Revision of the parking violation fees is an effort to eliminate the repeat offender from parking in prime downtown parking spaces. The Committee recommends Municipal Judge Littlejohn approve the revised Fee Schedule. Discussion followed regarding existing time limits of all parking lots, and notification of alternate parking locations for the downtown task force. The Committee recommends eliminating the 4-hour parking limit signage in Municipal Parking Lot #1, allowing free parking up to 8 hours at one time, and signing the parking lot located at the east side of the Brownfield Building to reflect 2-hour parking only. SALVATION ARMY - REQUEST FOR VARIOUS EVENTS MAY 3, 1986: Chief Ault reported May 3, 1986 is "Salvation Army Day in Estes Park." A Banner, Concert, Jog-A-Thon, Parade and Proclamation are being scheduled. The banner would be placed across East Elkhorn Avenue, the concert would be held in Bond Park , the jog-a-thon route would include East Elkhorn Avenue to Big Horn Drive, to the By-Pass, to MacGregor Avenue, concluding at the Municipal Building, the parade route would be along Elkhorn Avenue, and Mayor Dannels would execute the Proclamation. The Committee recommends approval of The Salvation Army's events scheduled for May 3, 1986 subject to completion of a Bond Park Permit Application and inclusion of the Town as an additional insured on the Salvation Army's Insurance Policy in the amount of $400,000. FIRE DEPARTMENT TRAINING CENTER, SITE PLAN - AUTHORIZATION TO BEGIN CONSTRUCTION: Fire Chief Rumley presented a site plan for the Fire Department's Training Center. The construction site is located on Town-owned property behind the Light and Power Shop Facility and the Trans- fer Station. Chief Rumley reported the site plan was presented to the Larimer County Board of Adjustment. I also contacted the Chief of Police and asked him to review the situation. A copy of his reply is enclosed for your information. The cost of installing a double centerline from U.S. 34 to Devil's Gulch Road is estimated to be in the vicinity of $1,000. It is probable that re-application of the stripe would be necessary each year or two after the initial marking. The old stripe existing on Black Canyon Drive was installed by a 100% federally funded program in 1982. This program no longer exists. If the Black Canyon Hills Board wishes to discuss this matter with the Public Safety Committee, their next regularly scheduled meeting will be April 24, 1986. In keeping with the speed limits, the engineering study that was done, section 4.1 of the model traffic code and State Statute 42-4 - 1002 and 42-4 - 1003, I would concur with your recommendation to install a speed advisery sign of 20 MPH to each turn sign. The rest of the street is well marked. The visibility is not a factor at that speed and with due caution and the fact that this location does not have any incidents of accidents, I would further concur with--your-recommenat-forr. If the Board of Black Canyon Hills, Inc., still do not concur with your decision, then it is my opinion that the matter be brought before the Public Safety Committe for their decision. The regulation of speed is not solely a matter ordinances on the regulation of speed. Wiggins of statewide concern. Wiggins v. McAuliffe, v. (1) No person shall drive a motor vehicle on any highway at such a slow speed as to impede or block the normal and reasonable forward movement of traffic, except when a reduced speed is necessary for safe operation of such vehicle or in compliance with law. (2) Whenever the state department of highways or.local authorities within - their respective jurisdictions determine, on the basis of an engineering and traffic investigation ai described in the state traffic control manual, that slow speeds on any part of a highway consistently impede the normal and reason- able movement of traffic, said department or such local authority may deter- mine and declare a minimum speed limit below which no person shall drive a vehicle, except when necessary for safe operation or in compliance with ( law. Widmer #&4) Director of Public Works DATE: March 21, 1986 RE: Steamer Drive/Black Canyon Drive Attached are copies of correspondence between myself and the Black Canyon Hills Homeowners' Association regarding their request for marking the sharp -curve between Stanley Hills and Black Canyon Hills. To place a double yellow stripe all the way from US 34 to Dev il' s Gulch Road on Steamer/Black Canyon Drive (approximately 5,400 1.f. at $.20/1.f.) would cost the town approximately $1,000 per application. The stripe would have to be redone each year. The old stripe existing in Black Canyon Drive was installed by the State Highway Departmeht several years ago under a federal program which did not require participation of the town. This program is no longer in existence. I would appreciate your review of these materials. It is possible that this decision should be made by the Public Safety Committee. The Board of Black Canyon Hills,-Inc. metzon Saturday, March ... 