MEMO 11/11/86 TO: CHIEF AULT FROM: HEIFNER SUBJECT: COMPUTER TERMINALS Reference our conversation on the Radio Shack terminals on sale. I called the Radio Shack Computer Center in Boulder and asked them who makes their terminals. I was informed that Wyse Technology Co. supplies their terminals. I then call the Altos Computer Co. home office in San Jose, California and asked them who makes their terminals. They replied that Wyse Technology Co. supplies their terminals. Wyse Technology is a major manufacturer of computer terminals and supplies many computer companies with terminals for their product line. They, of course, will produce the terminals in whatever color and with whatever label you want if you have sufficient quantities to order. It appears that there is no difference between the Altos terminal and the Radio Shack terminal except color and label. Jack Urban of the Radio Shack Computer Center in Boulder has agreed to loan us a terminal for a week for evaluation. If you wish to evaluate the terminal, let me know and I will be happy to get one. Respectfully, D. Heifner, Acting Sgt. I I MEMO 11/06/86 TO: CHIEF AULT FROM: HEIFNER SUBJECT: VEHICLES I have been studying our use of vehicles and would like to make comment on my findings. OBSERVATIONS We have a need to look at our practice of maintaining a constant number of vehicles each year and disposing of the surplus vehicles by trading them in on new vehicles or selling them outright. At present we have three (3) marked patrol cars and two (2) unmarked units available to department personnel. This excludes your car, the dog truck, and the electric cart. As you are well aware, the marked units are driven by patrolmen and the unmarked units are driven by supervisors, investigators, off-duty officers going to court, department personnel going to training classes and sometimes pressed into patrol use for which they are not suited. Frequently we find we are short on cars for specific purposes. We sometimes have to use a marked unit for travel out of town, or we have to use an unmarked unit for patrol use for which they are not properly equipped. It has been standard practice for the shift commander to drive an unmarked unit on duty. This is because we do not have a marked unit available for the shift commander. This results in decreased visibility on the street. It is not uncommon for a vehicle to be out of service for maintenance or repairs. This might be for a day, a few days, or in some cases for more than a week. RECOMMENDATIONS We should have one more marked unit. This car would normally be used by the Shift Commander. The Shift Commander is a uniformed officer and can be expected to respond to emergency situations. Therefore, he needs to have a vehicle properly equipped to handle emergencies. It should be equipped as a standard patrol unit. This would also minimize the need to use an unmarked unit for patrol use. When we call in an investigator the investigator has to first determine what is needed to process the crime scene and then go to the PD and get it or have someone else go get what is needed. I believe it would be far more efficient to have one unmarked unit designated as an investigation unit and have it fully equipped to handle crime scenes. This car could be used for on-duty use as well as for call in use. Having this vehicle would minimize response time and would maximize the investigator's efficiency at the scene; resulting in a more effective crime scene investigation. We always have a need for unmarked units for transportation. This includes court, training, DOR hearings, and other meetings which department personnel need to attend. Our experience shows we need a minimum of two (2) units to adequately serve this purpose. Based on the above comments, we need four (4) marked units and three (3) unmarked units. IMPLEMENTATION As you know, we are scheduled to purchase two (2) new patrol vehicles in 1987. By not disposing of two (2) existing cars we can meet our needs without making additional vehicle purchases. The amount of money obtained by selling or trading the two (2) cars is a minimal amount. I propose the following for your consideration: Take the two (2) oldest or highest mileage cars and designate them as transportation pool cars. They only need minimum equipment. I would suggest using 2411 and 2408 for this purpose. Strip 2415 to equip one of the new units. This car would become an unmarked investigator's car. Fully equip it for crime scene investigation. This car would be designated for that purpose and normally would only be used by the investigators. Leave 2414 (marked unit) as it is and assign it to the Shift Commanders. One of the new units will be equipped with the equipment from 2415. This would leave one new unit without equipment. This plan would involve the following cost: Equipment for new car (1) new light bar est.cost - $520.00 -1 (1) new siren unit w/speaker $480.00 < (1) new screen $185.00 > ~ 8.6(/L (1) new radio $1,500.00 4 estimated equipment cost - S.2222-00- =~-\4 „1-0 loss of trade-in value $2,000.00 1 insurance @ $600.24/car $1,200.48 ~-gl_ 6,£'to license plates 2 @ 5.50 -_-311.22 =) estimated total cost - $5,896.48 = GOO ' -6-4 76 +3:- Therefore, the total estimated increase in budget to implement this plan would be approximately $5,896.48. I feel this is a very reasonable cost to increase our fleet by two (2) cars. This expenditure would enable our department to increase efficiency, effectiveness, and visibility. I believe that over a period of time, maintenance and down time would be reduced. This would be the result of our annual mileage figure being spread over seven (7) cars instead of five (5) cars. Once this initial change is made, the normal turnover in vehicles would resume. In other words, we would not be purchasing more new cars than we normally would. We simply would not dispose of the surplus cars for one (1) year. I appreciate your consideration of this matter and would be happy to discuss it with you. Preferably, these signs would be placed just after the Speed Limit sign. PHASE~ includes the following detail for the primary dispatch station: 6-bay modules and 60" table extension. Radio frequencies as shown on the Channel Control Panel and Master Control Panel inserts. Paging System Siren Control Door Control Intercom (4-channel) Monitor and one additional Camera Central Electronics Base (houses the electronic components) PHASEItI will add the following: Radio and Paging detail at the secondary workstation Call Director (telephone system) - Both stations Digital Call Check (allows Dispatcher to instantly recall last telephone call). - Both stations. Dual 9" Monitor housing and switcher control panel for the cameras - primary station. Balance of furniture detail - 3-drawer cabinet and chairs. FUNDING It is anticipated that some funding will be received from agencies utilizing the dispatch services of our Center. Much of the equipment needed is specifically required to facilitate communications with other agencies.
