Along with the adjoining Lot 2A to the south, they have provided drainage easements for the conveyance of storm water between the lots to meet the approved Drainage Report. Box 1200, Estes Park, CO 80517 Memo 970-577-3586, gsievers@estes.org TO: Public Works Committee From: Greg Sievers & Scott Zum Date: February 26,2009 Re: 2009 Prospect Avenue Design - request to accept proposal Background: Prospect Avenue by-pass is one of our thirty local Collector streets, and has an average Pavement Condition Index (PCI) of 27 over its 2500' length. (Includes Prospect Ave, Fir Street, and Moccasin Drive). It is also the busiest street in our local network with an average daily traffic (ADT) of 13,000 based on the current 2008 traffic data. Using this data, as well as professional judgment, staff is planning for its total reconstruction this year. To best achieve the highest quality design staff issued a Request for Proposal (RFP) to consulting civil engineers. We propose to use a qualified civil engineer to design the project and to do the construction management. Box 1200, Estes Park, CO 80517 To: Public Works Committee From: Greg Sievers Date: April 23,2009 Re: CDOT Bridge Truss Donation (Memorandum of Agreement) Background: US highway 34 east of Estes Park has 2 automobile bridges that are slated for replacement later this year by CDOT. These bridges were built in 1937 and are considered 'Historic Structures'. CDOT and the Federal Highway Administration are very interested in their preservation, and would like another government agency to take ownership of them. (Reference attached photos) Public Works thinks the Town could make good use of them as future pedestrian improvements. PW would like to take possession of all four of these 'arched trusses' for future application in the Estes Park area. It is anticipated that CDOT and their construction project contractor will deliver the bridge trusses to the Town storage facility on Elm Road. Will hope to also receive an inspection report, plus stripping and repainting of the trusses. Staff is requesting Board approval to proceed with negotiating an MOA that will result in the acquisition of these bridge trusses (no concrete or asphalt). This agreement will also include language regarding future ownership. These funds are for the construction of phase 4-B of the Fall River Trail system. This section of the trail was preliminarily designed with the original Phase 4, and is now in its final draft by VanHorn Engineering. It will then be reviewed by CDOT. Acquisition of this federal money requires a Resolution by Town Board approving the contract. (Similar to acceptance of all other CDOT or ISTEA grants in the past). See attached draft Resolution. Budget / Cost: The 2009 budget will be amended to accept this $140,000 as revenue for capital construction by Public Works Department. This funding would match with $10,000 to be contributed by RMNP and $40,000 contributed by the Town of Estes Park for a total of $250,000 to conduct this study. In order for the Town to receive these funds, the FTA requires the Town to adopt an authorizing resolution (see attached sample). Cornerstone Concrete Company (Bob Pavlish) of Estes Park was the low bidder of eleven responses. Their bid total was for $303,352. Work was completed in November 2008. A final walkthrough was performed and a punch list generated. The winter weather prevented him from attending to any of the items on that list. Status to date: Mr. Pavlish is planning to attend to all punch list items and be totally completed by mid May. Staff plans on scheduling and preparing a Dedication Ceremony in mid June. A media release will also be generated. A small metal plague will be purchased and installed for the event. A mock-up is attached for your review. That project also generated new ingress/egress to the Lot along with a new parking layout design. The age of the asphalt, and construction staging, accelerated the wear on the existing asphalt surface in the parking lot. Staff prepared a small rehabilitation plan that included crack-filling, a new slurry-seal top coat, and then restriping. Price quotes were obtained from several general contractors and specialists along the Front Range. In an effort to be more cost effective, PW Engineering chose to negotiate pricing for further cost savings and also act as the General Contractor. There are no local contractors that provide these services. No local contractors provide this type service so requests for price quotes were sent to four Front Range contractors, and two quotes were received for the 430 gallon project. Highway Technologies was the low bidder at $26,226.20 (approx. $61 per gallon). Hwy Tech has worked for the Town many times in the past and is a very favorable contractor. Based on feedback forms from the previous two years and the increasing pine beetle issue in the area, the Tree Board resolved to find a bigger venue, have more speakers, and employ more publicity for this year's symposium. After negotiations with the Holiday Inn, it was decided to hold this year's event on May 6, 2009, at the Estes Park Conference Center and require $100 each from participating vendors to help offset the venue and publicity costs. The symposium, as always, will be free of charge to the public and will feature a plethora of presentations from government officials, Western Slope residents, and two keynote speakers - Dave Leatherman, Forest Entomologist, and Tom Throgmorton, KUNC gardener. Mrs. Sharpe mother lived in the area and frequented the valley over her lifetime. Mrs. Sharpe was informed that the Parks Dept. did have a legacy tree program and that the Public Works Dept. was not encouraging memorial benches due to replacement and maintenance issues associated with iemorializing family members passing. She did not want to participate in the tree program but ished to provide a bench for reflection and remembering her mother. I did inform her that the Public Works Dept. would entertain an artistic bench proposal without a memorial component. Mrs. Sharpe agreed and stated that her family would recognize the bench privately as their donation in memory of their mother. Two different benches have been submitted for consideration and possible approval. The bench would be located between two trees facing the wheel and Fall River at Tregent Park. Status to date: Mrs. Sharpe informed us that the benches could be delivered yet this season if a selection is made within the next few weeks.
