The Parks Department plants 40,000+ flowers in 53 flower beds within the downtown area each summer. Because of our short growing season, growers must provide us with mature plants in May/June to provide a healthy full blooming plant by July 4~h. To ensure that they can meet delivery dates starting in May 2008, growers have requested that we provide our flower order by Dec. 15, 2007. This is the main flower order; other smaller and special plants would be ordered in January / February. The low bidder, Duran's Hobby Acres Greenhouse of Longmont, has assured us they can provide the main flowers within the timeframe needed to meet the July 4~11 deadlines. Date 08/11/2007 Subject Recycling Facility at the Estes Park Solid Waste Transfer Station Agreement The Agreement Concerning Estes Park Area Solid Waste Transfer Station, extended to December 31,2013 by the Board of Commissioners of Larimer County, Colorado and Waste Management of Colorado, Inc., includes a section pertaining to cleanliness. Clause O On page 5 ofthe Agreement, Clause O entitled "Cleanliness; Appropriate Waste" provides "The operator shall maintain the Site and the paved access road in a clean, litter-free and orderly manner. Loose or blowing trash shall not be permitted .... " Failure to In four visits to the Site for the purpose of depositing recyclables (in summer 2006, March 2007, comply June 2007 and August 2007), this resident observed the failures listed in the table below. There are no signs/directions for recycling patrons between the sign on the highway and the signs on the recycling bins. during three visits, that the orange traffic cones used to route traffic (immediately before entering the recycling/dump area) were placed in a confusing manner. without loose or blowing trash that the recycling area is part ofa dual purpose enclosure which also includes a three-sided building used for dumping garbage directly on the concrete pad. The dump building sits on the same concrete pad and is open to the recycling area. Estes Park Business Recycling Survey Summary-September 2007 In late August-early September the Recycling Committee ofthe League of Women Voters of Estes Park surveyed 12 businesses around town in order to better understand the recycling needs of the Estes Park business community. Earlier this year we surveyed the community about their level of interest and participation in recycling, and we received surveys with an enthusiastic level of interest from 75 businesses and 436 residents. We decided to follow-up with a more detailed survey of local businesses to get specific numbers on their volumes of trash and recyclables. We asked a sample of different types and sizes of businesses about the volumes of trash they have, and asked them to estimate the amount of their trash that consists of recyclable materials. All ofthese businesses have their trash hauled by Waste Management (WM). Three pay WM to pick up their recycling; half recycle personally or have others do it for them. The other half are not recycling. This tallies with our larger survey in May; 51% of businesses responding were currently recycling at some level. In summary we found that these large and small businesses produce about 117 dumpsters oftrash per month. The businesses estimate that 40% to 50% of their trash is cardboard. That translates into 60 dumpsters of cardboard per month that end up in the landfill rather than being recycled. Similar estimates can be made about the amount of other types of recyclables that end up in the landfill. We surveyed only a small number ofbusinesses. The town ofEstes Park gives the number ofbusinesses that are licensed in the Estes Park as 793, excluding home businesses and accommodations. Assuming that their trash, cardboard and other recyclable volumes are similar to our survey sample, we estimate that the Estes Valley business community contributes about 7700 dumpsters per month of trash to the Larimer County landfill. Ofthese, 3600 dumpster loads per month or 900 dumpsters per week of cardboard are going from Estes Park to the landfill. This does not count cardboard dumped by accommodations. Even if our estimates are high, that is still a huge amount of recyclables from businesses in Estes Park that end up in the landfill. Waste Management has stated that only 1% oftheir commercial trash customers in Estes Park currently recycle with them. According to our survey, about half the businesses in Estes Park are doing some sort of recycling, usually by having someone in the business personally haul the materials to be recycled. WE SHOULD BE ABLE TO DO MUCH BETTER in keeping valuable reusable materials out of our landfill, maximizing revenues obtained from recycling these materials, and extending the lifespan of our landfill for many more years to come.
