I . . t.£ .~44¥ 2 10-t' 3 r , f ( MEMORANDUM Estes Park, Colorado 80517 July 22, 1991 TO: Dave Racine FROM: Bill Linnane Ok SUBJECT: Park Ridge Apartments at 1250 Acacia Drive I have reviewed the request by the tenants of the apartments to have the "No Parking" signs removed from Acacia Drive in front of the apartment complex. The signs establish no parking on both the north and south sides of Acacia the entire length of the apartment building. I have the following comments: • The signs were installed at the request of the previous building manager so that people would not walk over the ditch and grassy area between the roadway and the front doors of the complex. If the ditch and grassy area is a concern, the owner should place flagstone walkways to move people from the roadway to the complex. No parking signs offer a less efficient alternative. • The no parking signs do free up space for snow removal operations. The new Street Superintendent thinks that enforcing no parking on both sides of the street is not required. He only needs one side of no parking to accommodate snow removal, and that is his recommendation. • There is more space on the north side of the roadway for parking if one set of signs is to be discontinued. My opinion is that the fewer signs throughout the town the better. Sign pollution can be annoying, as was discussed in much detail during the April meeting of the Public Works Committee. For the reasons mentioned above, I am recommending removal of the "No Parking" signs along the south side of Acacia, adjacent to the apartment complex. The "No Parking" signs along the north side of Acacia can remain in place. Box 1287 Estes Park, CO. 80517 Dear Chief Racine, Thank you for the letter concerning "rowdy behavior". We have never tolerated behavior of this nature, but as you know, it does happen on occasion. We offer our apologies for not reporting the incident immediately. It happened right as we were closing, and getting the injured party to seek medical assistance, seemed to take priority. You can be assured that any further incidents will be reported right away. We would also like to thank you for the warning for underage consumption. We have put on extra help this year just to try to catch the false identification cards. It seems that there are more than ever this year. We are concerned that an underage / person with a good fake ID, can cause the loss of our business, and the loss of our employee's jobs. We have three people checking ID's at the door on weekends. our bartenders, waitresses, and ourselves double, and triple check them if there is any doubt. We do not think it right, that we can lose our license, and business, when we are doing everything physically possible to operate within, the law. A minor using a forged identification card, is conspiring to, and breaking the law when attempting to purchase or consume an alcoholic beverage. Every time we check an ID, we are trying to prevent a crime from taking place, yet we are the ones prosecuted if we fail to detect the forgery. We at Lonigans are called on to make decisions about a persons level of intoxication without the benefit of blood tests or breathalizers. We are also told to be experts in forgery detection. We feel that we do a very good job in these areas, considering the level of expertise obviously required. While our efforts will continue to improve, we hope that the Estes Park Police Department realizes that we are not the only liquor license in this town, and that it seems to us, that we are being singled out for some reason. to be closed at a future date due to a list of violations that the E.P.P.D. is compiling. We hope that this is not the case, as we are making every effort to cooperate with your department. Dear Officer-Ko€ltiou]cos, I just wanted to write you a brief note thanking you for your consideration, in dealing with my mother. My brother Jack and I were in Esl:es Park at the end of May and we moved her back to Michigan where Jack can keep an eye on her and take care of ~ her. It' s my understanding that she has now been identified by her new physicians as a probable Alzheimer' s patient and her condition will be monitored for further deterioration. The move was hectic and I didn't get a chance to call you while 1 I was in town, however Jack did stop by the police station on Friday the 24th to thank everyone. I found the now infamous ~squash blossom~ necklace while we were packing up the apartment. As far as we can tell, and just as we suspected, none of her possessions are missing. Emerine DATE: June 28, 1991 On June 27, 1991, at approximately 5:00 p.m., a little girl fell into the river near the Islander Apartments. Town employee and Volunteer Fireman, Blaine Pierce, who was off duty at the time, was alerted to the situation when he heard the little girl' s brother screaming. Blaine inmediately radioed the police department. The little girl was carried approximately 80 yards down river before Blaine was able to reach and rescue her. The child was unconscious, blue, and not breathing when Blaine pulled her from the river. Blaine quickly performed C.P.R. on the little girl and was able to successfully resuscitate her. I would like to respectfully request that the Town publicly recognize Blaine for his quick thinking and bravery, which were solely responsible for preventing a tragedy. This type of incident not only reflects well on Blaine as an individual, but on the Town of Estes Park. it's employees, and our Volunteer Firemen as well. I would also like to add that the Town C.P.R. program, as well as the Fire Department's rescue training program, has played an important role in the education of it' s employees, and has most definitely proven to be worth the time and effort expended by both instructors and participants alike. On behalf of Chief Dave Racine and the employees of the Estes Park Police Department, we would like to express our sincere appreciation and gratitude to Blain for a job well done!
