The real reason for your desire to obtain the Radar system in Estes Park is just to have a " legitimate " reason so you and your officers could stop and search any vehicle it chooses. Looking of course for Wanted Criminals, Drug violators, Unsafe vehicles and the list goes on and on. What happened to the United States Constitutions, Bill of Rights ...... Amendment IV Police Chief Ault ?77 We don't need another " Berlin of 1933 " here in Estes Park, there is to much Police harassment already of the winter residents and visitors by some of your overzealous traffic " Stormtroopers ". The 195 " Drunk " arrests in Estes Park is not that you have a better or more efficient Police department then many larger cities or that there are more people that drink and drive here in Estes Park but because there are too many Police officers during winter time with nothing to do but persecute and harass the walking or driving citizens of this small vacation community. As a tax paying citizen of this town I don't wish to see Estes Park become another notorious Law and Order town like Selma, Alabama of the Nineteen-Sixties. I am personally going to write letters to the Newspapers, Television Stations and the American Civil Liberties Union asking their help in establishing a Just and Responsible Police department in our little town once again where people can walk and drive the streets of Estes Park without the fear of harassment by the police. The reason this latter is not signed is that I am afraid of Police harassment of me, my family and my friends. Concerned resident of Estes Park, Colorado. ATTENTION: Trail Gazette, Other Newspapers and T.V. Stations. Please help the local residents and the vacation visitors of this town. Please let one of your reporters drive around the town in the evening. Talk to the business owners, people in resturants, taverns, kids in school and you will find out for yourself about the Police harassment ~ of the Estes Park citizens. Please Help us I! ,/---».---------* 9 t -- >th j / U , 1.i Just a few examples Woman is arrested and charged with DUI with only BAC level of .05 Officer keeps his hand on the Intoxilyzer machines dial so the person given the test can not see the results. The reason for stopping this vehicle was their infamous charge of weaving. Man is charged with Public Intoxication and is kept in jail for eight hours, was walking home after he had five beers in the period of three hours. Man is charged for speeding, going 52 miles per hour in 50 mile zone. Man is charged for speeding, going 38 miles per hour in 35 mile zone. Man is stopped and verbally abused for going to slow in a 30 mile zone, he was going 25 miles per hour because of snow and ice on the road. This is*just few of many cases of outright legal police harassment faced by the local residents and visitors to this community. Most of the people are afraid to complain to the authorities, so they just pay their large fines and hope things will get better, but it will not unless you the news media will investigate and stop this abuse of authority. Somebody is financially benefiting from the large fines. Is it the city or the Police department 7 Police Chief Nobert Ault: The use of "RADAR" in Estes Park would be highly inappropriate. Estes Park is a tourist community, and as such it has special requirements. Among these is the requirement to provide a safe environment, but also an environment in which the individual can relax and "let their hair down" These requirements create a situation in which conventional iaw enforcement techniques are unnecessarily oppressive. The zealous performance of the Estes Park police may make the sbreets of Estes Park the safest in the state, but it may also make them barren of tourists. No one wants to vacation in a police state. I recently heard several college students discussing where to spend a long weekend. One of them suggested Estes Park. The idea was rejected because "The cops up there are real SOds/ The loss of business of a few college students does not constitute an economic disaster. However, the reason for them not coming to Estes Park, the repressive atmosphere, could be the start of a precedent that will have grave consequences for our economy. Further exacerbating this situation is the fact that the police have arrested nearly one-tenth of the Estes Park population, for DUI, in 1985. "This number is larger than many larger metro areas." r. 3 . 0 Estes Park needs its police to be innovative and responsive to the specia~ needs of Estes Park, not blind automatons following the'lead of "larger metro areas,N The Estes Park police need not hound and hunt down the people. It can maintain a safe environment and, at the same time, do so in a manner that is not excessively oppressive. As an example; in the case of speeders the police can maintain a higher profile rather than hiding-out in "speed traps". This, in conjunction with verbal warnings to speeders, would be as effective as "RADAR" in controlling traffic, but would do so in such a way as not to leave a bad taste in the mouths of motorists. In the case of DUIs, if the motorist has not been involved in an accident, the officer could take the individual home or send him home in a taxi. Thus the drunk is off the road, but has been removed in such a manner that it does not promote a Dirty Harry/oppressive image of the Estes Park police. These types of tactics are not within the main-stream of police thinking. However, if the police are not responsive to the special needs of Estes Park and are too repressive and over zealous in the performance of their duties, it will kill the tourist trade in Estes Park just as assuredly as if there were no law enforcement at all. I live % mile down the Big Thompson Canyon just outside the Estes -Park city 1 imits and am constantly seeing peoplefspeed in excess of 55 mph past my house and then on into town on Big Thompson~<Avenue where the el k and deer fre- quently pass the street for grazing purposes. I have a 44 year old son, a flat coated retriever and horses all of which I am basically precluded from enjoying walks with down the canyon because of the high rate of speed which people choose to drive. I always buckle up my son and myself for safety, but you are right- speed kills and I don't know how many times I heard the sheriff's deputies re- spond to calls and the ambulances go past my house last summer on emergency calls, which I later found to be the result of poor judgment in driving and speeding. I find it reassuring at least to know when I am outside feeding my horse around 7:00 a.m. that the deputies, whose jurisdiction I would be in should an emergency arise, go bymy house like clockwork and at least their presence slows some ·of these thoughtless people down. We have two large parking lots at the west end of our complex and one smaller one at the east end. There is more than enough parking space with in these three lots to accomidate our residents. Instead they feel it is necessary to park on both sides of the road in front of the building, making it very difficult to avoid a coll- ision. We've been in touch with the police department on this matter and Chief Ault said his officers would fully enforce NO PARKING signs if they were to be put up. We were informed to talk with the Public Works Department where we discussed the process of obtaining our signs for both sides of the road with Rich Widmer. We are now following his advise by writing this letter to you explaining our problem. My husband is a police officer for the town of Estes Park. On occasion I ride in the patrol car with him during his shift. On such an occasion, I noticed that the patrol car is no longer equipped with a shot gun. Is there a reason for this? Are the shot guns defective? If so, when will they be replaced? Have the officers been instructed how to handle a situation requiring a second weapon when one is no longer available? I'm concerned about the safety of my husband and his fellow officers when they find themselves in a critical situation. I will appreciate a prompt response to this inquiry. Sincerely, Kay J.
