DATE: May 20, 1986 SUBJECT: Monitoring of Alarm Systems With the recent decision to eliminate the monitoring of alarm systems of businesses and residences in the Town of Estes Park, we would like to request that consideration be given to retaining the monitoring of the methane gas alarm system for the Light and Power Department service building on Elm Road. In the future we plan to add more alarm systems whereby ,these systems will be for the protection and welfare off,the Town' s water system. March 30, 1986 FROM: LT. ELSTE During the last shotgun qualification, minor damage occurred when a cartridge discharged while still partially in the magazine. The cartridge stop pivot pin sheared off, probably due to fatigue. This allowed the cartridge to be released prematurely from the magazine as the action was being functioned. The cartridge was released at the same time the cartridge carrier was coming down to pick up the new cartridge. The cartridge carrier (two slender fingers), was exactly in line with the center of the cartridge when the cartridge released and was forced rearward by the magazine spring. The primer cup struck one of the fingers on the cartridge carrier causing the round to discharge. Fortunately it was the last round in the magazine. It is my recommendation that the Department retire the existing Ithaca Model 37 Shotguns and either place them in permanent storage, or dispose of them as surplus town property. I further recommend that the Department no longer furnish shotguns at all. Any officer wanting one should be able to acquire his own, subject to your approval. The officer or officers that own the gun would be responsible for it's care and upkeep. Our current General Order covering shotgun qualifications would require no adjustment.
