Racine Date: February 16, 1988 Gentlemen: As you know there have been a great many complaints lodged concerning both the safety and congestion of the Post Office Parking Lot. As the attached report Will serve to illustrate, we have experienced a 400% increase in accidents reported on this lot since it was redone. I am aware of the need for, and the demand for, downtown parking. However, I feel that the Public Safety interests dictate some change prior to the influx of our summer population. I am, therefore, submitting two plans. The first being what I view as the ideal solution to the problem disregarding the parking problem, and the second which I consider to be an acceptable alternative plan which would eliminate a minimum of parking spaces and yet provide for safety in this area. Plan A: This calls for reinstituting a one way traffic loop in the parking lot and establishing diagonal parking for the entire lot. This would mean a loss of 17 parking spaces. Plan B: This calls for establishing a one way loop and diagonal parking for only two rows. These being the one nearest the Post Office and the row just East of that one. Page 2 I feel that the second plan is the more practical of the two alternatives as the diagonal parking will provide a much easier ingress and egress for the parking spaces in two rows for some of our residents who find it difficult to negotiate the diagonal parking. It would eliminate the two way traffic which deters the flow of traffic and causes congestion as people attempt to back out of the 90 degree parking spaces. As the designated Traffic Engineer for the Town of Estes Park, it is my recommendation that this committee accept this plan of action and make this in the form of a recommendation to the Public Works Committee. Thus signing and striping can be accomplished in May when this work would normally be done.