8, 1986. After reviewing your letter we concluded that striping is a more preferable solution to the problem. We understand that the ADT count needs to be 1000 to warrant the process and to maintain such striping, but so many 'close calls" have happened at these - points we feel very strongly that striping from HWY 34 to Devils Gulch Road is very important in preventing serious accidents. Why Wait For Deaths or Injuries to Occur? Let's Prevent Them! We are not in favor of partial striping. It is obvious that -· striping has been done in the past from the highway to Devils Gulch Road but as road repairs have been done the striping has not been. Also, we feel that a speed limit sign of 20MPH would not be satisfactory either. If you will try driving around that corner we think you will see that, while it is possible to turn the corner at 20 MPH, it is not a comfortable or practical speed. We feel that 15 MPH would be a much safer speed limit. Box 112 Estes Park, Colorado 80517 Attention: Connie Haselbush Dear Connie: After your visit on February 5, 1986, I have investigated the curve identification at the Steamer Drive/Black Canyon Drive intersection. The signing that is there is in accordance with the "Manual on Uniform Traffic Control Devices" that has been adopted by the state and passed on to the towns and cities in the state as the handbook for sign criteria. The only thing regarding signage that I believe might help is the addition of a speed advisory sign of 20 MPH to each turn sign. This would alert drivers to the necessity of recognizing that a speed change was advisable. I have attached a sketch of how this sign would look. I have also looked ati striping a center line around the curve. I do not believe this is a desirable approach from our standpoint for several reasons. First, Steamer Drive/Black Canyon Drive does not carry enough traffic to warrant a center line. We performed traffic counts on the street in 1980, 1982, and again in 1985. These counts show an average ADT of about 370 vehicles per day. Normally, a center line would not be striped unless the ADT was well above 1,000. A partial center line just in the area of the curve is difficult to install and maintain, as well as a surprise to motorists when the rest of the street does not have a stripe. We realize that the traffic may very well increase as more homes are built in the area and Stanley Village is built to completion and will monitor the traffic counts in the future. If warranted by the traffic councs, I would have no problem with installing a center line. . 1-,rA 9 of Estes Park Estes Park, Colorado 80517 Black Canyon Hills, Inc. APPLICATIONS OF PAVEMENT AND CURB MARKINGS 3B-1 Center Lines A center line separates traffic traveling in opposite directions. It need not be at the geometrical center of the pavement. Centerlines provide important guidance to motorists and should be used on most paved roads. On roads where a continuous centerline is not used, short sections may be used to control the position of traffic at specific locations, such as around curves, over hills, and on approaches to intersections, railroad crossings, and bridges. The center line markings on two-lane, two-way highways shall be either: 1. a normal broken yellow line where passing is permitted (#2, sec. 8A-7), or 2. a double line consisting of a normal broken yellow line and a normal solid yellow line where passing is permitted in one direction (#5, - see. SA-7), or 3. a double line consisting of two normal solid yellow lines where passing is prohibited in both directions (#6, sec. 3A-7). ~ The center line on undivided highways where four or more lanes are always available, is usually a double solid yellow line. On three-lane rural highways, two lanes should be designated for traffic in one direction and marked as illustrated in figures 3-la and 8-lb, (page 38-3). Center lines are recommended on paved highways under the follow- ing conditions: 1. -In rural districts on two-lane pavements 16' or more in width with prevailing speeds of greater than 35 MPH. 2. In residence or business districts on all through highways, and on other highways where there are significant traffic volumes. 3. On all undivided pavements of four or more lanes. 4. At other locations where an engineering study indicates a need for them. I spoke with Robert Lundgren of the Federal Reserve Bank, and asked him whether or not the 1968 Bank Protection Act required local authorities to furnish fire and/or burglar alarms to banks. We went through the FDIC Rules and Regulations and found that although there is a requirement that each banking office install, maintain and operate an alarm system or other appropriate device for notifying law inforcement officers of attempted robberies or burglaries, there is no requirement that this is the responsibility of local authorities or municipalities. Based on this, then, it is my opinion that there is no requirement that Estes Park provide fire or burglar alarms to banks within the municipality.
