for a total redesign and the truck would be out of service for six months; Purchase a used aerial fire truck--a used fire truck would cost approximately $300,000. FOR ASSURANCE AND INSURANCE PURPOSES the Volunteer Fire Department needs to have an aerial fire truck! Chief Jack Rumley and other department members have studied the situation for more than six months. The type of aerial truck needed will cost about $400,000. The Town will allocate funds up to 75% of the $400,000 cost. As a "Fire-y Friend" - will you please become a much needed 'Financial Friend'? From Frontier Adjusters (over 20 years of experience in fire claims), Howard Williams: ... I have seen time and time again the differences between well equipped, well led fire responses and the results when equipment is inadequate or unavailable. ... In a community the size of Estes Park a ladder truck with at least a three to four story capacity and snorkel is as necessary as hoses. ... The capacity to move men on and off of an involved structure quickly and safely speaks for itself. Most departments do not have the equipment to attain access to much more than two stories without a ladder or lift type unit. ... Without the capacity to put water onto a fire from above, particularly on commercial and flat roofed structures, the risk of more extensive structural damages cannot be overlooked. ... I know from experience how costly fires can be to small communities. I hope that this will not be another situation where the acts are taken in haste to be repented at leisure. ILLUSTRATION OF HOMEOWNERS RATE - 4 FROM CLASS 6 TO CLASS 9 - ANNUAL . $100,000 Coverage ISO ISO DIFFERENCE COMPANY CLASS 6* CLASS 9* (ANNUALLY) 1 $317.00 $530.00 $213.00 2 265.00 414.00 149.00 3 366.00 604.00 238.00 4 201.00 308.00 107.00 5 232.00 324.00 92.00 6 227.00 386.00 159.00 7 217.00 422.00 205.00 The conclusion is that the average increase for these seven companies would be approximately $166.00 per household annually. The commercial rates for a protection class 9 would also be substantially higher and the availability of companies would decrease. Estes Park Romance j the Rockies Association November 19,1991 To: Members of the Safety Committee, Town of Estes Park The Estes Park Romance of the Rockies Association in conjunction with the SRecial Events committee requests permission to have *rse-drawn bay rides )following a circular route in downtown Estes Park (including Elkhom Avenue) as part of our Valentine's weekend special events on Saturday through Monday,(F@Gruaryilt®3 (Insurance coverage of the hay rides, if occurring on Elkhorn Avenue would be the responsibility of the operator ' -and the Rolicy would be reviewed and approved by Bob Scott, Special Events Chairman.)( The route has not been determined for certain at this time but would be reviewed and approved by Police Chief, David Racine.3 The rides would be available to the public for a nominal fee. Last year the rides were operated by Aspen Lodge at a cost of $3 per ride. It will more than likely be the same this year. The main change from last year is that we would like the rides to be allowed to(travel throu@ downtown on Elkhopn Avenuejresulting in more exposure to the public. vWe realize that in oider to do this, the operator must bear the burden of insurance coverage rat~er than the Town of Estes Park 4 -' - 6=~. ~~ Thank you for your consideration. dk,-0 /52= Sincerely; 4.4a-,t*,·u, 8 Dianne Seybold , 1/.i-50.LUC11 d P.O.
